North Korea appeared to destroy at least three nuclear tunnels, observation buildings, a metal foundry and living quarters at its Punggye-ri nuclear test site on Thursday, in a process observed by invited international journalists.A CNN crew at the remote mountain site in the country's north witnessed explosions at nuclear tunnels 2, 3 and 4, from observation decks about 500 meters away.They were among two dozen journalists invited into the country to observe the apparent destruction of the site, which comes just weeks before a planned meeting between North Korean leader Kim Jong Un and US President Donald Trump.The journalists spent about 10 hours on the ground at the nuclear test site before leaving by train for the 12-hour journey back to the North Korean coastal city of Wonsan.North Korea announced on April 20 that the country had "realized nuclear weaponization," and would no longer need to test nuclear weapons. To demonstrate its commitment, it said it would destroy the nuclear test site.North Korea said inviting international media to the event would "ensure transparency of discontinuance of the nuclear test."Before the explosions, the journalists said they were invited to look inside three of the four tunnels, which appeared to be rigged with explosives, before moving a safe distance away to witness their detonation.The amount and type of explosives used were not described by the regime. The CNN journalists present described seeing "soccer ball" sized and shaped explosives, rigged alongside one another, visible for a distance of around 35 meters inside the tunnels.The journalists watched a succession of explosions, and when they were finished were allowed closer to inspect the damage. Each tunnel was caved in, with rubble blocking the entrance.There were no international experts in the invited group and no one was present who was able to assess the explosions in order to tell if they were deep enough to destroy the tunnels.North Korea has conducted six nuclear tests at the site, which lies more than 200 miles (370 kilometers) north of Pyongyang, the most recent and powerful of which was in September 2017.There are four tunnels at the site, although journalists only witnessed the destruction of three. A fourth tunnel used for one nuclear test in 2006 had already been shut down, North Korean officials said. The journalists were also shown two additional tunnels that the North Korean officials said had never been used before.Before Thursday's explosions, experts had warned that the tunnels' destruction could destroy valuable evidence of the state of North Korea's weapons program. They told CNN they would want to take samples, as well as radiation counters to assess the levels in the atmosphere.Journalists who attempted to take radiation measuring equipment into North Korea said it had been confiscated.Tom Cheshire, a correspondent with Britain's Sky News, said his team's satellite phone and radiation dosimeter -- a device to measure nuclear radiation -- was taken away by security at Wonsan airport. New numbers uncovered by a CNN investigation show an alarming number of gun mishaps happening at the hands of federal air marshals, and it’s prompting some to call for a new review of how the program operates and whether air marshals are needed at all. Last year, an incident captured national attention, when a passenger found an air marshal's loaded service weapon in the plane's bathroom. According to CNN’s investigation, it wasn’t an isolated incident. According to the report, the Transportation Security Administration’s Office of Inspection documented more than 200 cases of air marshals allegedly misusing or misbehaving with their weapons between 2005 and 2017. Nineteen of those cases involve marshals accidentally firing their weapons. More than 70 involve lost or misplaced weapons, including some left in airplane bathrooms or in airports. And at least 13 of the incidents involved alcohol.  "I’d always get that there’s going to be a few incidents just because that's life; that's how it works,” says Jeff Price, an aviation security expert at Metropolitan State University of Denver. “But this many incidents, particularly how many are related to alcohol, that’s a serious concern, and there’s underlying problems there that need to be addressed.” Price wrote a book on aviation security and believes the program works as a deterrent. However, he says an overhaul of the air marshal program may be needed. "So, I think it’s definitely time for a stem-to-stern review of the entire air marshal program,” Price says. “I’m not advocating we get rid of it, but I am saying we should improve it, so it’s what we really envisioned." A former special agent in charge of an air marshal field office believes, when put in context with the thousands of marshals the agency has, the numbers are still relatively small. "You'd hope to have a 0 percent error rate, particularly when employees are carrying weapons,” the former official says. "But you employ human beings, and humans are going to have failures." The TSA responded to the CNN report with their own statement, saying reports of misconduct are taken seriously and investigated, adding that they take disciplinary action in the wake of any misconduct.  2280

New video appears to show workers for Caltrans handing out campaign materials defending the state's recent gas tax increase while on the job. The video, shot Tuesday, was released by the Yes on 6 campaign, which is pushing to repeal the recent 12-cent-per-gallon hike on the November ballot. The video shows Yes on 6 campaign manager Matt Stockton in the drivers seat of a car. He is apparently stopped at a Caltrans contractor's site along the 78 near Ramona. The video shows a man in a hard hat approaching the window, handing Stockton what appears to be a No on 6 campaign flier defending the gas-tax increase.Stockton in the video asks the man if he is with Caltrans, and the man answers that yes, his crew is working with Caltrans. Other images released by the campaign appear to show the workers were with Pico Rivera-based Manhole Adjusting Inc., and that a Caltrans supervisor was on site. "The misuse, the abuse of taxpayer funds being used in a political campaign, it is shameful, it is outrageous, and it needs to stop right now," said Carl DeMaio, who is chair of the Yes on 6 campaign. Caltrans, a state agency, said in a statement that it is looking into the matter, and has contacted its contractors to say it does not condone political advocacy on project sites. The No on 6 campaign, fighting to keep the gas tax increase, says it was unaware of the incident and that it denounces any inappropriate use of public resources or venues for campaign purposes."The No on 6 campaign very carefully follows all rules prohibiting the use of public resources for campaigning and often reinforces those rules to anyone involved with the campaign," the campaign said in a statement. Calls to the on-site Caltrans supervisor and Manhole Adjusting Inc were not immediately returned."If this is happening on more than one occasion, it's egregious," said Seth Kaplowitz, a finance lecturer at San Diego State University. "It's egregious because they know they're not supposed to be doing it."Last year, Gov. Jerry Brown and the state legislature raised the gas tax by 12 cents-per-gallon with future increases planned. NEW ORLEANS — A Black man whose life sentence for stealing hedge clippers in a home burglary drew scathing criticism from the chief justice of Louisiana's Supreme Court has been granted parole. Louisiana's high court had denied release for 63-year-old Fair Wayne Bryant earlier this year for the 1997 burglary that netted him a set of hedge clippers. In dissent, Chief Justice Bernette Johnson said the habitual offender law under which Bryant was sentenced was a “modern manifestation” of Jim Crow era laws aimed at jailing Black people for simple crime. NEW YORK (AP) — New York’s Democratic attorney general asked a court to enforce subpoenas into an investigation into whether President Donald Trump and his businesses inflated assets on financial statements.Attorney General Letitia James filed a petition Monday in state trial court in New York City naming the Trump Organization, an umbrella group for the Republican president’s holdings. It also included other business entities.The filing also named Eric Trump and Seven Springs, a New York estate owned by the Trump family.“I took action to force the Trump Organization, and specifically EVP Eric Trump, to comply with my office’s ongoing investigation into its financial dealings,” wrote James on Twitter on Monday. “For months, the Trump Organization has failed to fully comply with our subpoenas in this investigation.”The attorney general’s office is investigating whether the Trump Organization and the president improperly inflated the value of assets to secure loans and obtain economic and tax benefits.James says their investigation began after Michael Cohen, the president’s former lawyer, testified before Congress that Trump’s annual financial statements inflated the values of his assets to obtain favorable terms for loans and insurance coverage, while also deflating the value of other assets to reduce real estate taxes.“We are seeking thousands of documents and testimony from multiple witnesses regarding several Trump Organization properties and transactions, including from Eric Trump, who was intimately involved in one or more transactions under review,” wrote James. 1601
