SAN DIEGO — An aging shopping center right across from one of San Diego's most luxurious could be in for a major revitalization project.The 31-year-old Costa Verde shopping center is right across from the modern Westfield UTC. The center, at the corner of Genesee and Nobel, serves the community with grocery stores, places to eat, exercise, and get gas and dry cleaning. However, it has several vacancies and there are always empty parking spaces. Now, it appears to be in for a major overhaul that would help it fit right in with Westfield UTC. Owner Regency Centers is moving toward tearing down the entire mall, except for the McDonalds and gas station/car wash on the southwest end. It would then rebuild the retail portion, with the same community serving stores. But, this time, it would add a 200-room business hotel, and 400,000 square-feet of biotech office space, partnering with Alexandria Real Estate."The neighborhood is the most dynamic neighborhood, not only in San Diego County, not only in Southern California, not even on the west coast," said John Murphy, who is leading the project for Regency Centers. "It is one of the most dynamic pieces of property in the country."The San Diego Planning Commission unanimously recommended the project for approval Thursday. It will next go before the City Council, likely in October. If all goes as planned, ground could break in 2021, with the retail portion ready by the holidays of 2023. 1458

(AP) — A lawsuit filed by the Satanic Temple alleges an advertising company unfairly refused to display billboards promoting a ritual offered by the group to help people bypass abortion rules in some states. The group, based in Salem, Massachusetts, announced Wednesday that it sued Lamar Advertising in Arkansas state court for alleged religious discrimination. The Louisiana-based company did not immediately respond to a request for comment. The Satanic Temple says Lamar refused to display eight billboards in Arkansas and Indiana promoting what the group calls its “religious abortion ritual.” The Satanic Temple describes the ritual as a “sacramental act that confirms the right of bodily autonomy.”By performing the ritual, the group says, people can claim a religious exemption from mandatory waiting periods, counseling, ultrasounds and other measures that some states require before an abortion can be performed.The group says it submitted five designs to Lamar to be displayed near crisis pregnancy centers. In one of the images, a bowl of cake batter is shown with the text, “not a cake,” next to an image of a sperm and egg with the text “not a baby.” It’s accompanied by text saying, “Our religious abortion ritual averts many state restrictions.”Lamar rejected the billboards and said their content was “misleading and offensive,” according to the suit. The Satanic Temple alleges that the rejection was based on religious discrimination. 1474

SAN DIEGO (AP) — A Navy SEAL charged with killing a captive teenage militant in his care had told fellow troops that if they encountered a wounded enemy, he wanted medics to know how "to nurse him to death," a former comrade testified Wednesday.When a radio call announced an Islamic State prisoner was wounded on May 3, 2017, Special Operations Chief Edward Gallagher replied: "Don't touch him, he's all mine," Dylan Dille told jurors in a military courtroom.When Iraqi forces delivered the captive to a SEAL compound in Mosul, he was on the hood of a Humvee and fading in an out of consciousness with only a minor leg wound visible.Dille said he was not the grizzled warrior he expected."He looked about 12 years old," Dille said. "He had a wrist watch around his bicep. He was rail thin."Gallagher is charged with murder after prosecutors say he treated the boy's wounds and then stabbed him in the neck.He has pleaded not guilty to murder, attempted murder and other charges that could carry up to life in prison.Watch Gallagher's attorney's news conference:Gallagher's lawyers say he only provided medical care to the prisoner and that disgruntled SEALs made up the allegations because they didn't like his demanding leadership.Dille did not see what happened to the boy, who he acknowledged may have been as old as 15.But after returning to the house where they were staying, Dille said Gallagher confronted him and other senior enlisted men and said he knew they were upset with what happened."This was just an ISIS dirt bag," Dille said Gallagher told the group.Gallagher said the next time he did something similar, it would be out of their sight, Dille said.The testimony came on the second day of Gallagher's court-martial in a case that has drawn the attention of President Donald Trump and revealed a rare break in secrecy from those in the elite special forces.Defense lawyer Tim Parlatore questioned Dille about why he never confronted Gallagher or reported him to superiors until a year after they returned from deployment.Dille said the allegations were serious and he wanted to "be prepared for the angry mob to come knocking," referring to conservative news media and older SEALs who maintain their silence.Parlatore accused Dille of using a group text to coordinate other troops to report Gallagher to superiors. He asked Dille if he was concerned other SEALs would change their stories."My truth is watertight, Mr. Parlatore," Dille said.Dille also said that he believed Gallagher had fired at Iraqi civilians from a sniper's position several times, including an instance on Father's Day 2017 when an old man was shot by the Tigris River.Dille was also a sniper and was near Gallagher during the shootings but didn't see him pull the trigger.After hearing a gunshot coming from Gallagher's position and seeing the old man fall, Dille said he looked through his scope and saw the man bleeding through his white clothing. He said Gallagher then radioed that he thought he had missed the old man.Defense lawyer Marc Mukasey objected to the testimony, saying descriptions of the alleged shootings were "wildly vague."The judge allowed most of the testimony from Dille, who was a first class special warfare operator before he left the Navy last year.Gallagher, who served eight tours of duty and earned two Bronze Stars for valor, was in the courtroom in his dress whites. His wife and parents also attended.His family has lobbied intensely for his freedom, claiming he was being treated unfairly.Congressional Republicans took up his cause and prevailed on Trump to release Gallagher from the brig into better conditions in a military hospital. Trump also is reportedly considering a pardon for Gallagher, along with other service members accused of war crimes.A judge released Gallagher from custody last month after prosecutors violated his constitutional rights by tracking defense attorney emails in an effort to find who leaked court documents to a Navy Times reporter.___Melley reported from Los Angeles. 4036

SAN BERNARDINO (KGTV) - With their backs to the wall, facing elimination, an unforgiving heat, and trying to stave off fatigue from a rigorous schedule, the Park View Little League all-stars survived to play another game at the West Regional tournament in San Bernardino.Keyed by slugger Jose Mendoza and stellar pitching by Kainoa Baptista, the Green Monsters kept their postseason run alive while ending the Arizona Sunnyside Little League's hopes of advancing.  The squad from Chula Vista defeated Sunnyside 9-5 in an elimination game Tuesday afternoon.PVLL, which suffered its first loss of the postseason on Monday, took an early 3-0 lead on a first-inning three-run blast to right center by Mendoza.The Southern California champs broke the game open in the third inning.  Down two outs with runners on first and second, Aiden Skinner punched a deep single to right field scoring Jordan Bleisch.The long inning and blistering 108-degree heat seemed to wear down Arizona starting pitcher Cristobal Lorta.  Lorta started struggling with his form allowing Park View to extend their lead 7-0 on two wild pitches with runners on third and an RBI single to Conner Alonzo.Sunnyside's decision to keep Lorta on the mound in the fourth inning backfired when the leadoff batter, Ivan Rodriguez Jr., ripped the first pitch down the left field line for a double. Lorta then hit Mendoza and Makai Corpuz with a pitch leading to two more runs later in the inning.Arizona's last-gasp effort in their final turn at-bat shrunk Park View's lead 9-5 on a two-run homer by Jovanni Toledo but PVLL closer Atticus Gates to force a pop fly to left field for the final out.The Green Monsters won't get much time to enjoy their victory.  After playing three consecutive days in triple-digit heat, PVLL will return Wednesday night at 7 p.m. to face either Tri-City Little League of Northern California or Dixie Little League of St. George, Utah, in another elimination matchup.Park View may be favoring a match up against Tri-City.  The Green Monsters defeated the Northern California champs in a 16-8 rout that saw a grand slam and a pair of back-to-back homers from Rodriguez and Mendoza.  The winner of the West Regional advances to Williamsport, Pa., for the Little League World Series, which runs Aug. 16-26.10News' Jermaine Ong contributed to this report.-------------------------------------------NOTES  2477
