He also put forward a series of proposals for intensifying cooperation within the SCO framework.Founded in 2001, the SCO consists of China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. Mongolia, India, Pakistan and Iran have observer status.From Tashkent, Hu travelled to Astana for his second visit to Kazakhstan in six months. He paid a working visit to the Central Asian country last December.In Astana, Hu and his Kazakh counterpart, Nursultan Nazarbayev, discussed ways to advance the China-Kazakhstan relations and enhance pragmatic cooperation. They also exchanged views on international and regional issues of common concern.Political analysts say Hu's Central Asia trip is conducive to promoting the SCO's sustained, healthy and stable development and strengthening China's ties with Uzbekistan and Kazakhstan.

BEIJING, July 10 (Xinhua) -- Chinese Vice Premier Li Keqiang stressed the quality of economic growth and the transformation of the economic development mode during an inspection tour in Shandong Province from July 8 to 10.He said the country should strike a balance between keeping a stable and relatively fast economic growth, adjust the economic structure and manage inflation expectations while consolidating a continuing recovery momentum.When visiting a local granary, Li asked farmers and granary workers about grain quality and purchase prices.He said China sustained a bumper summer crop for the seventh year in a row this year and has abundant supplies of grain, which is conducive to managing inflation expectations, promoting agricultural production and raising farmers' income.When visiting local manufacturers, a logistics center and a wharf, he hoped that they continue to expand their presence in the global market.The service industry involves many sectors and can generate lots of jobs, and China has a great potential in developing the service industry, Li said.He asked local companies to adapt to market changes, raise profitability and accelerate the development of the province's service industry.Li said some uncertainties still remain in the national and global economies, although the national economy is heading towards the goal of macroeconomic regulation.He added that the country should maintain continuity and stability in macroeconomic policies and make macro control more flexible and better-targeted during the rest of the year to promote stable and relatively fast economic growth in the long run.

CHONGQING, July 19 (Xinhua) -- Rain-triggered landslides in southwest China Monday blocked a river, creating a barrier lake in Chongqing Municipality and forcing the evacuation of more than 12,000 people, flood control authorities said.The landslide blocked the Luojiang River in Chengkou County early Monday, creating a dam holding 15 to 20 million cubic meters of water, said Xing Hua, a Chengkou Water Resources Bureau spokesman.As of 5 a.m. Monday, the barrier lake was five-square-kilometers in area and 18-meters deep, said Xing.Photo taken on July 19, 2010 shows the Ciqikou Town surrounded by flood water of the Jialingjiang River, southwest China's Chongqing Municipality. The water level of Beibei section of Jianglingjiang River rose to 197.76 meters, 3.26 meters higher than the alarm line.All 12,000 residents - 7,000 from Chongqing and 5,000 from neighboring Sichuan Province - have been evacuated to higher ground, flood control authorities in the two regions said.The rising waters may flood the upper reaches of the river while any potential dam breach would bring fatal floods downstream.Continuous downpours and poor road conditions have hindered work teams and experts getting near the site, stymying efforts to deal with the barrier lake, said Chengkou County's flood control office.

  

BEIJING, June 12 (Xinhua) -- China's trade surplus would likely fall noticeably this year as exports outlook would not be optimistic while imports would remain robust, Ministry of Commerce spokesman Yao Jian said at a briefing Saturday.Exports growth would slow after July, Yao forecast, adding the surge in exports in May was due to a low comparison basis last year. China's exports in May surged 48.5 percent year on year, customs data released Thursday.China's trade surplus in the first five months fell 59.9 percent to 35.39 billion U.S. dollars. The figure in 2009 topped 196.07 billion U.S. dollars, down 34.2 percent year on year.Yao attributed the weak export outlook to the European sovereign debt crisis, rising commodity prices and labor costs."In the following months, the fallout from the debt crisis in Europe would gradually become apparent, and China would closely watch changes in its important exports markets including Germany, Spain and Italy," Yao said.China would maintain stable trade policies amid the crisis, and might adjust some policies in some specific industries for environmental protection purposes."Stable trade policies are a top priority when the external outlook is not clear," he said.Yao also told reporters that attempts by some U.S. lawmakers to include China's exchange rate policy into trade investigations on China's exports of aluminum extrusions and coated paper lacked factual support and did not conform to rules of the World Trade Organization.The WTO regulated trade policies instead of a country's overall financial or foreign exchange policies, he said.

  

NANJING, July 4 (Xinhua) -- China is mulling using environmental indices as a yardstick to evaluate the performances of local governments and officials as the country seeks to convert its development mode to a green one, experts said Sunday.The new assessment criteria has been proposed in a draft of China's 12th Five-year Plan (2011-2015), which the government is currently working on. The draft is to be reviewed and is expected to be approved in March 2011 by the nation's top legislature, the National People's Congress."This means local governments will have to implement more effective measures to upgrade industries, save energy and cut emissions, rather than simply focus on GDP growth," said Hu Angang, a top policy advisor, at a theme forum of the Shanghai World Expo in Nanjing, capital of east China's Jiangsu Province. The two-day forum ended Sunday.With GDP the most significant indicator in evaluating the performances of local governments and officials, many tend to neglect the environmental factors while concentrating on economic growth."The 12th Five-year Plan will not only be China's first national plan for 'green development' but also the historical starting point on the nation's path towards a 'green modernization'", said Hu, also a prominent economist at Tsinghua University, who has been a member of the research team to draft the 10th, 11th and 12th five-year plans."Altogether, 24 indices in the current draft are about green development, covering more than half of the total index number of 47. Some of those 'green indices' would be used to assess local governments and officials," he added."For instance, indices on 'water consumption per unit GDP', 'proportion of clean coal consumption', 'decrease in natural disaster-resulted economic losses', and proportion of GDP invested in environmental protection' are in the category of assessment criteria in the draft," said Hu."As a large developing country with a population of 1.3 billion people, China is under unprecedented pressure for both economic development and environmental protection," said Zhou Shengxian, China's Minister of Environmental Protection, at the forum."The old path of economic growth based on environmental pollution, implemented in developed countries over the past 300 years, is not feasible in China, and China can not afford the losses brought by this development mode," he added.After the international financial crisis broke out in September 2008, the United Nations Environment Programme (UNEP) advocated the development of a "green economy" worldwide.Many countries have turned to a "green recovery" by developing new energies, environmental protection and recycling the economy.In China's 4-trillion-yuan (about 570 billion U.S. dollars) economic stimulus plan, funds for energy savings, carbon reductions and ecological construction reached 210 billion yuan. Adding on the 370 billion yuan in funds used for innovation, restructuring and coping with climate change, "green investment" accounted for 14.5 percent of the stimulus plan. It indicates the government is shifting its values from traditional "profit maximization" to "welfare maximization."China showed its determination to develop a green economy last year prior to the Copenhagen Conference, promising to cut its carbon dioxide emissions per unit GDP by 40 to 45 percent by 2020, compared with the level from 2005.Experts at the forum believed that, to live up to this promise, China must create more regulations focusing on "carbon emission cuts" in the 12th Five-year Plan and put such reductions into the assessment criteria for officials.There will be much more "green investment" in China's 12th Five Year Plan than the previous one, and the extra investment in energy-saving and emission-cut technologies will grow to 1.9 to 3.4 trillion yuan in the upcoming plan from the current 1.5 trillion yuan, according to a Mckinsey report.Despite China's "green determination", it is never an easy task to achieve the target because of the country's fast GDP growth, the long-dominating energy-consuming economic development mode and a lack of environmental-protection awareness among citizens, experts said.There is still a long way to go for China, as its current energy utilization rate is only one fourth of that of developed countries, said Maurice Strong, a former Under secretary-General of the United Nations and the first executive director of the United Nations Environment Programme, at the forum Saturday."In the new round of China's economic and social transformation, the 'black cat' will be out of the game. Only a 'green cat' is good cat," said Hu Angang, making a joke about a Chinese saying - "It doesn't matter if a cat is black or white so long as it catches mice."
