In the hall of the so-called "Tibetan government in exile" in Dharamsala, India, there is a large map of the supposed "greater Tibet area".The area covers the Tibet Autonomous Region and Qinghai Province, one-fifth of the Xinjiang Uygur Autonomous Region, one-third of Gansu Province, two-thirds of Sichuan Province and one-fourth of Yunnan Province, spanning about 2.4 million sq km and nearly a quarter of China's territory.Holidaymakers take photos with digital cameras near the Potala Palace in Lhasa, the Tibet Autonomous Region. [China Daily] The ** Lama has advocated a "high degree of autonomy" for Tibet in such a geographic scope and made it a preliminary condition for any negotiation with the central government. But such an idea is totally absurd for three major reasons.First, the distribution and the layout of the Tibetan population and the administrative divisions were formed during the long process of historical development; there is no historical basis for an administrative division such as "greater Tibet area".Archaeological excavation and documentation show the Qinghai-Tibet Plateau area has long been inhabited and has a diversified culture.In the Sui Dynasty (AD 581-618) and the Tang Dynasty (AD 618-907), the Qinghai-Tibet Plateau was an area cohabited by different ethnic groups.The regime of Tubo Kingdom (AD 629-840) coexisted with others such as the Tang Dynasty, Uighur and Nanzhao, in a territory cohabited by various ethnic groups and tribes.The headquarters and the main area of jurisdiction of the Tubo Kingdom basically constitutes the Tibet Autonomous Region today while other dependent territory is the region inhabited or cohabited by various ethnic groups.During the Yuan Dynasty (1271-1368), three chief military commands (three Pacification Commissioner's Offices) were established in areas with Tibetan traditions, namely U-Tsang Ngari, Amdo and Lhams, the divisions of which were carried out in the Ming Dynasty (1368-1644) and laid the base for the administrative division of today's Tibet and other Tibetan administrative divisions.The Qing Dynasty (1644-1911) further defined the boundary between Tibet, Sichuan and Yunnan. In 1731 the Qing government divided the border of the areas under the jurisdiction of the grand minister resident of Tibet and the grand minister superintendent of Xining. The administrative division of Tibet has not changed much since.Second, the so-called administrative region of "greater Tibet area" is a historical product of the invasion by imperial powers. From 1913 to 1914, the British-instigated Simla Conference was held, which brought up the concept of the so-called "greater Tibet area" - that the territory of Tibet covers part of Xinjiang to the south of Kunlun Mountains and the Anding Tower, the whole of Qinghai Province, the western areas of Gansu and Sichuan provinces, and Dajianlu and Adunzi in the northwest of Yunnan Province.When this was rejected by the representative of the Chinese government, Britain proposed again to divide the Tibetan-inhabited areas of China into inner Tibet and outer Tibet. The former referred to the small parts in Yunnan, Qinghai and Xikang, where the central government would enjoy dominion; outer Tibet included U-Tsang, Ngari and most of Xikang, which was to be governed by the Tibetans themselves.This shows that from the very beginning, the so-called "greater Tibet area" has been a separatist plot. Even the weak Northern Warlords government of China saw through the imperialist trick to split China and refused to sign the convention. How will Chinese people today allow the government to accept such an imposition?Third, there is no possibility for realization of an administrative region such as "greater Tibet area". Since the New China was founded, the central government, on the one side, has followed historical divisions, and on the other, according to the requirements of the Constitution and the Law of Regional Autonomy for Ethnic Minorities, considered the various factors for the economic, political and cultural development of the Tibetan-inhabited areas to establish eight Tibetan autonomous prefectures, one Mongolian and Tibetan autonomous prefecture, one Tibetan and Qiang autonomous prefecture, two Tibetan autonomous counties and the Tibet Autonomous Region through full discussion of people's representatives from various regions.In the past half-century, as the administrative divisions were well set, the system of regional autonomy for ethnic minorities has been gradually improved and guaranteed the equal rights of Tibetans and other ethnic groups living in the region.It has promoted national unity and social economic development and given full support by the Tibetan people and other ethnic groups.The ** Lama, however, has been insisting on the establishment of a political entity in Tibetan-inhabited areas to build an "alliance" relationship with China, requiring all other ethnic groups to move out of the so-called "greater Tibet area" and millions of people to give up their ancestral homes.This is not only an attempt to change the current relation between the central and the local government, but also a move to implement ethnic discrimination and ethnic cleansing. We must learn from the slaughters and bloodshed caused by ethnic conflicts and disputes the world over.Then why does the ** Lama insist on this groundless and impossible concept of "greater Tibet area"? There are at least two reasons. One is that many of the Tibetan people exiled with the ** Lama in 1959 are from Tibetan areas outside the Tibet Autonomous Region. The ** Lama needs to set a common illusion of "a united, independent and free Tibet" to buy these people's support. The other reason is that the claim was designed by their foreign bosses and they, as their flunkies, dare not disobey it.The ** Lama and his followers in his "government in exile" have often expressed their recognition of the Simla Conference. Therefore, the so-called "greater Tibet area" in essence is "semi-independent" or in "disguised independence", which aims to serve the open and complete "Tibet Independence" and disunite a quarter of China's territory in future.But the ** Lama and his alike do not really understand that the political claims they make against historical development and reality to please their foreign bosses, no matter under what splendid banners, are only "medieval fantasies" that go against the time and the interests of Tibetan people as well as people of all ethnic groups in China. The Chinese government will not be fooled!

China's employers have dual problems on the hiring front as they face the biggest salary increases in Asia needed to attract talent and the region's highest turnover, according to a survey.The findings appeared in the Friday edition of the China Youth Daily.Nearly one-third, or 32 percent, of the employers surveyed planned to raise salaries by at least 20 percent to attract badly-need talent, said the survey by human resources company Hudson.The survey covered employers' first-quarter plans and expectations.Year-end bonuses are expected to rise significantly, with 66 percent of the respondents planning to increase year-end bonuses at least 10 percent and almost one-fourth planning raises of more than 20 percent.But despite significant increases in compensation, staffing turnover has been heavy.Across all industries, 47 percent of companies surveyed had turnover rates of more than 10 percent in the past 12 months, and 13 percent said that the rate was more than 20 percent.China's staff turnover rate was highest in Asia, more than twice that of Japan, the Youth Daily report said. Unsatisfactory compensation and limited career progression were blamed for China's high turnover level.Among respondents, 22 percent agreed that limited career progression was a major cause of high turnover, while 18 percent believed it resulted from dissatisfaction over money.The report predicted a persistent increase in salary levels in China because of limited talent resources.

In the latest move by some countries to construct new embassies or give their missions in Beijing a makeover, the Australian embassy will spend million refurbishing its already elegant building, the Australian ambassador announced Tuesday.The refurbishment will cover much of the embassy's high-traffic areas and incorporate all four levels of the Chancery building.A new 2,500-sq m annex building will also be constructed on the site, the ambassador added.The project will begin immediately after the 2008 Olympics and is scheduled for completion in 2010.Geoff Raby, the Australian ambassador to China, said the number of embassy staff had increased to 190 resident Australian diplomats and their families and 120 Chinese staff.He recalled there were about 32 Australian staff and 60 Chinese employees when construction of the embassy was completed in 1992, making it one of more iconic buildings in Beijing."The Australian embassy in China is one of our biggest embassies in the world," Raby said.It is a sign that Australia attaches more importance to its relations with China, the ambassador said.Woods Bagot, a global studio specializing design and consulting that operates in Australia, Asia, the Middle East and Europe, will implement the project with Chinese local design institute UAD and multinational engineers Arup."The (Australian) government demanded new thinking for a new diplomatic era in China," Jason Marriott, managing principal of Woods Bagot, said.The Australian embassy is located in the second diplomatic neighborhood on Dongzhimenwai Street.The first diplomatic neighborhood is near Jianguomenwai and a third one is north to Liangmahe.The United States has plans for a new embassy project in the third diplomatic neighborhood after Republic of Korea and Malaysia finish their new buildings.Wang Fan, a researcher of international relations with China Foreign Affairs University, said the embassy building and renovation boom symbolized how important China was to foreign countries' diplomatic strategies.

  

NANJING -- Police in Nanjing, East China's Jiangsu Province, have nabbed 47 suspects over human trafficking and rescued 40 babies, said senior officers with the Nanjing railway police office on Friday.A group of four women, each holding a newborn baby in arms but never breast-feeding the infants, arouse police suspicion on May 24 on a train from Kunming, capital of Southwest China's Yunnan Province, to Nanjing and were questioned.The women, including one identified as Lang Chunyan from Tancheng County of East China's Shandong Province, confessed that the babies were bought from Yunnan and they had been doing so with the help of two other suspects, Dao Xiufen and Ding Fachang, since 2005. While Lang's husband, Shen Yuzhou, was in charge of selling babies with the help of 10 human traders in Shandong.Lang also confessed that they usually buy a baby girl at 1,500 yuan (US0) but sell it for 8,000 yuan, while a baby boy usually costs them 8,000 yuan and can fetch 20,000 yuan for them.The Nanjing railway police set up a special team of more than 10 policemen to investigate the case.The team arrived in Yunnan on May 27 and arrested Dao, Ding and seven other suspects. Shen was later arrested in Shandong.Investigations found that the gang of human traders headed by Shen and Lang have bought 27 newborn babies in Yunnan during 16 trips and then sold them in Shandong.Forty out of more than 60 babies who were trafficked by the gang have been rescued by police so far, while police were trying to find the others.

  

The Board of Airport Authority Hong Kong awarded a franchise to building a new cargo terminal at Hong Kong International Airport (HKIA) to a subsidiary of Cathay Pacific Airways Limited here Tuesday.     According to the contract, Cathay Pacific Services Limited, a subsidiary of the parent airways, will design, construct and operate the 10-hectare new cargo terminal during the non-exclusive,20-year franchise.     The new terminal and recently completed enhancements to the cargo apron, taxiways and aircraft stands will equip HKIA to meet future demand for cargo services and to maintain its position as the region's premier air cargo hub.     "The new cargo terminal will reinforce the competitiveness of HKIA as a regional and international air cargo hub." Airport Authority Chief Executive Officer Stanley Hui said, adding "it will provide additional choices for airlines, shippers and freight forwarders.     "I believe it will bring substantial economic benefits, in the form of new jobs and business opportunities, to Hong Kong," he said.     Scheduled to open in the second half of 2011, the new terminal will have an annual capacity of about 2.6 million tons and increase the airport's total general and express cargo handling capacity to 7.4 million tons per annum.     According to Cathay Pacific Services, construction of the new terminal will create over 400 jobs. When it starts operation, the facility will employ more than 1,700 people.     The decision to build a new cargo terminal was made after the Airport Authority held extensive consultations with Hong Kong's air cargo and logistics industry.     In December 2006, the Airport Authority called for pre- qualification proposals, which was followed by invitation for submission of business plans. The Airport Authority assessed the business plans and decided to award the franchise to Cathay Pacific Services as a result of an open and competitive tender process.     The Airport Authority also invited the Independent Commission Against Corruption as an independent advisor to oversee the process.     Driven by the rapid expansion of the Chinese mainland's economy and robust global trade, cargo throughput at HKIA rose 4.5 percent in 2007, to 3.74 million tons. The air cargo industry handled over1.9 trillion HK dollars (243.6 billion US dollars) worth of goods in 2007, accounting 35 percent of Hong Kong's total external trade.     HKIA has remained the world's busiest international cargo airport for the 11th consecutive year.
