CHULA VISTA (CNS) - At least one man was injured in a traffic collision today on southbound Interstate 805 near East Palomar Street in Chula Vista, the California Highway Patrol said.At 11:10 a.m., a pickup truck flipped onto its side in a crash with a larger truck hauling boxes, according to a CHP incident log. The man was out of his pickup truck bleeding from a head wound.The larger truck continued southbound on I-805 after the crash, the CHP reported. The crash blocked two right lanes and traffic in the area was backed up, CHP officers on the scene said.No further information was immediately available. 620

(KGTV) – More than 300 South Bay parents and students attended a school safety forum Monday night.The Sweetwater Union High School District and Chula Vista police held the meeting at Chula Vista High School’s Performing Arts Center.“We certainly had some questions, we pinged our kids on what drills are being done on their campuses,” said Ricky Gallegos, who has two kids that attend high schools in the district.School officials and police assured parents that they practice and prepare for the unthinkable. But police were also candid about their limited resources. They have 10 school resource officers for 61 campuses and more than 51,000 students in Chula Vista.  Police asked parents for their help by reminding them to be involved with their kids and school community and to report whatever doesn't sound right. They also told them about the “P-3 Anonymous Tip App” which was launched within the past year. They said it there have been more than 400 tips made and law enforcement removed 13 guns from San Diego County Schools as a result of the app.“I think it’s petty cool, especially that it’s anonymous because I know some students are worried that they’ll talk to someone else,” Leira Gardea, a sophomore at Chula Vista High School said.Mental health was also a big topic of discussion. The Sweetwater Union High School District says they have 13 therapists and assured parents they do their best to disturbed or troubled youth the help they need.Chula Vista Police is holding another school safety forum next week. (KGTV) - Chula Vista boxer Andrea Medina has a chance to fulfill a lifelong dream before she even turns 21.Monday, she'll begin fighting in the Team USA Olypmic Team Trials for boxing, with a chance to go to the 2020 Summer Olympics in Tokyo."I feel like this is my time," she says. "It's what I've been working for. It's exciting. I'm ready."Medina has been boxing since she was 5 years old. She's already won 16 National Championships.At the trials, she'll face 7 other women vying for two spots at the Team USA training center in Colorado Springs."I've already fought half of them," she says of the competition. "And I've sparred against the other half. So I know who I'm going up against."Medina's father, Juan, is a former boxer and serves as her trainer. He says she's the favorite to advance out of the double-elimination tournament."I'm biased, but if I were to put a percentage on it, I'd say we have a high 90's percent chance," he says.He also says he's proud of the way his daughter has dedicated her life to the sport and the pursuit of her dream."You have to prioritize. You can't chose other things over boxing," he says. "Boxing is a jealous sport. So you have to pretty much surrender yourself to the sport. She made that choice and now we're here.'In addition to her boxing, Medina is also a full-time student at San Diego State. (KGTV) - A grateful South Bay mother says a "miracle" happened, after her missing son surfaced in a small Mexican town with no memory.Without a job, 37-year-old John Mooney ended up on the streets in the Chula Vista several years ago but he never lost touch with his mother."Always had contact with him. Not two or three days would go by without me seeing him," said Lynda Mooney, John's mother.John would visit Lynda at her Chula Vista home, where he stored his belongings. I was devastated and panicking," said Lynda.Lynda filed a missing persons report and searched."Anywhere you go, you look for him. Your imagination runs away from you. A week prior, a mystery man had appeared in Ejido Neuvo Leon, a small Mexican town southeast of Mexicali, with no memory. He did not know his name and spoke only English, Lynda says.The locals fed and cared for him and the story of the stranger spread quickly. The San Diego-based California Advocates for the Missing created the Facebook post that went viral and within two hours, Lynda saw it. "Relief, frantic. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula  Vista so we can increase our housing stock because we have to," said Zaker. A second reading is required before the ordinance is officially passed. The new rules are expected to go into effect in May.  2109
