IMPERIAL BEACH, Calif. (KGTV) - Surveillance cameras captured a bizarre and dangerous accident in the South Bay. Darell Salondaguit has twelve surveillance cameras posted around his home at the corner of 15th Street and Imperial Beach Boulevard. He was taking a shower around eleven p.m. Monday when he heard a noise. "We heard a really big thud and thought it was cats in the backyard," said Salondaguit.When he woke up Tuesday morning, he discovered his wooden fence, potted plants, and palm tree were severely damaged. When he played back his cameras, he was shocked at what he saw. "Just a tire flying across from over there, crashing through here," described Salondaguit.The tire flew off of a car on Imperial Beach Boulevard, rolled across 15th Street and crashed through his fence. The cameras also show a man and a woman, casually step over the damaged fence, pick up the tire and leave."They had to come through the yard and get their tire, they didn't bother knocking or anything," said Salondaguit.He filed a report with the Sheriff's Department and hopes the people responsible will come forward."It was like really scary, cause I tend to check the plants at nighttime to see if they're properly watered because we have an automatic watering system. Well, if I was out here, I'd probably be seriously injured, or even dead, cause that thing was going really fast." 1388
In a few weeks, thousands of college students will begin their yearly right of fall by returning to the campus of Tufts University in Medford, Massachusetts, but a return to campus life this year will mean testing and quarantining for those students who chose to come back.Like colleges and universities across the country, Tufts is experimenting with a new plan that will allow more than 5,000 students to come back to campus while at the same time, instituting rigorous new guidelines in an effort to keep COVID-19 from spreading.The key to success, testing.“We wanted to test for COVID at a frequency that would catch people when they’re asymptomatic before they have a chance to spread,” explained Tuft’s President Anthony Monaco.Tufts plan for the fall is as complex as the virus itself. Students from outside the Northeast will be brought back to campus first, where they will be forced to quarantine for 14 days. Health officials expect at least a small portion of those students to test positive for COVID-19 the moment they step back on campus. Because of that, the university has constructed an extra 200 modular units of dorm space. The idea of the modular facilities is to give campus health officials a contained area to monitor students who test positive for the virus, while at the same time, keeping them out of the general population.After students from outside the Northeast are brought back to campus, students from the general area around New England will return.Every single student will be tested twice a week for COVID-19, something experts say will be a key component to safely reopening college campuses this fall. Regardless, school officials expect students to test positive for the virus throughout the fall.Researchers at Yale’s School of Public Health have been advising Tufts and hundreds of other colleges who are planning to resume some form of in-person learning this fall.“If we don’t test frequently, we give silent spreaders an opportunity to grab hold and this virus is hard to play catch-up with,” explained Professor A. David Paltiel, who recently published a study on how quickly the virus can spread through colleges if left unchecked.To study the virus, Paltiel and his colleagues used epidemic modeling to assemble hypothetical situations resembling a college campus. The study found that if you take 5,000 healthy students and add in only 10 students who have COVID-19, hundreds, if not thousands, of kids will be sick by Thanksgiving.“At that point, the only thing that keeps the virus from getting out of control is Thanksgiving break,” he said.That is why testing is key, the study found. When Paltiel took those same 5,000 kids and added in 10 students who have COVID-10, but tested every student twice a week, the study found that only about 100 students ended up catching COVID.“Many universities are planning to only test students who have symptoms, in our view that is a recipe for disaster,” he said.Only adding to the uncertainty of the situation, about 40 percent of college students said they would return to live near campus even if classes were held virtually. Paltiel and other health officials say because of that, it’s more beneficial to have students on-campus where they can be monitored and tested frequently.“It’s hard and it could be a nightmare, people who say we shouldn’t open campuses should remember the nightmare doesn’t go away,” he said. 3420

But people living in low-income neighborhoods are waiting longer to get help.A new nationwide study released by the University of California San Francisco looked at more than 63,000 cardiac arrest cases and found, on average, it took ambulances nearly four minutes longer to get to patients in low-income neighborhoods compared to rich neighborhoods.“Ambulance response times is really, really important for health outcomes with regards to heart attacks,” says Andrew Friedson, an assistant professor of economics with the University of Colorado Denver.In fact, each minute delayed increases the odd that patient will not survive.“If you live in a wealthier area, your life expectancy is much longer than someone who lives in a poorer area,” Friedson says. “And this paper is starting to get into the mechanism as to one of the reasons this may be the case and that is ambulances tend to be a lot faster in area that are richer opposed to areas that are poorer.”Friedson, who studies economic disparities in healthcare, says one of the biggest reasons behind the difference in ambulance response times has to do with money.“You have a lot more specialty centers that are opening up in wealthier areas and you have hospitals that are closing in poorer areas, so it's not a question of the ambulances are going slower, but it's that the ambulances have further to travel.”With those hospital closures and the rising cost of health care, the authors of the study hope the report will start a conversation about what can be done to help vulnerable patients. 1593

Dealers are offering more incentives than ever before to get drivers back on the road, and because of the coronavirus, you can stay home and find a good deal.“It’s the way the world is going now,” said recent car buyer, Stephanie Given. “Everything’s online.”Given is an ICU nurse working on the frontline of the pandemic, and in the midst of the health crisis, badly needed a new car.“We needed that second vehicle, the more reliable vehicle that we knew would be reliable in this time,” said Given.Her nearly 15-year-old ride was giving out, but, walking in to a dealership made Given anxious. “I have been under a little stress in my work life and personal life, and I was kind of dreading the stress of buying a car,” she said.So, she started her search online. “I found the car online through the Carmax app, and I was kind of let down when I saw the car was in Las Vegas, and it was just a couple seconds and they said, ‘We can ship it to you,’ and I said, ‘What? That’s amazing!’” said Given. Not only did she find the car she was looking for online, she did all the paperwork at home. “I kind of had a hybrid experience. I did my part online and then came to the dealership to pick up and take possession of the car,” she said.Given’s experience is now becoming the norm. Dealers are making it possible to do everything, from shopping to financing, from your couch. Some dealers, like Carmax, will even drop off the car at your door.“We want to take the scary four-hour dealership visit that you’d expect, and allow you to do as many things as you want at home,” said Corey Haire, the Vice President of sales at Carmax.“You can do everything from a virtual walk around where they’ll walk around the vehicle with a facetime phone call and take direction from the consumer as to what they want to look closer at,” said Karl Brauer, an Executive Publisher at Kelley Blue Book and Autotrader.Brauer believes this new way of doing business is here to stay. “I think it’s proving more efficient on both sides,” he said.Brauer said the car industry is expecting to see a big bounce back through the summer and fall. “People are moving into more confident, purchasing mindsets,” he said.According to Brauer, new car sales are down by about 31% compared to spring 2019, but used car sales haven’t taken such a hit—down only about 6%.“I think there are a lot of people are thinking maybe they want their own personal vehicle in lieu of public transportation, but these people aren’t buying a car because they’ve dreamed of one or have wanted one, this is purely for functional purposes,” said Brauer.So if you’re looking for a deal, Brauer said the first step is research, and then, look for combined offers.“We’ve seen deals for 0% financing, which were getting pretty rare recently. We’ve seen deals like deferred payments for three to four months, but we’ve hardly ever seen both of those at the same time,” said Brauer. (KGTV) - A new event venue is honoring the history of the South Bay, while giving people a gorgeous view for their parties and meetings.Salt Drift Pointe, at 536 13th Street, has 13,000 square feet of space. It includes a main room, a bar, patio, pier and more."It's a huge blank space," says Co-Owner Richard Inunza of the venue. "We've got a great atmosphere and great views."Inzunza and his co-owner Terry Snyder designed the venue specifically to try and pay homage to the South Bay. The "rustic wall" in the event space is painted to reflect the colors of the bay. And the name, Salt Drift Pointe, refers to the industrial history of the region.RELATED: New Chula Vista event space highlights city's rich history"When Rich and I thought about the name for this place, we wanted to grab the natural landscapes," says Snyder. "As you can see from the beautiful views we have of the salt ponds and the old salt mines, we wanted to include the salt."Salt played a big part in the South Bay story. According to San Diego History Center Historian Andy Strathman, it was the first industry that helped the region shift away from a farm-based economy during the late 1800s."You could build very large settling basins to bring the saltwater in and allow it to evaporate over time," says Strathman. "You would get the water increasingly saline, and eventually, you could harvest the salt."In the 21st century, the South Bay has shifted its economy again, trying to attract more tourists. The new Chula Vista Bayfront project is expected to bring in more than billion every year once it's completed.Inzunza and Snyder say it's fitting that a new business like theirs, which will tap into the hospitality industry, honors the past."We hope families can come and enjoy this place for years," says Snyder.To celebrate, Salt Drift Pointe is hosting a free grand opening party on Oct. 30.
