HANOI, Oct. 28 (Xinhua) -- Chinese Premier Wen Jiabao on Thursday met separately with the prime ministers of Vietnam, Cambodia and Laos in Hanoi ahead of a series of summits between the Association of Southeast Asian Nations (ASEAN) and its partners.At the meeting with Vietnamese Prime Minister Nguyen Tan Dung, Wen hailed Vietnam's preparation for the upcoming meetings, saying that China would join with Vietnam to ensure the success of the meetings at a time of profound changes going on in the international situation.Wen called for proper handling of the issue of South China Sea, saying it is of vital importance to the sound and stable development of China-Vietnam relations.He noted that China and Vietnam have established a negotiation mechanism to solve the issue, and he hoped the two countries would discuss and sign an agreement on basic principles guiding the solution to the issues of the sea as early as possible.Dung agreed with Wen's remarks.Expressing the high importance China placed on the summits, Wen said China would strengthen communication and coordination with Vietnam and work with all sides concerned to push forward East Asian cooperation.Wen said friendship and cooperation have remained the mainstream of China-Vietnam relations since the establishment of the bilateral diplomatic ties 60 years ago. BEIJING, Sept. 17 (Xinhua) -- Typhoon Fanapi is likely to land on the east coast of Taiwan on Sunday, said China's National Marine Environmental Forecasting Center (NMEFC) in Beijing Friday.The center of the year' s 11th typhoon was about 700 km southeast from Hualien, in Taiwan, said a statement from the center.It was moving northwest towards Hualien and increasing in strength, the statement noted.The administration has issued a warning regarding huge waves which might strike off the Hualien coast, it said.On Sunday, the southern East China Sea might also produce waves of 4 to 6 meters high and waves in the Taiwan Strait might rise to 3 to 4 meters.Guangdong, Fujian and Zhejiang provinces along the mainland's southeast coast would also be affected by the typhoon, the statement said.The statement warned all fishing boats in the region to take necessary precautions.The fishing season began in the East China Sea in mid-September and a large number of vessels are in the area.Additionally, Typhoon Fanapi could continue moving west after landing on Taiwan and strike Fujian and Guangdong, the statement said.Also on Friday, the Ministry of Civil Affairs launched an early-warning for disaster relief responses aimed at the typhoon's possible damages to the southeastern coastal areas.The ministry and the National Committee for Disaster Reduction instructed local governments to carefully keep track of the typhoon's movement and the changes in weather, and strengthen prevention measures for geological disasters and flooding in urban areas.Local governments were also urged to evacuate residents in high-risk areas while providing for their basic living necessities.

BEIJING, Oct. 20 (Xinhua) - China's State Council, or the Cabinet, unveiled a set of guidelines Wednesday, aiming at helping reconstruction work in landslide-hit Zhouqu County in Gansu Province.The guidelines affect taxation, finance, education and employment policies in the region which was devastated by the massive mudslide on Aug. 8.The document clarified that funds for the reconstruction would come primarily from central government subsidies.It said that priority would be given to rebuild damaged residential houses, public services, infrastructure and prevent the spreading of diseases.It specified tax reduction measures for enterprises and individuals who had organized and collected donations, and encouraged banks and financial institutions to increase loans to the mudslide-hit areas.Land required for housing, infrastructure and reconstructing public facilities will be allocated by the local government, according to the document.Local governments or universities have also been directed to financially assist Zhouqu-born college students, while high-school students in the landslide-affected areas have been exempted from paying tuition fees, the document said.A massive mudslide triggered by rainstorms slammed Zhouqu county in northwest China's Gansu Province on Aug. 8, leaving 1,472 dead, 294 missing and more than 15,000 people homeless.

BEIJING, Nov. 5 (Xinhua) -- The quota shift, or the voting power redistribution of the International Monetary Fund (IMF), is just the start of IMF reform, a senior Chinese foreign affairs official said here Friday."G-20 leaders have pleged that progress should be made in terms of IMF quota reform prior to the Seoul summit, and now we will honor the commitment," said Chinese Vice Foreign Minister Cui Tiankai at a news briefing on China's outlook for the G20 summit in Seoul next week.At a G-20 finance ministers' meeting held last month, participants agreed to shift six percent of the IMF quota to emerging or under-represented countries such as China, India and Brazil, from developed economies."This is obvious progress," Cui commented on the proposal forged at the minister-level meeting, adding that the Chinese side hoped the IMF's board would agree on the quota transfer."China is one of the under-represented countries and it's rational and sensible to give China more quota," said the vice foreign minister.China would not try to maximize its own interests, but seek an all-win situation with other emerging economies and other IMF members, Cui added.Cui said the quota shift was far from the end of the IMF reform and he looked forward to more changes to the financial institution."This is not the end, not even the beginning of the end, but the end of the beginning," Cui said.Many countries have said that the way to calculate the quota itself needs to be reformed, as well as the IMF governance structure.

BEIJING, Oct. 18 (Xinhua) -- China's disaster relief authorities on Monday issued a national early disaster warning to gear up for super typhoon Megi, which is expected to batter China's southern coastal areas.The Ministry of Civil Affairs and the State Disaster Relief Commission, which agreed to activate the response, issued urgent notices to the civil affairs departments in the regions along the southern coast -- Hainan,Guangdong, Guangxi and Fujian -- to prepare for relief operations.Possibly the strongest typhoon to hit China this year, Megi, which means "catfish" in Korean, is expected to reach the eastern South China Sea around Tuesday midnight, bringing strong winds and rain to the four regions along the coast.The notices ordered local civil affairs departments to closely monitor the typhoon, take precautionary measures against possible geological disasters and flooding in cities, and ensure that people in vulnerable areas are evacuated on time.The 13th typhoon of the year, Megi is packing winds of up to 260 km per hour, making it the strongest typhoon to appear in the northwest Pacific since 1990 and the strongest typhoon of the year worldwide, according to China's National Meteorological Center.
