SAN DIEGO (KGTV) — Squatters turned a remodeled home in the College Area into a drug den, days after it was listed on as a vacation rental.Two weeks ago, John, who asked us not to use his full name, listed his four-bedroom home on the site VRBO, complete with new mattresses, comforters, and sheets. She was crying out the break-in. Upsetting considering how hard we worked and how much money we spent," said John.John isn't sure how the intruders got past the locked doors. But once inside, it's clear they made themselves comfortable, using John's tools and toiletries, and eating food meant for future guests. When police showed up, the burglar had disappeared. John is now planning major upgrades in security.John still plans to list his home on vacation rental sites, but it will cost him. SAN DIEGO (KGTV) — Sick and tired over school shootings, a Point Loma High School junior is trying to make change through one of his passions.He participated in Public Service Announcement contest, a collaboration between San Diego Crime Stoppers and the San Diego Unified School District Police Department. Students were required to create a PSA about an issue schools deal with, like bullying or substance abuse.Tim Fraher's 40-second PSA addressed school shootings, raising awareness about the ways it's easier to get a gun than a driver's license. He also wants people to take notice if a friend or classmate is getting bullied or seems depressed.Fraher says he wants people to take school shootings seriously."We need to do something. We can't just sit around and pray that it will go away because it won't. We need to actually get out there and actively reform and make changes so that this won't happen," said Fraher.Fraher won the competition, and his PSA will air on television in the San Diego region this June. "It felt good to know that the message will get across, that it will be out there," said Fraher.He hopes the 40-second message will encourage others to take a chance at making a change. 1216

SAN DIEGO (KGTV) - Some local leaders believe a significant number of homes that could help ease the housing shortage are actually vacant, and it may be time to consider a 'vacancy tax.'On any given night, amid the bright lights of the downtown skyline, are the not-so-bright, 41-story towers of the Harbor Club condominiums. Aaron Howe lives two blocks away."Just kind of empty and lonely. You see a few lights, but it's mostly dark," said Howe.Sources tells 10News, at various times in the past decade, as many as half the units have been vacant, meaning they are not a primary residence. It is sights like those dark units prevalent across the downtown area that have drawn the scrutiny of County Board Supervisor Nathan Fletcher.RELATED: Making It in San Diego: Here's how much space you can rent for the median income in San Diego"I'm concerned that you have foreign wealth funds buying floors that are never occupied. I'm concerned you have people making investments in their fourth, fifth and sixth homes. To tackle the housing crisis, you can't just build something you call housing. It has to be something that actually houses people," said Fletcher. But just how many local homes stand empty? According to the the real estate tracker CoStar, San Diego's vacancy rate is about 4.5 percent. A healthy market is around 7 or 8 percent, but those numbers generally account for apartments, not single family homes and condos. Months ago, the San Diego Housing Commission directed staff to look into more accurate vacancy numbers, a first step that could lead to the proposal of a vacancy tax, similar to one enacted in Vancouver, British Columbia in 2017. "Housing prices were going up far faster than local incomes were.
