SAN DIEGO (KGTV) - If the flood of fellow travelers doesn't keep you close to home this Memorial Day weekend, perhaps the price at the pump will.Gasoline prices have climbed 12 cents over the past two weeks to bring the national average to about .93 per gallon before the Memorial Day weekend. It's the highest since Memorial Day 2014 when the average hit .65 a gallon, according to AAA.In California — one of 14 states above a gallon — drivers will have it the worst in the U.S. with an average of .71 a gallon.GAS PRICE MAP: Find the cheapest gasoline near you and around San DiegoSan Diego's local prices mimic the state's trend. A year ago the average for a gallon of gas in the county was about .03, compared to about .73 a gallon today.For the week ending on May 11, the Energy Information Administration (EIA) reported gas stocks fell by about 200,000 barrels to 29.7 million barrels.However, inventory levels are 600,000 stronger than this time last year. SAN DIEGO (KGTV) - Local VFW posts are bracing for the new restrictions to kick-in on Saturday.The restrictions result from an increase in COVID-19 cases in the county, putting the county in the state's purple tier, the tier with the toughest covid-19 related restrictions.Mike Hill, the post commander at VFW 5985 in Pacific Beach, says they are already struggling to make ends meet during the pandemic because of the restrictions."There are 22 VFW posts and more American Legion posts through San Diego County, and all of us rely on having events and having people coming to our canteen, which is sort of military for a bar and spend money there, and that helps support us," Hill said. "We've eaten up most of our savings to pay the bills while we've been closed."He says they have relied on donations so far and will be needing more the longer the pandemic lasts."I will tell you the members, and I will be dialing for dollars," Hill said. He says they will start within their members first, then the community."We'll reach out to the community and hope that some of them will value this place that's been in the community for 90 years and let it still be a home for veterans to be around other veterans," he said.VFW 5985 has been closed most days except Tuesdays and Fridays to make meals for dozens of veterans, their families, and those who need it. SAN DIEGO (KGTV) - In an exclusive interview with 10News, a San Diego police officer is blowing the whistle on a newly unveiled program that reports to reward officers for making more narcotics arrests.“It’s completely everything that we are against as law enforcement officers. It’s unethical,” he tells us during a disguised sit-down interview. 10News is not publishing his name, face or voice. He fears losing his badge for breaking his silence.“It’s a reward system. A bounty system for officers seeking rewards for their arrests,” he tells us.10News was provided a copy of an internal email that was sent last week from a sergeant to more than 90 officers. It states that the program is being instituted in the Southern Division and is strictly voluntary. It also states that the program runs from March 1 (retroactive) to April 14.Accompanying the email is an attachment outlining the program details, including the point scale. 947

SAN DIEGO (KGTV) -- Just days before masses of people are expected to descend on Del Mar for the San Diego County Fair, a busy road has reopened following a bluff collapse. City crews completed a retaining wall and reopened Jimmy Durante Boulevard Wednesday afternoon. The road wasn't originally expected to reopen until June 4, several days after the fair opens on May 31. The cost of cleanup and stabilizing the cliff is expected to cost million. SAN DIEGO (KGTV) - Last month, investigators arrested a 72-year-old man suspected of being the Golden State Killer. It could be the dramatic end of a four decades old search for the suspect.Which got us thinking, whatever happened to the cold case of the “Geezer Bandit” who may not even be a senior citizen anyway? And, could advanced technology ever help find him?He was the most elusive senior citizen during a two-year crime spree. The bank robber the FBI nicknamed the “Geezer Bandit” because of his geriatric appearance.The “Geezer”, who may have been a much younger person using a professional grade prosthetic mask, robbed 16 banks from San Diego to San Luis Obispo from 2009 to 2011. 11 of those robberies happened in San Diego County. “Profiling as you understand now is a pretty big spectrum,” says Jack Hamlin.Hamlin is a Professor at National University and professional criminal profiler. We asked him how this person, seven years later, has become the modern-day D.B. Cooper and why he, or she, would simply vanish.“We have an expression in law enforcement, we only catch the dumb ones,” says Hamlin.The “Geezer” was one of the best. Performing almost mistake free and seemingly very sophisticated. The mask may not have been his only disguise, and he was said to wear gloves, there was no known getaway vehicle, the robberies were during off-peak hours and with little security. And five of his robberies were on a Friday, payday. So, we asked the question, ‘Is it possible this person had some law enforcement training?’“It’s certainly somebody that understands how things work,” added Hamlin.  “These robberies weren’t random. He’s figured out a time when security is low; he’s figured out a time when there’s going to be plenty of cash, Friday.”The “Geezer developed a cult following with thousands of followers on Facebook. T-shirts are still available celebrating ‘Geezer Bandit for President.’ But his last robbery was December of 2011. That's the only time a dye pack was used, exploding and making the money useless, and possibly his disguise too. We haven’t heard from the “Geezer” since.“I don’t see this person suddenly having an epiphany and saying, ‘It’s over with. I don’t need to do it anymore,’” says a skeptical Hamlin.Hamlin says people like this need the rush and rarely just quit. But the one mistake the “Geezer” made on that final robbery was dropping a day-planner which he carried as part of his disguise. If it holds his DNA, Hamlin says there may be an option to use a genealogy website like investigators did to catch the person they believe is the Golden State Killer.“Now you’ve got this public DNA base, and if there is some way they can tap into that, um, the skies the limit on some of these cases,” says Hamlin.UPDATE: The FBI tells 10News there has been no change in this case since the last attempted robbery in 2011.
