(AP) — A federal appeals court ruled Friday the Trump administration acted in an "arbitrary and capricious" manner when it sought to end an Obama-era program that shields young immigrants from deportation.A three-judge panel of the 4th U.S. Circuit Court of Appeals ruled 2 to 1 that the Trump administration violated federal law when it tried to end the Deferred Action for Childhood Arrivals program without adequately explaining why. RICHMOND, Va. – A military veteran who died of a heart attack while onboard a Richmond city bus was robbed while unconscious. Several burobbed while unconsciouss riders jumped in to help the man while he went into cardiac arrest, but they ultimately got off the bus, with the exception of one.Police say 20-year-old Demontea Chappell stayed behind under the guise of giving aid but was seen on camera taking the man's wallet.A video reveals the heartbreaking details."Pop? What you name is Pop?" said a young man, as the older bus passenger struggled unconsciously and not breathing."Trying to find his wallet. Where the wallet at?" that young man continues.Chappell, according to police, was acting as if he was giving aid to the Air Force veteran, but the bus video showed he went inside the man’s wallet and then slid the cash into his own pocket.Sources told WTVR's Jon Burkett that the veteran always carried cash, but how much money he had that day was unknown.Police now have a warrant for Chappell's arrest.The veteran died on the bus near the corner of First and Federal last Thursday morning.Sources tell WTVR that after family members questioned why their loved one’s wallet was empty, officials with the Greater Richmond Transit Company (GRTC) went to the recordings and alerted police. (KGTV) - A bill working its way through the California State Legislature could require bike lanes and other "active transportation" amenities to be built on state-owned roads.Senate Bill 127 states that "any capital improvement project located in an active transportation place type on a state highway or a local street crossing a state highway that is funded through the program, shall include new pedestrian and bicycle facilities, or improve existing facilities, as part of the project."It means any time Caltrans wants to repave or resurface a part of a State Highway or a highway overpass or underpass, they must add some kind of bike/walking lane or safety measures.San Diego Legislator Tasha Boerner Horvath co-wrote the bill. She sent the following statement to 10News:“My district is a hub for all things that involve outdoor recreation — biking, walking, jogging, skateboarding — you name it and my constituents enjoy doing it throughout our beautiful district. SB 127 is a major move forward in identifying and funding important bike and pedestrian paths to connect people with the places they want to go. In addition, it will bring us an important step further on ensuring highway overpasses in my district have the bike and walking facilities they need to connect inland communities to the coast. This is important for safe routes to schools for our kids as well as folks accessing our stunning beaches.”Members of the San Diego Bicycle Coalition support the bill, saying it will make it easier for people to commute to and from work. The announcement Friday comes after the agency has been overwhelmed by more than 15 million claims during the coronavirus pandemic. The agency has a backlog of more than 900,000 people still waiting to receive benefits. Hilliard has said the backlog won't be cleared until the end of January. California Labor and Workforce Development Agency Secretary Julie A. Sue praised Hilliard for helping reset the agency's culture. Robots are the latest in technology working to reduce the risk of COVID-19 at airports.A robot, called the "Breezy One," just started working at the Albuquerque International Sunport. It operates autonomously and can decontaminate a 100,000 square foot space in about 90 minutes.“We're working closely with chemical manufacturers who have created very effective and very safe chemicals that have been rigorously tested,” said Kimberly Corbitt from Build with Robots.“It's providing even a protective layer throughout the day, which is pretty exciting when you think about the robot leaving behind a protective layer that really helps people stay safe in these environments,” said Melonee Wise with Fetch Robotics.The robot's creators say the disinfectant it uses is registered by the Environmental Protection Agency, and has been tested and approved by multiple government agencies.The City of Albuquerque’s Director of Aviation, Nyika Allen, hopes the robots eases some concerns about flying.“Here with robots, we actually have the whole facility mapped out and we can see what it’s done, what it hasn't done, how long it took the robot and so we're actually able to guarantee the customer and the passenger that these spaces that they're touching in the airport are getting disinfected on a nightly basis,” said Allen.Allen says the custodians have been part of the process of bringing on the robot, and that it's not replacing any of them. Instead, it's making their job safer and letting them focus on other tasks.The robot's creators are in talks now to place them inside a large factory in the U.S. that's currently disinfecting there by hand.The Pittsburgh International Airport is another airport that recently started using a robot to clean. It's also autonomous but utilizes UV lights retrofitted on the airport's existing floor scrubbers.And in Grand Rapids, an autonomous robot that sprays FDA approved disinfectant is joining the airport there.Something else we're seeing more of now with the mask requirements for air travelers are vending machines for personal protective equipment in the airport. The machines were recently added in the Denver and Las Vegas airports.The future of travel is also expected to be more touchless.
