MOSCOW, Jan. 24 (Xinhua) -- China and Russia held the fifth round of strategic security talks here Monday, pledging more joint efforts to strengthen national, regional and international security.The Chinese delegation, led by Chinese State Councilor Dai Bingguo, was visiting Russia at the invitation of Russian Security Council Secretary Nikolai Patrushev.During the talks, the two parties exchanged views on major international issues and the further development of strategic partnership and interaction between Russia and China.Both sides agreed that their close bilateral cooperation on global issues has helped maintain regional and world peace, safety and stability.The two countries acknowledged that in order to further enhance strategic mutual trust and improve the security situation around the global, the two sides should chart the development of Sino- Russian relations for the next 10 years from a strategic and comprehensive perspective.As long-time strategic partners, Russia and China will adhere to the principles of mutual trust, win-win cooperation and good neighborliness while conducting strategic coordination, the two sides pledged.The fourth round of Sino-Russian security consultations took place in Beijing in December 2009, when Russia and China signed a protocol on cooperation in the strategic security sphere. The next round of talks is scheduled to be held later this year in China.

MOSCOW, Jan. 21 (Xinhua) -- Russian and Chinese companies started construction of an iron ore dressing plant Friday in the Evreyskaya Autonomous Oblast to provide high-grade iron ore to the Asia Pacific region, including China.Yury Makarov, chief executive officer of IRC Ltd., told Xinhua the plant would reach its designed capacity in 2013 at 10 million tons of iron ore and 3.2 million tons of iron ore concentrates, which contain up to 65 percent iron.Makarov said that 20 percent of the iron ore concentrates, which are natural iron ore processed through crushing, grinding and dressing, would be used to meet demands of Russia's far east and the rest would go to the Asia-Pacific market. Currently, China imports large amounts of concentrates from Brazil, Australia and India."We are very open to interaction with various countries of the Asia-Pacific region, especially China. The volume of processed iron ore has been increasing every year. We will be happy to deliver iron ore to your companies as well as any other consumers who are willing to purchase our products," he said.The plant will draw its resources from the Kimkanskoye and Sutarskoye deposits and send its products through the Khabarovsk Krai and the Suifenhe port to China.The plant is only 7 km from the Trans-Siberian Railway. A railway bridge is being planned between Evreyskaya Oblast and Heilongjiang to further shorten the supply route.Total investment in the plant is 400 million U.S. dollars, with 340 million in loans from the ICBC (Industrial and Commercial Bank of China) in China. Interest under the facility will be charged at 2.8 percent above LIBOR per annum. The China National Electric Engineering Co, Ltd is tasked with the construction of the plant.Makarov said he was very optimistic about the future of the plant and the development of relations between the Russia's far east and China's northeastern region.IRC Ltd. is a metal unit of Russian gold miner Petropavlovsk PLC. It became the second Russian company to be listed on the HK stock exchange, when it started trading on Oct. 21.

SAN FRANCISCO, April 22 (Xinhua) -- Apple and Google collect smartphone users' location information as part of their race to build massive databases, The Wall Street Journal reported on Friday after analyzing data and documents.According to the report, security analysts with the newspaper found that Apple's iPhone and smartphones running Google's Android operating system regularly transmit users' locations back to the two companies respectively, which is part of their race to build databases capable of pinpointing people's locations via smartphones.A report by research firm Gartner indicated that the market for location-based services is expected to rise to 8.3 billion U.S. dollars in 2014 from the current 2.9 billion dollars.In the case of Google, a security analyst with The Wall Street Journal said an HTC Android phone collected name, location, signal strength of any nearby Wi-Fi networks, and a unique phone identifier every few seconds and transmitted the data to Google at least several times an hour."All location sharing on Android is opt-in by the user," Google said in a statement to technology blog site All Things Digital, in response to the concern that how Android system uses location information."We provide users with notice and control over the collection, sharing and use of location in order to provide a better mobile experience on Android devices. Any location data that is sent back to Google location servers is anonymous and is not tied or traceable to a specific user," said the statement.Worries on the iPhone tracking issue surfaced on Wednesday after two British researchers announced at a technology conference in California that iPhone has been collecting users' location information and storing the data for extended periods of time.The researchers said starting on June 21 2010, after the release of iOS 4 mobile operating system, iPhones began logging and storing location information in a file, which shows the users' latitude and longitude and is timestamped to the second. They noted the information is not encrypted on the phone or on the iPhone backups made by iTunes and the file is also persistent, transferring itself to a new iOS device when the old one is replaced.They added they had no evidence that the file was being transmitted to Apple.On Thursday, U.S. congressman Edward Markey reacted angrily to the news in a letter to Apple CEO Steve Jobs, which is posted on Markey's official website.Markey asked Jobs to make a response within 15 business days or no later than May 12, saying "Apple needs to safeguard personal location information of its users to ensure that an iPhone doesn't become an iTrack."Apple has made no comment on the issue so far, but a letter it sent to U.S. Congress last July came under spotlight. In the letter, Apple said it collects Wi-Fi and GPS information when the phone is searching for a cellular connection and gathers the data to help build a "database with known location information."

BEIJING, Feb. 14 (Xinhua) -- China's meteorological authority announced on Monday that it has received 7.5 million yuan from the country's Ministry of Finance to strengthen its efforts in fighting persistent drought in some regions.The fund would be used to support efforts by meteorological departments in Shanxi, Hebei, Anhui, Shandong, and Henan provinces, all major crop-producing regions, to conduct activities for seeding clouds and making artificial rain, according to a statement posted on the National Meteorological Administration website.Government data shows that a prolonged drought since last October had affected 108.24 million mu (7.22 million hectares) of wheat crops in those provinces, as well as Jiangsu, Shaanxi and Gansu provinces, as of Sunday.The statement added that some of the affected regions experienced two rounds of snowfall last week, which were helpful in alleviating the drought. However, the major wheat-growing provinces of Shandong and Henan recorded no rainfall.The country's meteorological authority also predicted no significant rainfall or heavy snowfall for the dry regions over the next three days. BEIJING, Feb. 1 (Xinhua) -- Senior Chinese official Zhou Yongkang Tuesday called on law enforcement personnel to take more preventive measures against crime and accidents during the Lunar New Year holiday.Zhou, a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, visited community security personnel, a district court, and police patrolling downtown Beijing Tuesday.He also visited a police station that is responsible for keeping public order in the area surrounding the central leadership compound of Zhongnanhai.During his visits, Zhou, who also heads the Commission for Political and Legal Affairs of the CPC Central Committee, said China was seeing the travel peak for the Spring Festival and some regions were suffering icy weather and lingering drought.He asked the police to take effective measures in traffic control and fire-fighting work, and maintain social order during the holiday season.He commended the practice of deploying special police to patrol the surrounding areas of the Tiananmen Square in central Beijing, saying it could deter crime and enable quick responses to emergencies.During his visit to the district court, Zhou warned there were still "many social conflicts."He asked local courts to solve social conflicts more effectively, promote innovative social management and law enforcement in a just and clean manner.The Spring Festival, or Chinese lunar New Year, is the most important festival for Chinese. It falls on Feb. 3 this year.
