(KGTV) - A grieving dog owner is searching for the owner of the dog who attacked her 8-year-old rescue at a Santee dog park.At Woodglen Vista Park late Monday morning, Heather Moreno, her 3-year-old daughter and her Pomeranian mix had just walked into the fenced-in off-leash area when they were greeted by a dog. Moreno says the black dog was about 70 pounds, possibly a German Shepard mix."Immediately the owner of the big dog approaches me and shouts, 'Don't worry, he's friendly.' The tail was wagging. My daughter petted him. Our dogs were sniffing each other,said Moreno.Moreno says she was glancing between her dog, Trigger, and her daughter. "Next thing I know, my dog is whining, and he has my dog in his mouth ... thrashing around like a dog toy," said Moreno.The attack would last an agonizing 30 seconds."I'm in panic mode. I'm shouting at the dog, shouting at the dog owner," said Moreno.The dog owner eventually pried open his dog's jaws. Moreno rushing Trigger to an emergency animal hospital, where she died from her wounds on the operating table. "I miss her a lot. She was my companion with everything," said Moreno, choking back tears.Amid the grief, Moreno has a warning for other dog owners at dog parks. "Just always be vigilant. Always be cautious. SCRIPPS RANCH (KGTV): At the top of a trail along Semillon Boulevard and Pomerado Road, right next to a sign that reads, "No Dumping - 00 fine," sits a giant pile of wood chips.It's been there for years, growing and shrinking in size. But right now, people who live nearby say it's as big as they can remember."Yeah, it is a little larger than normal," says Douglas Burns, who lives in a home next to the pile.The wood chips are from trees cut down by maintenance workers in the area. The work is part of the Scripps Ranch Civic Association's maintenance contract with the city. The workers take the leaves to the dump but leave the wood chips behind.Bob Ilko, the President of the SRCA, says it saves money on beautification projects. He says the city doesn't have to pay to haul the wood chips and tree pieces away or buy fresh mulch when they need it for landscaping.The wood chips are used to help with weed control and ground cover across Scripps Ranch."It's natural here, it's generated here, it stays here," says Ilko, adding that there's also an environmental benefit since it keeps all the wood chips out of city landfills.Ilko says the pile is larger than usual right now, but that's because crews have been hard at work clearing away dead and dying trees from the area.And while the wood chips are on city-owned land, that does not mean they're available to the general public."It's city property," says Ilko. "If people take them, it defeats the purpose of keeping the wood chips here to save money."He also says contractors are not allowed to use the area to dump their wood chips.When asked if the pile presents a fire hazard, Ilko told 10News the Fire Department has been out to inspect the area, and they say there is no danger of any spontaneous combustion."It's not mulch, it doesn't heat up and break down like manure or mulch," says Ilko. 1889

SAN MARCOS, Calif. (KGTV) - A local portable toilet rental company is charged with tampering with equipment on its trucks to skirt emissions regulations. Employees also allegedly faked some of the smog test results.Team 10 Investigative Reporter Jennifer Kastner went to San Marcos’ Diamond Environmental Services on Friday afternoon, but was asked to leave. 10News was looking for answers to the alarming accusations that the company and some of its employees were committing crimes against the environment. Part of a video on the company’s website states, “Diamond's dedication to doing the right thing goes above and beyond.” Yet prosecutors say Diamond was preparing false smog test results to get passing results. Additionally, executives were allegedly tampering with emission control devices on its diesel truck fleet, re-programming the emission monitoring devices to avoid extra costs that come with burning off dirty, soot-filled diesel filters. Ed Rodriguez is the owner of Auto Park Smog in Escondido. He says, “If you’ve ever seen a vehicle going down the road, like a truck, and it has black smoke coming out of it, that’s all soot and that's not good.” Rodriguez says he's worked on Diamond's smaller trucks but not the ones that are part of this new six count federal indictment. The U.S. Attorney’s Office claims that Diamond took the devices out of trucks and shipped them out of California to be re-programmed.
