The idea is part of a larger bill to make streets safer after a series of deadly crashes involving pedestrians and cyclists. The mother of missing 5-year-old Taylor Rose Williams has been arrested and charged with child neglect and giving false information to investigators, Jacksonville, Florida, Sheriff Mike Williams said Tuesday.The announcement came hours after authorities said human remains were found in in a wooded area in Alabama.Taylor's mother, Briana Williams, was charged at a Florida hospital, where she was being treated for an apparent overdose, Sheriff Williams said.
