Scientists are proposing an ingenious but as-yet-unproven way to tackle climate change: spraying sun-dimming chemicals into the Earth's atmosphere.The research by scientists at Harvard and Yale universities, published in the journal Environmental Research Letters, proposes using a technique known as stratospheric aerosol injection, which they say could cut the rate of global warming in half.The technique would involve spraying large amounts of sulfate particles into the Earth's lower stratosphere at altitudes as high as 12 miles. The scientists propose delivering the sulfates with specially designed high-altitude aircraft, balloons or large naval-style guns.Despite the technology being undeveloped and with no existing aircraft suitable for adaptation, the researchers say that "developing a new, purpose-built tanker with substantial payload capabilities would neither be technologically difficult nor prohibitively expensive."They estimate the total cost of launching a hypothetical system in 15 years' time at around .5 billion, with running costs of .25 billion a year over a 15-year period.The report does, however, acknowledge that the technique is purely hypothetical."We make no judgment about the desirability of SAI," the report states. "We simply show that a hypothetical deployment program commencing 15 years hence, while both highly uncertain and ambitious, would indeed be technically possible from an engineering perspective. It would also be remarkably inexpensive."The researchers also acknowledge potential risks: coordination between multiple countries in both hemispheres would be required, and stratospheric aerosol injection techniques could jeopardize crop yields, lead to droughts or cause extreme weather.The proposals also don't address the issue of rising greenhouse gas emissions, which are a leading cause of global warming.And despite the conviction of the report's authors, other experts were skeptical."From the point of view of climate economics, solar radiation management is still a much worse solution than greenhouse gas emissions: more costly and much more risky over the long run," said Philippe Thalmann of the école Polytechnique Fédérale de Lausanne, an expert in the economics of climate change.David Archer of the Department of Geophysical Science at the University of Chicago said, "The problem with engineering climate in this way is that it's only a temporary Band-Aid covering a problem that will persist essentially forever, actually hundreds of thousands of years for fossil fuel CO2 to finally go away naturally."It will be tempting to continue to procrastinate on cleaning up our energy system, but we'd be leaving the planet on a form of life-support. If a future generation failed to pay their climate bill they would get all of our warming all at once." 2830

San Juan Mayor Carmen Yulín Cruz said Friday the death toll from hurricanes that hit Puerto Rico is actually hundreds higher than official government counts."It appears that for whatever reason the death toll is much higher than what has been reported," Yulín Cruz said during an interview with CNN's Jake Tapper on "The Lead."The official death toll stands at 54, according to a November 1 statement from the government of Puerto Rico, but the number of dead may be almost as high as 500, Yulín Cruz said when asked specifically about the death count.Many hurricane victims haven't been included in that number due to their causes of death not being properly recorded or "being cataloged as dying of natural deaths," Yulín Cruz said."When they were, for example, hooked to a respirator, there's no power, the small generator that they had that gives up, and of course, they die of natural causes, but they are related to a lack of electricity," she said.According to a statement released October 28 by the government of Puerto Rico, 911 bodies cremated in the weeks after Hurricane Maria were the result of natural causes. But the average number of cremations in Puerto Rico in the same time frame is about half that, Yulín Cruz said.The secretary of the Department of Public Safety, Héctor M. Pesquera, said the cremations were authorized at the request of family members of the deceased. The cremations following a review of documents including death certificates and medical records showing the cause of death, he said.The statement did not say whether bodies were examined prior to cremation, but noted that none of the 911 cremation authorizations raised suspicion "that would stop the requested process."As for Puerto Ricans who survived the storm, living conditions are still dire, Yulín Cruz said, noting that some people on the island are still without power weeks after the storms hit. 1904

Schools across the country are hammering out their back to school plans. Some are going straight to remote or online learning, while others are fully back in session with a digital option. Some school districts are even having students attend school just a few days a week, in shifts."Cincinnati Public Schools has made the announcement that it'll be a two days on, three days off [schedule] and then, they'll switch it up the next week," said Christian Davis, a working mom of six children.Davis started the Facebook group "Cincinnati Parent Empowerment Network." Parents have been messaging each other constantly since they found out Cincinnati's back to school plan of putting kids in class two days a week. The two days change each week so students can attend school in shifts, according to their grade."I work in a local community college here, but now, the colleges have been closed but they plan on opening back up in August. However, we won't be on a two or three-day schedule like the K-12 schools. We'll be working five days a week," explained Davis.Davis' job isn't one that would allow for working from home. She's not sure what her work schedule will look like and whether it will be able to accommodate her children's school schedule."These are unprecedented times, and everyone is kind of having to deal with these things right now," said Amber Clayton with the Society for Human Resources Management.Clayton says employers will have to be flexible with employees who may be at the will of their child's return-to-school plan."A lot of people are going to be going through this, especially if employers have employees in multiple states. Some of those jurisdictions will have schools that will be completely online and there will be some that will have partial reopening where they'll go to school a couple days a week and then they actually have online learning," said Clayton.Clayton says employees also need to start planning their schedules now and working with their employer to provide the best solution possible. Businesses also need to make sure they're being fair and equitable with each employee's varying situation."I think consistency is key so that if you allow people to telework, maybe you need to do so for other employees,” said Clayton."We would like to think our employers will be flexible, but a job is a job and they still need employees to show up and do their job despite the fact that we’re in a health crisis right now," said Davis.Davis says her family is eligible to receive childcare assistance, but right now, she doesn't know any childcare facilities that will accommodate school-age children during the day on varying days of the week. She says some families have already been so impacted by the pandemic that the cost of making sure their children are at school and being able to secure a job that will accommodate them, is a serious concern."They're afraid that if their hours are going to get cut or if they have to find another job to accommodate this schedule, will they have enough money to afford the necessities their kids need during this time?" said Davis.Clayton says right now the Families First Coronavirus Response Act does not take into account families' varying back-to-school situations, but she expects the Department of Labor will make adjustments soon to address parents' concerns. 3355

  

SANTA ROSA COUNTY, Fla. – A section of the Three Mile Bridge in Pensacola is missing after Hurricane Sally battered the Gulf Coast Wednesday morning.The structure, also known as the Pensacola Bay Bridge, runs between Pensacola and Gulf Breeze, Florida.WEAR reports that state Sen. Doug Broxson will hold a call Wednesday night with Santa Rosa County Emergency Management about the damage.A request will be made for the Florida Department of Transportation to be included in the call, Broxson says.Broxson also stated they are also looking to request from FEMA to reimburse the cost of the damage, according to WEAR.Please be advised Pensacola three mile bridge is closed.
