SAN DIEGO (CNS) - A U.S. Army veteran pleaded not guilty in San Diego Wednesday to a pair of assault with a deadly weapon charges for allegedly stabbing an active-duty serviceman who, along with a friend, pointed out that the veteran's Private First Class badge was upside down on his uniform.Marc Dominguez, 42, who served in the Army in 2003 and 2004 as a Private First Class E-3, was ordered held on ,000 bail.Deputy District Attorney Kelly Rand told Judge Maureen Hallahan that Dominguez stabbed the active-duty serviceman and lunged at the victim's friend with a knife about 11:30 p.m. last Thursday at a Gaslamp Quarter bar after they questioned whether the defendant was in the military because a patch on his uniform was not attached correctly.The active-duty serviceman was stabbed in the head and bicep and sliced his fingers while trying to get the knife away from Dominguez, the prosecutor said. The other man wasn't hurt.Based on the prosecutor's statements in court, the judge found that Dominguez was a danger to the community and raised his bail from ,000 to ,000 and ordered him to stay away from the victims.A readiness conference was set for Nov. 28 and a preliminary hearing for Nov. 30.  1230

SAN DIEGO (CNS) - No charges were filed Wednesday against a 19-year-old man arrested along with three teenage girls for allegedly attacking and severely beating a 56-year-old man near Petco Park.The investigation is continuing into the case against 19-year-old Dominick Wells in connection with the attack that left Edward Leon Starland on life support, said Tanya Sierra, a spokeswoman for the District Attorney's Office.Three girls, ages 14, 15 and 17, also were arrested on suspicion of felony battery, said San Diego police Lt. Matt Dobbs. One of the girls had a detention hearing at Juvenile Court Wednesday.Starland was attacked about 2:10 p.m. last Sunday near the pedestrian bridge adjacent to Petco Park, Dobbs said.Police and paramedics found the victim unresponsive.Investigators determined the victim got into an argument with a group of teenagers and was knocked to the ground, then beaten, the lieutenant said.When witnesses started yelling at the attackers to stop, they fled east on Imperial Avenue, he said.Wells was arrested about 3:15 a.m. the next morning. Jerry Brown today appointed a former Del Mar councilman to the 22nd District Agricultural Association Board of Directors and reappointed two other San Diego County residents to the panel.Brown named Del Mar resident Donald Mosier, 74, to a four-year term on the board that governs the Del Mar Fairgrounds on behalf of the state via a nine-member board of directors. The governor appoints each member of the board to serve a four-year term.The District Agricultural Association is a subdivision of the California Department of Food and Agriculture, charged with holding fairs and exhibitions that highlight "various industries, enterprises, resources, and products of the state," according to the CDFA.The governor reappointed attorney Frederick Schenk, 65, and Lisa Barkett, 59, who have served since 2011.Mosier is the Climate Action Plan facilitator for the city of Del Mar and is a member of multiple governing boards, including the Del Mar Community Connections Board, the American Association for the Advancement of Science and the Climate Action Campaign Board of Directors. He served on the Del Mar City Council from 2008 to 2016 and was a professor at the Scripps Research Institute from 1992 to 2016.Barkett, who was vice president of Merjan Financial Corp. from 1989 to 2013, is a member of the Board of Trustees for both the University of Southern California and Rady Children's Hospital.The appointments do not require confirmation by the state Senate. SAN DIEGO (CNS) - Backers of an initiative that would have raised San Diego's hotel tax to fund a long-awaited expansion to the city's bayfront convention center failed to collect enough valid signatures to earn a spot on the November ballot, the city clerk's office announced Wednesday.A random sampling of the campaign's more than 114,000 signatures by the county Registrar of Voters fell short of the threshold of verified signatures needed to place an issue on the ballot. A signature-by-signature count will start immediately, but such a count typically takes 30 days to complete, and the deadline to place a measure on the ballot is Friday."Colossal failure," initiative opponent City Councilman David Alvarez wrote on his Twitter page.Overall, 71,646 valid signatures are needed to place an initiative on the ballot. The signature-by-signature count could qualify the hotel tax increase for a future election if it isn't completed in time for the November ballot.The City Council could also decide to place the measure on the ballot during a Thursday special meeting, but that would raise the initiative's required success threshold to two-thirds voter approval.The proposed initiative would raise the city's 12.5 percent hotel tax to 13.75 to 15.75 percent depending on the location of each hotel.The 42-year tax increase was expected to generate .4 billion, including nearly .8 billion for the convention center.An estimated 7 million would have gone to homelessness services and housing funding over the tax increase's first five years. SAN DIEGO (CNS) - Father Joe's Villages announced Friday that it has established an emergency fund to raise money for the homeless during the COVID- 19 crisis. With its thrift and donation stores shuttered, and donation pick-ups and drop-offs on hiatus as part of the shelter's efforts to reduce the risk of spreading the virus to clients and staff, Father Joe's representatives say the new fund will be crucial to continue to provide shelter, health care, food, showers and laundry for those in need. Qualcomm co-founder Franklin Antonio has provided a 0,000 matching gift challenge in an effort to encourage monetary support from the community, Father Joe's Villages said.
