CHULA VISTA, Calif. (KGTV) -- The perfect storm. A lack of oversight, massive spending and an even larger deficit. Those are all the ways the Sweetwater Union High School District is being put on blast by a new analysis by the Fiscal Crisis and Management Assistance Team. In a review of the district’s budget woes, the team's CEO Michael Fine presented Sweetwater’s school board with details on how the district ended up in its dire financial situation.Fine said the district has mismanaged its money for many years, even suggesting that specific accounting errors were “intentional” and part of a “cover up.”The report also found that the district didn’t comply with public disclosure requirements. So what does the future look like? According to the analysis, the district is projected to keep spending at a deficit at least through 2021. RELATED: Sweetwater Union High School District faces potential fraud investigationAccording to the report, a financial projection shows an expected .4 million deficit in the 2019-2020 school year and a .6 million deficit in 2020-2021. The board has yet to approve a plan to fix deficit spending. What’s more, the report found that the county doesn’t have access to the district’s financial system, blocking access to oversight. The report also found that the district doesn't have controls in place that limit access to its financial system. In fact, Fine found that a single employee has "complete access to cash between funds and is given complete access to the county treasury district accounts." It's unclear whether or not that employee has the ability to move money outside the treasury accounts. After action is taken against the employee, such as the employee being terminated, the district doesn't verify that that employee's access to financial systems is suspended. TIMELINE: Sweetwater Union High School District's budget woesFinally, the report found that the district doesn't account for all positions and costs. Fine suggested the Sweetwater District can do the following to begin the process of climbing out of debt:1. Cooperate with the County Office of Education: Fine said the county office are “partners” and recommended the district work closely -- and be transparent -- with the assigned fiscal advisor.2. Invest in business office staff: Fine believes the district’s new chief financial officer, Dr. Jenny Salkeld, can be the best resource as they work through the problems.3. Develop and implement a recovery plan: Fine said, “You cannot kick this can down the road,” when it comes to putting together an adequate plan.4. Audit cash borrowing and cash position: Fine suggested Sweetwater thoroughly evaluate its cash management, including the sources from which money is borrowed. 2758

CHULA VISTA, Calif. (KGTV)— The Chula Vista Police department is investigating a home invasion robbery that happened Saturday night on the 1600 block of Claret Cup Drive.80-year-old Don Oder believes he may have had an encounter with one of the suspects. He told 10News he was unloading the bags from his late night shopping trip Saturday and saw a man walk into his garage.“He says 'I’m thirsty. Can I have some water?' So I got him a glass of water,” Oder said. That was around 10:30 p.m. at Oder's home near Camarena Elementary School. At the time, Oder did not know that the person who asked for water could have been a suspect in a home invasion robbery that happened moments prior. “I didn’t put two and two together right away,” Oder said. Chula Vista Police said someone fired a gun at a nearby condo on Claret Cup Drive around the same time. Two people entered and robbed the residents, then ran east. No one was hurt.Looking back now, Oder believes one of suspects may have been the man hiding in his garage.“Pretty obvious that he didn’t want to be seen,” Oder said. Oder describes him as a young, built, clean-cut man.He was surprised at the man’s get-away car.“He said, I’ve called an Uber and it’s going to be here in a few minutes.”Oder stayed with him for a few minutes until the man suddenly ran.Moments later, he and his grandson called police. The next morning, Oder’s son Tim was walking toward the crime scene.Tim Oder said he found a bundle of stuff next to a car along Exploration Falls Drive.“I pulled a hat out, walked a little further, and then I started pulling some gloves, and I thought, oh my God, these are white latex gloves!” Tim Oder said. The water cup and the bundle of items are now with Chula Vista Police, being processed for evidence. The Oders said the fact that one family had two run-ins with an unusual crime in a safe neighborhood is a crazy coincidence.“It seemed so strange, you know?” Oder said. Chula Vista Police said the suspects are still at large and asked the community to be vigilant. 2154

CHULA VISTA, Calif. (KGTV) -- Dozens of South Bay parents want to know why the principal at their neighborhood school was unceremoniously removed from her post right before the school closed for Fall Break. “I’m very frustrated,” said Greg Rogers Elementary PTA President Caroline Garvin. Garvin said she learned Friday that the Chula Vista Elementary School District reassigned Principal Erika Taylor.  A district spokesman said Taylor was reassigned as a Principal on Special Assignment in special education. Garvin said the Rogers faculty was told Friday towards the end of the school day. “The looks on the face of the staff:  There were people crying.  There were people that were upset because she was a true leader,” she said.  “To take that away from us without explanation and to do it before a break so that parents can’t even be here to help fight for her is just wrong to me.” All the schools in the Chula Vista Elementary School District are closed for the next two weeks for Fall Break. Garvin said there are a lot of parents upset about Taylor’s removal.  Garvin said she confronted CVESD Superintendent Dr. Francisco Escobedo. “He said he would not be able to give an explanation not now and not in the future,” she recalled. In the meantime, Garvin said Taylor has hired a lawyer to fight for her job back. “She’s got three kids.  She’s a single mom,” said Garvin. “I’m really proud of her.  I want her to fight this.” 1529
