(KGTV) — A Chula Vista homeowner encountered an intruder as she was getting dressed in her bedroom, before giving chase.Russell Buckley was alerted to his Ring doorbell video around 6:45 a.m. Friday. A person in a red hoodie was lurking near the front door of his home off Otay Lakes Road, while Buckley was out of town on business."Tried to text my wife to let her know someone was in front of my house," said Buckley.About 25 minutes later, he got another alert. The video showed his wife screaming, as she chased that same man across their lawn."Absolute panic," said Buckley.He phoned his wife Victoria and learned what happened. She was in her bedroom getting dressed while their housekeeper was working in the house. His wife had just put on her shoes when the door opened. A young man with a red hoodie walked in. "She screamed. He screamed and turned around and ran back down the stairs," said Buckley.As he ran, her fear turned into rage."How dare you come into my home ... She has a protective instinct," said Buckley.His petite, 52-year-old wife - all of five feet tall - gave chase."From what I'm told, he dove across the counter and out the window," said Buckley.Buckley showed us a shattered kitchen window, which he says was both the entry and exit point. He says his wife ran out the front door and sprinted toward the intruder, screaming."At one point, she's able to grab him," said Buckley.She tugged at a pillowcase he was holding, stuffed with her daughter's jewelry, but the man got away and into a getaway car - a silver sedan. Buckley is grateful his wife was not hurt, fand still shaking his head over her leap into action."Told her it wasn't the wisest decision, but I'm very proud of her. It was a fight or flight instinct, and more of a fight for her," said Buckley. Buckley says among the items stolen: a gold Chilean communion medallion in his wife's family for more than a century. Police told the Buckleys four young men were recorded in the neighborhood stealing license plates right before the break-in. CHULA VISTA, Calif. (KGTV) - A report says Chula Vista faces an immediate need for more police staffing to keep up with rapid growth, and that traffic congestion will worsen in the coming years.At a Special Meeting called for Thursday evening, the city’s Growth Management Oversight Commission (GMOC) is expected to present to the city council its review for fiscal year 2018, which includes recommendations on how to properly address issues directly caused by the city's progression.Chula Vista’s exponential growth over the past five years has led to a big increase in homes being built across Chula Vista. The city says “the number of residential building permits issued in Chula Vista averaged 1,008 units per calendar year” between 2013-2018. "This rate of growth is projected to continue or increase over the next five years, according to Chula Vista’s 2018 Residential Growth Forecast, updated in April 2019," the GMOC says. "With growth comes the demand for additional services and facilities."The GMOC warns that the Chula Vista's police department is not prepared to accommodate anticipated growth in the next 12-18 months or five years. It also addresses concerns that road congestion will get worse along Palomar Street given that improvements will take a half decade to complete.The GMOC’s annual reports, including the fiscal year 2018 report, “addresses compliance with delivery of services and facilities, based on threshold standards for the eleven service topics identified in the City’s Growth Management ordinance.”According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.POLICEWith the city’s continuing growth, the report shows there has not been enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.The GMOC says the police department's response times for Urgent Calls for Service in fiscal year 2018 were calculated at 20:17, about 8 minutes and 17 seconds slower than the 12-minute threshold. 2222

CHULA VISTA (KGTV) -- Chula Vista Police have arrested six suspects in an assault with a deadly weapon and robbery of a 16-year-old boy that occurred at a Chula Vista restaurant last Thursday, law enforcement officials announced.Police officials said that four juveniles and two adults, all of whom are suspected of participating in the April 11 attack, were taken into custody on Wednesday. Four of the suspects, aged between 15- and 17-years-old, attended Morse High School and have since been suspended.The two adult suspects, Kent Pasunting, 18, and Aldrin Uy, 19, attended Mark Twain High School, an alternative/continuation high school with a campus located at Morse High School. WATCH: Otay Ranch family upset over violent video"Chula Vista Police worked cooperatively with representatives of the Sweetwater Union High School District, the District Attorney’s Office, and several other officials. The victim and family, along with representatives of the Cotixan restaurant, all cooperated in the investigation. Officials with the San Diego Unified School District helped police to identify the attackers," said Chula Vista Police Department Captain Phil Collum.The incident was captured on cell phone video and posted to social media by the teen's mother. All six suspects were identified, in part, by the video, Collum said.The family says their teen was waiting for his mom to pick him up at Cotixan Mexican Restaurant last Thursday after school, when a group of teens walked in and started kicking and punching the boy.In the video, you can see someone on the ground getting repeatedly punched and kicked. At one point in the seven-second clip, you can see someone throw a chair on the teen.Family to hold protest outside Chula Vista restaurant after violent video surfacesThe boy's father, Margarito Martin, tells 10News he was shocked when he saw the video. He says everything started days before on Instagram, when, he says, his son told someone to stop harassing one of his friends. Martin says one teen then started messaging his son telling him he was going to beat him up.Martin says the incident was reported to Chula Vista Police but he's worried the teens will get away with what they did.Collum said the dispute began last month when the victim and suspect got into a heated exchange on social media over comments made to one of the victim’s friends. "On April 11th the victim and his girlfriend were sitting at the Cotixan restaurant when the suspects walked-in unexpectedly," Collum said. "Police believe the suspects entered the restaurant with the intent to attack the victim.""The suspects confronted the victim and the group began assaulting him," Collum said.The victim suffered a fractured left wrist. 2745

  

CHULA VISTA, Calif. (KGTV) - Chula Vista's city council will revisit whether to legalize the sale of recreational marijuana this month.City leaders said earlier this month they would take a look at the draft of the proposal that would allow Chula Vista to permit, license, and fully regulate commercial marijuana. The council will open the matter again during their Feb. 27 meeting.If passed, Chula Vista's ordinance would allow for 12 commercial licenses, including eight storefronts. Pot shop will be required to be at least 150 feet from homes and for applicants to have a year of experience operating a legal marijuana business.RELATED:  654

  

CHULA VISTA, Calif. (KGTV) -- A South Bay family who discovered the body of their loved one buried in a backyard in Tijuana tells 10News there's now an arrest warrant for that woman's stepson. Fernanda Gonzalez went missing in Tijuana on February 2nd. Her sister, Erika Gonzalez, tells 10News Tijuana authorities issued the warrant for 20-year-old Aaron Seth Juarez wanted in connection with his stepmom's murder. The family's attorney, Jesus Rodolfo Cruz, tells 10News Fernanda's Jeep Grand Cherokee is still missing. The Jeep has California plates that read 6VXP431. Gonzalez first reported her sister missing in early February and posted on social media asking for help finding her. Gonzalez tells 10News each post had thousands of shares before she got a phone call that changed the course of the search, "somebody call me and said to keep looking for my sister because she was already dead and in the back of her yard".RELATED: Woman discovers her sister's body buried in Tijuana backyardAfter getting two calls saying the same thing, Gonzalez and her father went to Fernanda's home in Tijuana and searched the backyard, eventually finding Fernanda's body buried.
