SAN DIEGO (KGTV) - New data by an environmental foundation shows Mission Valley is seeing a surge in homeless.A study by the San Diego River Park Foundation says the number of homeless living along the river has nearly doubled since last October. In October of 2016, volunteers counted 56 homeless encampments along the San Diego River and in October of this year, they tallied 101."The numbers really were surprising," said SDRPF President Rob Hutsel, "an 80% increase is really a lot."San Diego Police Department made 270 arrests in homeless-related crimes in September. Hutsel says the new wave of homeless is likely from the city's crackdowns. The SDRPF has compiled data on the homeless encampments' locations and even the trash they produce. "93.7% of the trash (here) is sourced to homelessness," said Hutsel pointing to the map on his phone. In Orange County, law enforcement has established curfews on certain banks along of the Santa Ana River where they are experiencing a similar issue with transients.Councilman Scott Sherman's office says the city performs sweeps of the riverbed and curfews are a possibility once the area becomes more developed. 1166

SAN DIEGO (KGTV) — One person is dead after his SUV careened off Interstate 5 near Pacific Beach Tuessday.A driver was traveling on northbound I-5 near Garnet Ave. just before 2 p.m. when a witness tells 10News the white Toyota RAV 4's passenger-side wheels became caught on the freeway guardrail. As the vehicle continued it fell off I-5, traveled down an embankment, and landed on its top on Garnet Ave. below the freeway. It wasn't immediately clear how the vehicle lost control to start, California Highway Patrol said.RELATED: Driver hits pedestrian, flips car in Pacific BeachThe male driver was severely injured in the crash and died at the scene, CHP says.Video from Sky10 showed the white SUV overturned in the center of the road and surrounded by debris. Police closed both directions of Garnet and Balboa Avenues to investigate and clear the scene. No I-5 lanes were closed due to the crash.A white Lexus sedan traveling eastbound on Balboa Ave. was hit by debris from the crash. That driver was not injured. 1027

SAN DIEGO (KGTV) -- Neighborhoods near the Miramar Landfill are reporting a resurgence of awful odors they believe are coming from the landfill. "You come out the door in the morning and it just hits you," said Matty Wuest of University City. About a mile away, fellow resident Janis Deady concurs. "Like last night at in the morning," she says, "the smell woke me up out of a dead sleep." So, exactly what does it smell like? The distant neighbors are at no loss for words. "If you take the natural gas smell," said Matty, "Mix that with dog poop and vomit. That's what it smell like." Janis said she'd lived near the landfill for more than 20 years without an issue, but that changed about three years ago. "All of the sudden in the 2016 we started smelling putrid, disgusting, horrid smells."The distant neighbors say complaints in 2016 lead to hearings with the San Diego County Air Pollution Control District; resulting in fines for the City of San Diego and mitigation measures that appeared to solve the problem. But in recent weeks they say the smell is back."You shouldn't have to live like that," said Janis, "Not when we pay these taxes." A public information officer for San Diego said by phone the short story is the rain. That as soon as the Miramar Landfill has a chance to dry out from all the recent rains, the odors will dry up as well. But residents say that's not sufficient. "I hope the city would mitigate this and not blame it on the rain or other excuses." Said Matty. "Bottom line," said Janis, "It's got to stop. This is from 2016 to now. We shouldn't still have these odors."Along with a phone interview, the city's public information office provided the below email to 10News:New measures currently in place or will be in place shortly as noted:Using special covering machine that applies plastic to working face each night. 2. Better for specific odor control than the tarps previously usedExpansion of landfill gas collection system - new collection wellsExisting wells were evaluated for repairs & maintenance to maximize operating efficiency.Odor dissipating system that run each night to keep any fugitive smells onsite will be extended to 9 a.M.Smaller working face where trash is dumped. No receipt of waste on sundays.Asp system for green waste processing(coming summer 2019)To our knowledge there are other potential odor sources in the area which have not implemented any mitigation measures. So additional investigation may be needed to determine if those sources are contributing to odors in the surrounding communities. 2572

SAN DIEGO (KGTV) - One year ago, life forever changed for Navy EOD technician Kenton Stacy and his family. He was in a Syrian hospital clearing IEDs when one exploded, leaving him with a two percent chance of survival. His comrades fought to save his life and did, but Kenton was left paralyzed and unable to talk. He's now receiving care at the VA Medical Center in La Jolla.“We’re all ready for him to come home, it's just been hard juggling being here, being with the kids," said Lindsey Stacy, Kenton's wife. The couple has four children, one with special needs. As they work through Kenton's recovery, the family was hit with yet another unexpected hardship. They've been renting their Chesapeake, VA home for the last two years, not realizing tenants were destroying the house. The carpet and blinds were destroyed as well as much of the hardwood floors. The tenants also smoked cigarettes in the home."I just couldn't believe that people would destroy someone else’s property like that, shocking and it hurt,” said Lindsey. She shared what happened on their Facebook page #StacyStrong. It didn't take long for the community to step up and help make it right, with members of the EOD community spending hours to repair the house.Real estate agent Julie Fish, wife of an EOD tech, also stepped up to help. She's going to help sell the house without taking a commission and has enlisted help for labor and needed repairs. "The EOD community, they really have made it that they're taking care of it and it's one less thing I have to worry about," said Lindsey. "It really hits home that everyone really does just care and sees how much he has sacrificed for our country."Fish says many have already stepped up to help with the house but that they may still need a sliding door and fence. Those wanting to help the Stacy family can also donate to their Go Fund Me page.  1880
