SAN DIEGO (KGTV) - — San Diegans are not allowing the pandemic to dampen their holiday spirit. This much was apparent at the beginning of Taste of December Nights.Within moments of its opening Friday, a line of cars streamed down Park Boulevard, waiting for a chance to order food from about a dozen vendors lined up at Inspiration Point in Balboa Park. "We've been going to December nights every year, but we didn't want to miss it this year," said Jasper Pascual, of National City, who came with his girlfriend Wendee. "It's something new, something interesting."The pandemic has upended decades of tradition, including December Nights in Balboa Park. Thousands normally pack the event in Balboa Park, enjoying holiday decorations, museums and food. This year, the event is a drive through for food vendors, with participants required to stay in their cars and wear masks. Pedestrians, bicyclists and scooter riders are not allowed. "This event obviously is re-imagined, it's different, but again I think it's the type of event that I think is just what some folks will need," Mayor Kevin Faulconer said as he kicked off the event. San Diegans appeared to agree, waiting in stop-and-go traffic to get into one of two ordering lines. A worker from one of the eateries comes to the window, takes an order, and eventually brings the food. Options included coffee, mini donuts, Cajun and kettle corn."Just tell people be super, super patient, bring some music, relax, have fun, enjoy it, because it's going to be a while," said Hellen Silva, who came with her husband and mother. SAN DIEGO (CNS) - The UC San Diego School of Global Policy and Strategy's Center for U.S.-Mexican Studies released a report today detailing recommendations for both countries to cooperate on border security and drug trafficking policy.Chief among the report's recommendations is the creation of a joint cooperating group to help both countries reconcile their differences to achieve the best policies possible. The report also suggests the creation of a joint task force to disrupt trafficking of opioids like fentanyl.Bilateral cooperation is made difficult at the moment, according to the center, due to the divergent policy views of U.S. President Donald Trump and Mexican President Andres Manuel Lopez Obrador, who took office last December.While Lopez Obrador declared an end to the country's war on drugs in January, Trump has sought to build a wall on the U.S.-Mexico border to deter drug traffickers and violent criminals in addition to immigrants entering the country illegally."Despite these challenges, we see this as an opportunity to resume a dialogue at the highest level around bilateral security,'' said Rafael Fernandez de Castro, the center's director. "Our report offers concrete and implementable policy recommendations over the next six years of Lopez Obrador's presidency, ensuring policymakers are informed and prepared to continue cooperation efforts in a difficult phase in the bilateral relationship.''In addition to the two joint groups, the center suggested that the U.S. should improve its cooperation with and support for Mexico's newly established National Guard, its criminal justice system and community policing efforts in both countries. SAN DIEGO (KGTV) -- A man died Saturday night following an officer-involved shooting in El Cerrito. Police say they received a call just before 8 p.m. from a 70-year-old woman who said her 52-year-old nephew attacked her with a brick at a home on the 5800 block of Adelaide Avenue. Two officers responded to the scene and found the woman, who they say had been hit in the head and chest. Officers found the man in the backyard of the home and tried to arrest him, but they say he struggled.Witnesses say the suspect then picked up a shovel and started swinging at police. "He continued quickly advancing on the officers while swinging the shovel, prompting one officer to fire his Taser, while the second officer fired his service weapon," San Diego Police said in a news release. The suspect was struck by gunfire at least once and died at the scene, police say. The man's identity isn't being released at this time. The suspect’s aunt is expected to be okay and no officers were injured in the incident. The department says one of the officers is a four-year veteran of the department while the other is a 16-year veteran. The woman, Marieme Bouguerba, is being represented by San Diego attorney Charles Field, a partner with Sanford Heisler Sharp, LLP "She's devastated. You have a single mother who lives with her parents, and she's trying to make things go and to have her entire life savings decimated like this is a major setback for her - both financially and emotionally," said Field.The lawsuit claims Mark Bernier trolls dating websites for vulnerable, high net worth women as part of his investment scams. It goes on to say he advertises himself as a licensed investment professional, attempts to build trust and confidence, and then aggressively seeks to separate the women from their money through purported investments.Bernier is listed as CEO for San Diego-based venture capital firm, VentureMoney Management Co. Field says his client met Bernier on the dating website MillionaireMatch.com, a site designed to help successful people find love. Field says Bernier has exchanged over 29,000 messages with over 3,000 women through the Millionaire Match website, to sell them worthless securities. "Well I think that's the mark of a good salesman, is that a good salesman can make a good pitch, can make a convincing pitch, and when it's backed by a legitimate looking website that has very prominent people on there, all that combined led her to believe that this was reputable," said Field.Field says Bernier scammed his client out of 0,000. While they received 0,000 back during mediation, Field says they are not being told where the rest of the money is."It seems reputable, when you look at the website it seems like he's [Bernier] trying to do good things, that's what it appears. But like I said, we asked where the money is, we asked what it was invested in, where it went, and we have not gotten any answers," said Field. Their lawsuit accuses Bernier of not even having a license to sell securities or give investment advice in California. San Diego (KGTV) –  Mayor Kevin L. Faulconer Friday announced the expansion of his successful “Play All Day” initiative, a pledge to break ground on or upgrade 50 parks in five years, by adding an additional 15 parks to neighborhoods across the city.   The program was initially proposed during Mayor Kevin Faulconer's 2016 State of the City address and the initiative is a partnership between the City of San Diego and the San Diego Unified School District, designed to maximize public resources and increase the amount of city park space, especially in urban communities. The parks are used by the school system during the day and remain open to the community after school hours.  720
