SAN DIEGO (KGTV) -- Gas prices continue to soar in Southern California, rising nearly two cents more Monday. According to figures from AAA, the price for a gallon of gas gone up more than 50 cents in less than a month. AAA also says that the price has risen for 21 consecutive days and 27 of the last 28 days in San Diego County. California's gas tax is also set to increase by 5.6 cents on July 1, 2019. Meanwhile, the national average for a gallon of gas Monday was .74.AAA says a series of refinery issues reduced gas supplies.Bloomberg Phillips 66 refinery in Los Angeles, and Chevron Corp.'s El Segundo plants all experienced shut downs and stalls in oil production due to various problems. SAN DIEGO (KGTV) -- Despite carefully measured protocols for distance learning and on-campus housing, San Diego State University is continuing to see new cases of coronavirus among students.SDSU ended its first week of the fall semester Friday announcing three new cases of COVID-19. Since the start of the 2020-21 school year, SDSU has reported seven positive cases.The unidentified students all live off-campus and were only on campus to seek testing at the Student Health Services Outdoor COVID-19 Test Collection Booth, university officials said. The three students did not interact with any SDSU employees or spaces outside of the SHS, according to officials."We have quickly identified and are speaking with the individuals known to have been in direct contact with these students. All are following established public health protocols for isolation and quarantine, and exposure risk to others on campus is deemed low," said Libby Skiles, Ed.D., SDSU Student Health Services Director.RELATED: SDSU begins 2020-21 school year with mostly virtual classesOfficials said that two of the three students are connected to one of the student cases confirmed Thursday. SAN DIEGO (KGTV) - Following a heated battle over new regulations for short-term vacation rentals Wednesday, the San Diego City Council approved new regulations in a 6-2 vote.The new rules will go into effect July 2019.The rules, which were based on a plan by Mayor Kevin Faulconer, adopt the city’s first license-based system to manage the rentals, charge cost-recoverable fees to administer licenses and enforce code violations, establish a “Good Neighbor” policy to preserve neighborhood quality of life, hire additional staff to respond to complaints about nuisance properties, and implement a per-night fee that would generate funding for affordable housing projects.RELATED: San Diego City Council approves new rules on short-term rentalsAlthough the plan initially called for homeowners to be allowed two licenses for a primary and secondary home, the council later amended the provision before the plan passed its first vote in July.Faulconer’s proposal was changed to allow a host to be issued a license for a primary residence and a dwelling on the same land as the primary residence.Faulconer also had a provision in his plan allowing no limitations on the number of licenses available to hosts within Mission Beach when it was introduced in June. SAN DIEGO (KGTV) — Humpback whales aren't the only aquatic life giving locals a show off the coast of San Diego.Dolphins can be seen fairly regularly, but it's not everyday you see a pod tallying in the thousands. The term "mega" gets thrown around quite a bit to describe scale, but in this case, it truly fits.Video captured Sunday shows a "megapod" of thousands of "common dolphins" off San Diego's coast, estimated to be of about 2,500 dolphins.RELATED: Humpback whale feeding frenzy off San Diego's coastDomenic Biagini, a photographer for San Diego Whale Watch, said pods of 25 to 200 dolphins are common.
