SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer announced Wednesday that a record number of potholes have been filled in the city in 2019.An average year sees 32,000 potholes filled, but Wednesday crews filled pothole number 49,000. This year the city tripled the number of pothole repair teams and extended their hours to include nights and weekends. Matt Sinclaire lives on Georgia Street in University Heights, however, and showed 10News a doorknob flier that was left at homes on his block last week announcing that street would be repaved this week. Curiously, the no parking signs were pulled Friday, he says, and the job, he was told, was canceled. Wednesday, that announcement from the mayor was held, and two potholes were repaired directly in front of Sinclaire's home. "This whole thing pissed me off," says Sinclaire. "We waited this long and finally we were going to see our street paved... but we have a nice shiny little black square that's going to probably be good for the next year." Deputy City of San Diego Chief Operating Officer Johnnie Perkins told 10News the project was postponed, not canceled, due to the subcontractor's staffing issues. There was a miscommunication and the contractor gave neighbors bad information about a cancellation, Perkins said. Gavin Newsom said during a news conference that the county could be dropped from the list by Tuesday.Sunday, Aug. 16, was the fifth consecutive day San Diego County reported fewer than 100 positive coronavirus tests.State and county officials have said counties would be removed from the monitoring list if rates remain below 100 positive cases per 100,000 people for three straight days.Of the state's 58 counties, 42 remain on that list; five counties were added, with Santa Cruz County falling off Aug. 14."This is a dynamic list. People come on, people come off, the numbers shift every single week," Newsom said Monday. "I anticipate this week the numbers to shift again and it looks like, all things being equal and the latest reporting period -- 24-hour reporting period, which we will have later this evening -- it's very likely San Diego will join the list of those counties removed. If you would like to freeze avocado halves, remove the peel and pit, according to California Avocado. Brush the halves with lemon juice and wrap tightly in plastic wrap so no air gets through. Put the halves into a freezer-safe bag and press out the air. Although the wrapping method is effective, Cook’s Illustrated reports the texture may change when you thaw the avocado. You may want to puree before freezing. Put your cut avocado into a blender and add one tablespoon of lemon or lime juice to avoid browning, HGTV suggests. SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer, Police Chief David Nisleit, and city councilmembers announced Monday that police would stop the use of a hotly criticized use-of-force technique.Nisleit says he will direct officers in a memo Tuesday to end the use of the carotid restraint procedure, following a weekend of nationwide protests against police violence.“It’s the right thing to do for the community and it’s the right thing to do for our officers," Chief Nisleit said. “Some will say it’s taking away a tool, I say it’s adding a layer of protection."According to the City of San Diego, the department joins a growing number of agencies throughout the nation that have halted the use and training of the carotid restraint. And I'm reluctant to take an option like that away because when it's applied properly, it's probably one of the most effective tools we can use out there," Sheriff Gore said. "The alternative would be a use of force impact weapon, like a club, Tazers — which carry with their own danger with them ... I think it's frequently confused when you see incidents like in Minneapolis."Councilmember Monica Montgomery applauded the move as a much-needed first step in action to provide police reforms.“I am thrilled with this tangible action taken by Mayor Faulconer and Chief Nisleit to ban the use of the carotid restraint. The in-custody death of George Floyd, that sparked nationwide outrage and protest, has further underscored the need for accountability and transparency measures," Montgomery said. "Community organizations, such as the Racial Justice Coalition, the NAACP and the Coalition for Police Accountability and Transparency have long advocated for the ban on this — sometimes deadly — use of force."Mayor Kevin Faulconer has also directed three city advisory bodies to hold emergency meetings to discuss the strengthening of community and police relations. The bodies will also discuss de-escalation policies, according to the city. “We are watching the hurt and pain so many people are expressing after the tragic death of George Floyd, and are committed to taking new actions to make sure something like this doesn’t happen in San Diego,” Mayor Faulconer said.“That starts today with the police chief’s decision to immediately stop this particular restraint that has led to so much concern and frustration by many in our minority communities. SAN DIEGO (KGTV) - Residents in a senior mobile home park in Oceanside are worried about speeding drivers after two ducks were hit and killed Wednesday. Neighbors told 10News a mom, dad and baby duck were crossing the road around 5 a.m. when a newspaper delivery driver ran them over.Several residents reported that the driver responsible delivers the San Diego Union-Tribune newspaper and regularly speeds on their narrow roads.The UT told 10News their carriers are employed by a separate company but issued the following statement: "We have learned that a carrier from an independent distributor, who delivers The San Diego Union-Tribune, may have been involved in an auto collision involving a family of ducks. Safety is a priority for us and we support safe and respectful work practices among the vendors with whom we do business. We share the concerns of the residents and encourage the distributor to review the incident and address any unsafe practices." 970
