His latest effort will soon free about 3,100 inmates by granting most a one-time three-month credit. It follows other measures that are expected to quickly lead to the release of about 7,000 inmates six months before they normally would have been paroled. Ronald “Khalis” Bell, a co-founder and singer of the group Kool & the Gang, has died. He was 68. Publicist Sujata Murthy says Bell died Wednesday morning at his home in the U.S. Virgin Islands with his wife by his side. The cause of death has not been released. Kool & the Gang grew from jazz roots in the 1960s to become one of the major groups of the 1970s, blending jazz, funk, R&B and pop. After a brief downturn, the group enjoyed a return to stardom in the ’80s. The group won a Grammy in 1978 for their work on the soundtrack for “Saturday Night Fever.”In addition to vocals, Bell also played the sax for the band. (AP) — The Trump administration cancelled nearly billion in federal money for California's high-speed rail project Thursday, further throwing into question the future of the ambitious plan to connect Los Angeles and San Francisco.The Federal Railroad Administration's announcement it would not give California the money came several months after sniping between President Donald Trump and Gov. Gavin Newsom over the project. The administration will still try to force California to return another .5 billion that has already been spent.Trump had seized on Newsom's remarks in February that the project as planned would cost too much and take too long. Newsom has shifted the project's immediate focus to a 171-mile line in the state's Central Valley, but he said he's still committed to building the full line.Still, federal officials said California has repeatedly failed to make "reasonable progress" and "abandoned its original vision."Newsom declared the action "illegal and a direct assault on California" and said the state would go to court to keep the money."This is California's money, appropriated by Congress, and we will vigorously defend it in court," he said in an emailed statement.Voters first approved about billion in bond funds for the project in 2008. It has faced repeated cost overruns and delays since. RMH Franchise Holdings, a company that operates a number of Applebee's restaurants, announced this week that customers who used credit cards at some locations may have been subject to a data breach. "Upon learning of a potential incident, RMH promptly launched an investigation and obtained the help of leading cyber security forensics firms," the company said in a statement. "Based on the experts’ investigation, RMH believes that unauthorized software placed on the point-of-sale system at certain RMH-owned and -operated Applebee’s restaurants was designed to capture payment card information and may have affected a limited number of purchases made at those locations."The company said that customers’ names, credit or debit card numbers, expiration dates and card verification codes were subject to the breach. Customers who used Applebee's tabletop payment system, or its online ordering system were not subject to the breach.RMH said that customers should closely monitor their payment card statements, and check for any unauthorized transactions. If customers notice any unauthorized transactions, they should contact their bank.RMH said that it learned of the incident on February 13, and has since contacted law enforcement. "RMH is continuing to closely monitor its systems and review its security measures to help prevent something like this from happening again," the company said. The company did not say why it waited three weeks before notifying the public. Many of the affected transactions took place from December 6 through January 2.
