BEIJING, April 8 (Xinhua) -- The People's Liberation Army (PLA) and the Ministry of Education plan to open an online recruitment service for the first time to mobilize college graduates this year, a move seen as an effort to sharpen the army's high-tech edge.The PLA plans to recruit some 150,000 college graduates this year, according to a statement released after a meeting held Thursday by the PLA General Staff Headquarters and the ministry.Last year, China announced a series of preferential policies to encourage more young people with higher education to serve in the army, including a one-off payment of up to 24,000 yuan (3,500 U.S. dollars) for the student-turned soldiers. The money, paid by the central government, roughly equals the tuition cost of a four-year university education in China.Some 130,000 college graduates applied to join the army in 2009 and more than 100,000 were recruited, statistics from the statement show.Moreover, the age limit has been extended to 24 for those with a bachelor degree. BEIJING, May 10 (Xinhua) -- China will conduct consultations with the European Union on the steel fastener trade dispute in line with the rules of the World Trade Organization's disputes settlement system, said an official with the Ministry of Commerce Monday.China's anti-dumping investigation into carbon-steel fastener imports from the EU was based on Chinese regulations and the assessment of the harm to the domestic industry, said the official.The remarks came after the EU filed a complaint Sunday against China at the World Trade Organization over Beijing's decision to impose anti-dumping measures against carbon-steel fastener imports, which included self-tapping screws, bolts and gaskets.Chinese fastener importers were required to pay a deposit to customs based on the margins -- ranging from 16.8 to 24.6 percent -- between the normal value of the products and the alleged dumping price since Dec. 28, 2009.Initial investigations by the Chinese authorities showed the EU had allegedly dumped carbon-steel fasteners on the Chinese market, which caused substantial damage to the local industry.The temporary anti-dumping measures were adopted to safeguard the legitimate rights and interests of the domestic producers, the official said.China started an anti-dumping probe into EU carbon steel fasteners on Dec. 29, 2008, after an application for a probe by the fastener branch of the China General Machine Components Industry Association on behalf of Chinese fastener producers.

BEIJING, June 3 (Xinhua) -- A draft regulation on the protection of water resources and ecological environment of the Taihu Lake, the third largest freshwater lake in China, was made public Wednesday to solicit opinions.According to the draft posted on the website of the State Council's Legislative Affairs Office, www.chinalaw.gov.cn, local authorities must readjust their economic structure and eliminate outdated industries with high water consumption and pollution.Recycled paper-making companies with a yearly output of less than 50,000 tonnes, as well as other pollutant-discharging companies with backward production capacities, and those do not operate in accordance with national industrial policies or meet discharge standards, could no longer operate near the Taihu Lake, the draft said.Taihu has been plagued by algae due to severe industrial pollution in recent years. In 2007, an algae outbreak forced local water plants to stop household water supplies in Wuxi City, Jiangsu Province.The draft said local government would set discharge limits and annual pollution reduction plans for all polluters near the lake.Establishment of new chemical and pharmaceutical enterprises and projects, sewage outlets, garbage recycling facilities, golf courses, floating restaurants, poultry and livestock farms should not be allowed near the lake, the draft regulation said.It also banned storage and transportation of toxic materials, and the sales and use of laundry detergent containing phosphorus near the Lake, and demanded limited use of fertilizer and pesticide.Those who violate the draft regulation would face administrative punishment, in addition to fines ranging from 10,000 yuan (1,464 U.S. dollars) to 500,000 yuan or one to three times of the money involved in their illegal activities, and would have to pay for government efforts to undo the damages they have caused, the draft said.The public is invited to comment on the draft regulation any time before June 30 via online postings, email or letters.
