SAN DIEGO (KGTV) - Surveillance pictures were released Tuesday of a woman who San Diego Police believe struck a parked car and critically injured her passenger in Lincoln Park.The crash happened just before 5 a.m. on the 500 block of South 47th St.A woman driving a gray 2010 Mazda 3 moved to the right side of the road and struck an unoccupied, parked SUV, police said.The crash caused a 79-year-old man who was in the back seat of the Mazda to be thrown forward, striking the front passenger’s seat. The man was not wearing a seatbelt. Police said he is not expected to survive significant head and neck injuries.A 39-year-old man who was sitting in the back seat of the Mazda suffered minor injuries.Police said the female driver walked away from the scene before officers arrived. She is described as African-American and in her 50s. SAN DIEGO (KGTV) -- The California Department of Motor Vehicles announced new safety measures for its offices Thursday as the coronavirus pandemic continues across the state.Starting Thursday morning, every person who goes to a DMV location will get their temperature checked before they're allowed inside.Previously, only people getting in-car driving tests were subject to temperature checks.A DMV spokesperson told ABC 10News they'll follow CDC guidelines, only letting people inside if their temperature is below 100.4 degrees."We always follow the guidelines that are issued by the CDC," said DMV spokesperson Cynthia Moreno. "So, following their guidelines, we decided that it would be best to start taking the temperature of all of our customers and our employees to make sure that we follow the safety protocols."The temperature screening is in addition to safety measures already in place, which include mask requirements, social distancing, limited services available and hand-washing and sanitizing stations located throughout each field office.Because of all that, DMV officials say it's best to do as much as you can on the agency's website and avoid coming into the offices, if possible."We want to make sure the people who come to our offices feel safe," said Moreno. SAN DIEGO (KGTV) - The final panel of a 14-mile stretch of the Primary Border Wall project was installed Friday, marking a turning point for U.S. Border Patrol, according to Border Patrol officials.Now there is more updated fencing in place compared to aging infrastructure. The stretch of new fencing replaced stamped steel, that's easy to climb, originally installed in the 1990's.The 18-30-foot steel bollard stretches a quarter of a mile from the ocean, to Otay Mountain. The old wall was breached more than 1,700 times, according to Border Patrol officials.RELATED: Funds earmarked for defense can be used for border wall, Supreme Court rules"Any upgrade we can get we'll take, this wall's been around for 30 years," Border Patrol Public Affairs Officer Theron Francisco said.The transparent feature of the new wall, vital for Border Patrol agents. Fiscal year to date, 149 incidents were reported, compared to 72 last year.Last April migrants hurled rocks at San Diego Border Patrol officers, shattering their Jeep's window. With that, it means less agents have to field a certain area," Francisco said. He said that means an area with seven agents could go down to two or three.As for who paid for the wall, each Border Patrol agent said the Trump administration. "So this would be Trump's wall, it was financed in fiscal year 2017, so it's starting under his administration and will wrap up under his administration," Francisco said.Border patrol is working on two other projects, one in Tecate that's a four mile primary fence and another that's stretches from the ocean to Otay Mountain as a secondary wall. SAN DIEGO (KGTV) — The military poured .1 billion into San Diego's economy, according to the Military Economic Impact Study released Thursday.The figure higher than expected, according to Executive Director of SDMAC Mark Balmert, due to more ships stopping in San Diego and more sailors and Marines coming to the region.The author of the report, Dr. Lynn Reaser, said these numbers back the idea the military is a mega-industry. She noted San Diego is home to one in every six of the nation's sailors.The study's results were announced across the bay from Naval Air Station North Island, at the Harbor Drive Annex. Mayor Kevin Faulconer was among the speakers and drove home the message: Don't take our military for granted."Those dollars are really going to help every portion of our city," Faulconer said.The focus of this year's study surrounded NAVWAR, Naval Information Warfare Systems Command. The Navy communications headquarters used to be known as SPAWAR. "The new plan is to develop those 70 acres into a technology hub with the NAVWAR headquarters at its center and that will change the Midway District. It will be wonderful for San Diego and it's wonderful for the Navy," Balmert said. "What that's going to mean for our national security for our entire country but also to connect the airport to the trolley," Faulconer added. NAVWAR produced billion in gross regional product and houses 26,000 jobs, according to Balmert, who described the jobs as, "among the better jobs in our community they're high tech jobs, high paying jobs."The study states more than four-fifths of the workforce hold at least a four-year college degree. About two-fifths hold a Master's or Doctorate degree.Reaser said those jobs are secure and will grow, "two-thirds of NAVWAR's employees work in cyber security which is a major emerging cluster in the overall county."Balmert said the future looks brights for San Diego's military growth. He said in the next five years we will double the amount of submarines at Point Loma and add another aircraft carrier to our home port. SAN DIEGO (KGTV) - The Department of Homeland Security is responding to the caravan of Central American immigrants prepared to enter the United States through the border with Mexico.At least 600 people from Guatemala, Honduras, El Salvador, and Nicaragua are traveling to Tijuana, according to freelance journalist Jorge Nieto. About 100 arrived last night. Eventually the group will enter the U.S. at the San Ysidro port of entry.Homeland Security Secretary Kirstjen Nielsen released a statement on the caravan.“DHS continues to monitor the remnants of the ‘caravan’ of individuals headed to our Southern border with the apparent intention of entering the United States illegally. A sovereign nation that cannot – or worse, chooses not – to defend its borders will soon cease to be a sovereign nation. The Trump Administration is committed to enforcing our immigration laws – whether persons are part of this ‘caravan’ or not.”DHS warned members of the caravan that they may be turned over for prosecution under illegal entry laws. Anyone seeking asylum may be detained while their claims are processed, DHS said.“Again, if you enter the United States illegally, let me be clear: you have broken the law.
