A Tulsa police officer has died Tuesday morning after being shot in the line of duty on Monday. Chief Wendell Franklin made the announcement on Tuesday afternoon. Sgt. Craig Johnson died after being shot during a traffic stop around 3:30 a.m. on Monday.Police say the second officer involved in the shooting, Officer Aurash Zarkeshan, is improving and has been responsive to medical staff. Two people are in custody including the alleged gunman, David Ware. Ware is now charged with one count of homicide. He’s due in court this Thursday.Johnson joined TPD in 2005 and became sergeant in 2015. He worked at the Mingo Valley Division.Franklin said around 3:25 a.m. Monday, Officer Zarkeshan stopped a vehicle on a regular traffic stop near 21st and Mingo. The officer approached the vehicle, got the driver's information and went back to his vehicle. Another officer was assigned to the stop with him. Johnson responded and they both went back to the car.They talked to the only person in the car, Ware. Ware refused to get out of the vehicle and went back and forth with them. Franklin said this went on for several minutes.Franklin said Johnson asked Ware 12 times to get out of the vehicle and threatened to use his Taser. Johnson did end up using the Taser on Ware but it did not incapacitate him. Johnson also used pepper spray twice but it did not stop Ware.The two physically removed Ware from the car, that's when he got a handgun from inside the car and fired multiple shots at them. Police said Ware then slowly walked to a waiting vehicle nearby.A manhunt ensued in east Tulsa. Police located Ware near 31st and Mingo and took him into custody. ***UPDATE - suspect in custody***After following several leads, we were able to track the suspect down to a house. Police arrested Matthew Hall in Broken Arrow just before 1 p.m.Ware is charged with two counts of shooting with intent to kill and possession of a firearm. After Sgt. Johnson's passing, Ware is now facing a homicide charge. Both Ware and Hall are being held with no bond. Ware will appear in court Thursday and Hall will appear on Sept. 2. Zarkeshan completed training recently and had only been doing solo patrols for the last six weeks. He is in critical condition. "Here in Tulsa, we are going to have to pray." TPD Chief Franklin said. PINELLAS COUNTY, Fla. — Millions of drivers received refunds on their car insurance after the pandemic forced a national shutdown. But the I-Team found out at least one major insurance carrier is asking to raise rates for drivers across Florida.Pinellas County resident Robert Stickler and his wife started working from home after the pandemic shut down Florida in March. “My family hasn't been driving, the cars have been sitting," Stickler said.Their insurance carrier Geico and many other large auto insurers in the nation refunded drivers. The Sticklers were refunded 15 to 20 percent of premium costs after the pandemic delivered a drastic dip in accidents and claims. That credit was reflected on the Stickler family bill.Robert Stickler welcomed the refund but said they suffered sticker shock when Geico socked them with a 0 rate hike to their 6-month policy in June. The increase was approved by the state. “It was going to be over 4 a month for 3 older vehicles,” said Stickler.In a letter from Geico:"There are many factors that affect your insurance premium such as age, driving history, location and the increasing cost of vehicle repairs." But this driver says that explanation does not add up. “There had been no changes what-so-ever,” said Stickler.We reached out to Geico and have yet to hear back. The I-Team checked state records and found Geico petitioned the Florida Office of Insurance regulation between March and August for a separate rate hike of nearly 7 percent after the pandemic hit.Doug Heller is with the Consumer Federation of America, a watchdog group that called on Geico this past May to give back some of its profits the CFA claims the company raked in during the pandemic as drivers stayed off the road. “We are paying premiums as if the pandemic never happened,” said Heller.The I-Team reviewed second-quarter profit earnings for some of the nation’s largest insurance companies. We looked at overall profits which include their auto insurance and found Allstate, Progressive and Geico business shot up by hundreds of millions of dollars for the second quarter of this year compared to the second quarter of 2019.Geico's parent company reported to investors its 2020 overall insurance profits were, ”...largely attributable to unusually high earnings from Geico due to lower claims frequencies. These results are likely to be temporary…"Former Florida Deputy Insurance Commissioner Lisa Miller says there’s a state law that regulates how much insurance can profit. “We have very strict set of factors of what these insurance companies can profit," Miller said. No one is alleging that Geico or any other insurance company made an excessive profit. However, Miller says if state regulators find that any auto carrier made an excessive profit, customers could be refunded under a Florida law meant to protect consumers.The I-Team requested an interview with Florida's Insurance Commissioner David Altmaier. DENVER, Colo. — Matthew Dolloff, the man accused of shooting Lee Keltner while acting as a security guard outside of a protest in Denver last Saturday, will be charged with second-degree murder.The Denver District Attorney's Office said formal charges against the 30-year-old Dolloff would be filed Monday.Lee Keltner, 49, was leaving the Denver's Civic Center Park when he and Dolloff got into an alleged altercation that ended with Dolloff shooting Keltner, according to witnesses, video, photos and an arrest affidavit.Keltner was pronounced dead at Denver Health Medical Center.There had been a “Patriot muster” in nearby Civic Center Park and a competing “BLM-Antifa Soup Drive,” as it was branded, in the hours before the incident.Dolloff faces between 16 and 48 years in prison if he is convicted of second-degree murder, the district attorney’s office said.Dolloff was working as a private security guard who was hired by Denver NBC affiliate 9News through Pinkerton, though Pinkerton said in a statement Monday that Dolloff “is not a Pinkerton employee but rather a contractor agent from a long standing [sic] industry vendor” and that it would cooperate with the investigation.9News management said in a new statement Tuesday that it had also asked of Pinkerton that the guards it supplied not be armed.
