DEL MAR, Calif. (KGTV) -- A plan meant to increase safety along Del Mar's famous coastal bluffs is being met with deep resistance by residents, surfers and walkers.North County Transit District says it has obtained grants to fund building a fence to protect the train tracks on the bluffs. It would aim to end 100 years of people illegally crossing the tracks to get down to the beach or take in the views.The district says it would help prevent erosion and increase safety - six people have been hit by trains in Del Mar in the last two years. RELATED: Del Mar bluff collapses for second time since AugustThe Del Mar City Council will discuss the proposal at its meeting Monday. "They put a fence up there it's not going to stop me," said Chris Gable, a longtime Del Mar surfer. "I understand it's a safety hazard since they're upping the frequency of the trains, but I don't think it's going to go over well."Del Mar Mayor Dwight Worden said the fencing is an overreaction. He said a better plan is to increase education, signage, citizen enforcement, and to build protected legal crossings. Residents and surfers say people would cut through or climb the fence, and that could trap them if a train comes - and that the fence could cut off an escape route in the event of a wildfire. They also cringe at the aesthetics.RELATED: Researchers tracking crumbling Del Mar bluffs"The idea that we have no access to the beach and have a fence in front of us is not a good idea," said Karla Leopold, whose home overlooks the ocean and bluffs. Del Mar is also discussing placing four legal crossings at various parts of the city, but that would require a 0,000 feasibility study. "We should know more about her condition tomorrow."Magnolia's Hope was fourth at the start of the race, took the lead a quarter-mile into the race and dropped to fourth in the field of seven through a half-mile.Magnolia's Hope has one victory in nine career starts, along with two second-place finishes and one third-place finish. She has earned ,260 in her career.The 4-year-old filly Velvet Queen also was vanned off after finishing third in the eighth race, a mile race on the dirt track for fillies and mares 3 years old and up which have never won ,000 once other than maiden. DESCANSO, Calif. (KGTV) - An East County couple is making a plea for help, fearful a power shutoff will be hazardous to their health.Holly and Alan Shields got the call from SDG&E Wednesday night, warning about possible power shutoff. Hours later, the power was shut off at their home in Descanso."My stomach just dropped. You know, it was like, 'What am I going to do?'" said Holly Shields."Nervous and stressed out," added Alan Shields.Both Holly and Alan require breathing aids. Alan, who served in the Army as a welder, suffers from chronic lung issues and must use a CPAP machine to help him breathe while he sleeps.Holly is battling breast cancer."I take very high steroids, which has cut down on the amount of oxygen my lungs can accept, so I have to be on an oxygen machine when I can't breathe," said Holly.Because of the power shutoff, neither Holly nor Alan will be able to their machines."I’m scared to death," said Holly.The two do have a generator, which is outside and has enough juice to power a freezer and heat their seven tortoises."The tortoises have to stay warm. Otherwise, they will go into hibernation, and it will kill them," said Holly.The couple says they couldn't afford an electrician to hook up their generator inside, and can't afford another generator."He lost a lot of work, both of us did, to COVID," said Holly.The couple now finding themselves in a precarious position, worried about how long their power will be out, and unable to breathe easily. They're hoping someone will lend them a generator and help them hook it up."It's tricky hooking it up to a home with solar panels. We have solar panels, but only generate power and send it to SDG&E. Delta Air Lines had a nearly 75% drop in revenue in the third quarter of 2020 compared to 2019 as many coronavirus-weary travelers are putting off excursions on airplanes.The airline has had to cut flights, block middle seats, and scale back its operations due to the coronavirus pandemic. Delta has said, however, it intends to hold off furloughing or laying off employees until November.In the wake of the pandemic, Delta said it is putting off a billion purchase of airplanes through 2022.While Delta’s revenue dropped by over 75%, its expenses only dropped 10%, some of which is due to a drop in fuel costs.Despite a gloomy financial picture, there is optimism travelers are beginning to return to the skies.“While our September quarter results demonstrate the magnitude of the pandemic on our business, we have been encouraged as more customers travel and we are seeing a path of progressive improvement in our revenues, financial results and daily cash burn,” said Ed Bastian, Delta’s Chief Executive Officer. “The actions we are taking now to take care of our people, simplify our fleet, improve the customer experience, and strengthen our brand will allow Delta to accelerate into a post-COVID recovery.”But even with a slow return to normalcy, Delta expects revenues to be down for years to come.“With a slow and steady build in demand, we are restoring flying to meet our customers’ needs, while staying nimble with our capacity in light of COVID-19,” said Glen Hauenstein, Delta’s President. “While it may be two years or more until we see a normalized revenue environment, by restoring customer confidence in travel and building customer loyalty now, we are creating the foundation for sustainable future revenue growth.” 1817
