SAN DIEGO (KGTV) - Dozens of officers in San Diego County have been convicted of crimes and some are still on the job. That's according to a new investigation by several newsrooms across the state, including the Voice of San Diego.A few examples of convicted cops include the case of former SDPD Sergeant Oscar Armenta who pleaded guilty to attacking his girlfriend but didn’t get any jail time. Former SDPD Officer Anthony Arevalos was convicted of groping women and trying to elicit sexual favors during traffic stops. Married ex-SDPD Officers Bryce and Jennifer Charpentier admitted to stealing and taking prescription drugs while on the clock. Other officers like Karen Almos and Jeffrey Blackford got DUIs and are reportedly still working for SDPD, according to a massive new database of convicted law enforcement officers.Complete Coverage: The Transparency ProjectThe database is a collaborative project from several news organizations including the Voice of San Diego, which was coordinated by the Investigative Reporting Program at UC Berkeley and the Bay Area News Group. The project was born after an open-records request last year shed light on a list that came from the California Commission of Peace Officers Standards and Training which revealed close to 12,000 state officers and applicants who’ve been found guilty of various offenses. According to the database, of the more than two dozen convicted San Diego County officers, the majority, 17, were from San Diego Police Department. There were six officers from the San Diego County Sheriff's Department, two from Chula Vista Police Department, one from Oceanside Police Department, one from Carlsbad Police Department and one from San Diego City Schools Police.Monday, an SDPD spokesperson confirmed with 10News that he told the Voice of San Diego, in part, "Cops make mistakes like everyone else and local jurisdictions should be able to determine for themselves whether that person is worthy of continuing to carry a badge." 2003

SAN DIEGO (KGTV) — Federal agents have been added to the investigation of a Kearny Mesa fire that gutted an off-roading business early Thursday morning.About 25 agents with National Response Team (NRT) of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) out of Los Angeles were requested by San Diego Fire-Rescue to assist with the probe.The NRT agents will arrive Friday and begin processing the scene at Off Road Warehouse Saturday, according to the ATF. They join other officials with ATF Los Angeles, SDFD, and the San Diego Police in the investigation. The fire comes five months after another fire ignited in November 2018. That fire, however, was reportedly ruled as an electrical fire.“ATF is committed to working alongside state and local law enforcement by bringing its resources to determine the origin and cause of this fire that resulted in a total loss for this business,” said Carlos Canino, the special agent in charge of ATF Los Angeles Field Division. “ATF will provide whatever is necessary to thoroughly investigate and provide answers.”Thursday's blaze was reported at about 1:30 a.m. at the ORW building (7915 Balboa Ave.) The fire caused an estimated .5 million in damages and the warehouse's contents were deemed a total loss. SAN DIEGO (KGTV) - Fed up homeowners' associations are now turning to a local licensed private investigator for help with catching homeowners who are breaking HOA rules by renting out their homes on short-term vacation rental sites such as Airbnb, VRBO and Craigslist.  “I admittedly watched a lot of Magnum, P. I. growing up,” jokes Nick Bradley of San Diego’s Bradley Investigative Services.  In the last 6 months, Bradley has taken on a new field of investigative work. He and his associates are being hired by HOAs to investigate homeowners and tenants who are violating HOA bylaws and CC&Rs that prohibit turning units into short-term vacation rentals.   Bradley gave 10News an exclusive interview about this new area of detective work. He declined to offer us specifics about how he executes his investigations into short-term rental violators. We ask, “Do you ever pose as a guest and do you do surveillance work?” Bradley replies, “No comment.” “My initial thought was [to laugh],” says San Diego attorney Dan Zimberoff. He represents homeowners and has previously represented HOAs. Zimberoff thinks it’s an extreme measure for HOAs to hire private investigators, but he understands why there’s so much passion over short-term rentals. “I think what makes this issue a little different [from others] is the dollars at stake, especially in San Diego. Some of these units can go for multiple hundreds of dollars a night or thousands of dollars. People care,” he adds.  According to Airbnb, San Diego is the second ranking city in the state for Airbnb guests, after Los Angeles. Per Airbnb, in 2017 there were 537,000 guest arrivals in San Diego, generating 0 million in host income. “Right now, it’s too lucrative for [homeowners] to not do this,” says Bradley. The short-term rental fight in America’s finest city continues to be ugly. The city attorney has deemed short-term rentals illegal, per code. Meanwhile, the city council is delaying discussions over how to regulate them. Even so, certain HOAs have rules prohibiting them. The fines for violators can be astronomical. “It’s been ,000 per occurrence in some situations,” adds Bradley. If fines don’t work, court is another option. In 2012, The Mark condominium owners association filed a lawsuit against Thomas Stevens, a former condo owner, accusing him of violating the association’s policies about short-term rentals. He then had to pay out more than 0,000 after a judge ruled that he violated The Mark’s policies.  Bradley can help gather the evidence that HOAs need to litigate. “When [HOAs] go to court, my documentation and reporting will basically count as expert witness testimony for our side,” he says.  Zimberoff thinks it’s time for HOAs to consider allowing short-term rentals, but with reasonable and efficient regulations to curb nuisances, like excessive partying. “Instead of spending that energy trying to catch [a homeowner], let’s try to think of a long-term fix,” he adds. For more information about Bradley Investigative Services click here.For more information about Dan Zimberoff click here. 3193
