SAN DIEGO (KGTV) -- The city is gearing up to begin enforcing its ban on electric scooters on its beach boardwalks.The ban, which goes into effect Feb. 29, will apply to shared mobility devices on the boardwalks at La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks, which the city says is slower than typical walking speed and the safest way to enforce the ban. The move comes as scooter companies continue to pull out of San Diego amid other new regulations. A city spokesman says the fine amounts will be decided by the courts. The City Council voted 5-4 in December to enact the ban after a series of scooter-related injuries on its boardwalks, including one man dying at Mission Beach last summer. SAN DIEGO (KGTV) — The July Fourth holiday weekend is expected to bring large crowds to San Diego's beaches.Los Angeles beaches will be closed this weekend, and that has some concerned that even more people will flock to San Diego's beaches.Debra Moore lives in Encinitas. She'd like the beaches closed indefinitely."I think they opened way too soon, and we all saw this coming. They told us it was going to come, and I'm sorry so many more people had to get sick," said Moore.She said young people in her neighborhood aren't taking the pandemic seriously."Nobody is wearing a mask, nobody is social distancing. People are walking around my neighborhood all the time, or on the beach, just like it's normal, and nothing is normal anymore," said Moore.Del Mar Councilman Dave Druker also has concerns."People are very worried about lifeguards being overwhelmed and the whole city being overwhelmed with visitors, cause there's nowhere else to go," said councilman Druker.Tuesday, San Diego county supervisor Nathan Fletcher said it's up to officials in coastal communities to decide whether beaches should close this weekend.Fletcher also said all of the coronavirus outbreaks have been linked to indoor settings. SAN DIEGO (KGTV) -- The Navy is trying to find the owner of a boat that washed ashore at the Naval Base Coronado.The boat washed up and came to a rest against the fence that separated Coronado’s dog beach from the base.The Navy is asking the owner to come forward immediately to have the boat removed. The problem can get costly for the Navy.Several boats have already washed ashore this year. If the Navy can’t locate the owner, they have to cover the removal cost.Anyone with information on the boat’s owner is asked to call the Navy legal office at 619-545-8141. 573

SAN DIEGO (KGTV) - The names of a couple found dead in their Torrey Highlands home and the son accused of killing them were released by San Diego Police Wednesday. Xiaoqun Fang and Yi Cheng, both 58 years old, were due to arrive in San Francisco last Saturday. Concerned family members called police, asking for a welfare check at the home at 7405 Via Rivera. Upon arrival, police looked through a window and saw a body on the floor. Fang and Cheng had both suffered upper body trauma and were pronounced dead at the scene, police said. SAN DIEGO (KGTV) - The County of San Diego is changing who can get a COVID-19 test at county sites.Officials said Monday that going forward, the county is focusing coronavirus testing efforts for priority groups, including those with symptoms."For new appointments being made, those will be focused on individuals who are symptomatic or individuals who are asymptomatic that fit into some of our priority groups like healthcare workers, first responders, those with chronic or underlying health conditions and those living in long-term care facilities," said County of San Diego Supervisor Nathan Fletcher.Fletcher said the county has more sick people and more positive cases, which means there's a greater demand on the testing system.He explained that challenge is being compounded by a global supply chain shortage with testing supplies and components."By taking this approach to reprioritize our focus on symptomatic folks and asymptomatic folks who are in the settings I just described we might see a reduction in the number of tests being done, but we do hope to see an increase in the speed in which we're able to turn around those tests," Fletcher said.Testing supply issues are not just a local problem. On Monday, California Gov. Gavin Newsom was asked about supply issues and test result turnaround times."It's unacceptable in this nation and in this state that we are not in a position to be doing even larger scale testing that all of us have been very, very aggressively promoting and trying to manifest," Newsom said, adding that the state is also starting to see delays in testing results.Harvard researchers have said the timing of testing results is crucial."If it takes over a week for the result to come back, mathematically it becomes challenging for testing and contract tracing alone to be adequate," Dr. Thomas Tsai, assistant professor in the Department of Health Policy and Management at Harvard T.H. Chan School of Public Health and a surgeon at Brigham and Women's Hospital.Harvard researchers found most states still fall short when it comes to testing.Here in California, the state Department of Public Health reports more than 5 million tests have been conducted across the state.On a call with reporters last week, Tsai said California is testing a very high number of people, but relative to its population, it's falling short of its target for suppressing COVID-19."What happened in California is, as the cases have increased, the testing has increased in proportion but hasn't increased to a level where testing has outpaced the growth of cases and the ability to contact trace has actually gotten ahead of the infection and gotten control of it," he said.On Monday, San Diego County officials announced a partnership with local company Helix to provide up to 2,000 tests a day.County officials say they've received 7,500 tests and those are already being used at two sites.Another 10,000 will be sent tomorrow and they expect within a week that every site will be using them.That will ease some of the burden, but won’t cure the overall problem. 3089
