SAN DIEGO (KGTV) — Jim Jennings has spent the last nearly 20 years living on a street corner just a short walk from San Diego State University. "It's very vibrant, it keeps me young," he says. It's a community Jennings has seen grow, along with the university. Now, many of the homes around his are rented out to groups of students. The number of residents increased even more because the city has streamlined permitting for companion units, such as backyard granny flats or converted garages. The goal is to add to the housing supply amid a steep supply shortage. Jennings, a member of the area's planning board, says the concern that it will make a severe parking crunch even tighter once school starts next month is now the talk of the neighborhood."I don't want to move," he says. "I just want to be able to park in my neighborhood."The system in place aims to guarantee he is able to, but now it may be part of the problem. For decades, the only daytime street parking in the neighborhood south of the campus has been allowed by permit. Each residence is eligible for up to four, which can be used for visitors. The permit system, from 8 a.m. to 7 p.m., prevents SDSU students from parking in the neighborhood for free and going to class. Now, a memo from City Attorney Mara Elliott says people who live in companion units can't be treated any differently than those in a traditional home. Their dwelling may be in someone's backyard, but it comes with its own address, and therefore is eligible for four additional parking permits. In other words, a parcel with a granny flat or companion unit can qualify for up to eight street parking permits. "Denying all permits to residents of companion units while maintaining the current level of four permits for primary dwelling units would be legally problematic," the memo says, citing Equal Protection Clauses. In 2018, the city authorized more than 260 accessory dwelling units. Through May of this year, it has authorized an additional 119. Jennings says the increase is making it almost impossible for people to find street parking. "We have guests over, where are you going to park? You have to go, circle and circle around the block looking for parking," he said. Elliott's memo says the City Council can act on this issue. One option, which Jennings supports, would be to limit permits by parcel, instead of the number of homes on it. 2401

SAN DIEGO (KGTV) — In some of the most severe cases of COVID-19, doctors are finding it’s not the coronavirus making people critically ill.It’s their own immune system, and a San Diego-based biotech company thinks it has an answer.La Jolla-based INmune Bio announced Tuesday it has FDA approval to begin a Phase 2 clinical trial on its inflammation fighting drug, Quellor.In many of the sickest COVID patients, doctors have noticed their blood is filled with high levels of immune proteins called cytokines. Cytokines act as messengers between cells and the virus can cause them to go haywire, setting off what’s known as a cytokine storm.In a cytokine storm, the body’s immune system starts to attack its own cells and tissues rather than the virus. During the Spanish Flu of 1918, many of the deaths were caused by cytokine storms.“You need to control the cytokine storm to keep patients from getting sick,” said INmune Bio’s CEO Dr. R.J. Tesi.There are several different types of cytokines. A drug undergoing testing in a federal trial with remdesivir targets a cytokine called beta interferon.The San Diego biotech’s drug Quellor suppresses a very specific cytokine called soluble tumor necrosis factor, which Dr. Tesi calls “the master cytokine” because of its role in triggering other immune proteins.Dr. Tesi said this particular cytokine may contribute to another troubling issue with COVID-19: blood clotting.“When they write the history of COVID-19, the clots are going to be the bad guy,” Dr. Tesi said. “These blood clots go off everywhere and they gum up the works. They make it so the lungs can't work. They make it so the kidneys can't work. They make it so the heart is screwed up. Make it so you have strokes.”INmune Bio, which is publicly traded but has just six full-time employees, is hoping its drug can address both the blood clots and the inflammation.The company plans to enroll 366 hospitalized COVID-19 patients for a Phase 2 trial to see if intervention with Quellor can keep people off ventilators and out of the ICU. 2053

Moving in with parents can cut that down to 12 years.Relying on relatives may not be an option for many San Diegans.Todd Lane, president and CEO of California Coast Credit Union, says you don’t necessarily need to save as much money if you have a higher income.“Look for a program out there with a mortgage lender that offers you the option for not having to pay for mortgage insurance and making less than 20 percent down payment that’s really the key,” said Lane.Lane also suggests you avoid making big purchases prior to applying for a home loan.“Don’t just go out and borrow for a car loan just before your gonna go out and get an home loan; keep that older car,” Lane recommended.Financial adviser Dennis Brewster said aiming for a condo instead of a home is a great way to get in the home buying game.“Anything to start building the equity helps – instead of paying rent,” said Brewster.Other pro tips include using 401K investments for a down payment, or having relatives co-sign the loan. 1704
