SAN DIEGO (KGTV) — A Superior Court judge gave San Diego County restaurants the green light to serve on-site again, but not all will make use of the opportunity.For Roddy Browning, the pressure to reopen his restaurant is intense.“We lay in bed at 2:30 in the morning, going, 'Okay, what am I going to do? What am I going to do tomorrow? What am I going to do the next day?'” said Browning, who owns Oceanside's Flying Pig Pub and Kitchen.Browning said sales are down 60% and employees have been reduced from 30 to 12. Reopening for outdoor dining under the new court ruling could boost those numbers.“The state's going to appeal it, and what is the point in opening back up again, and then bringing all these people back to work and saying okay guys the ruling changed, now we're going to have to kick you out of the restaurant again,” Browning said. “I don’t want to do that to my employees anymore.”Don't get him wrong. Browning does plan to reopen under the new court order - but he wants to respect the full three weeks intended in this latest shutdown order, set to complete on Dec. 28."This is not about us against them," Browning said. "We said we would give the governor his three weeks, and I'm going to give him his three weeks."But other San Diego restaurants are planning to remain takeout only until health officials advise otherwise.At Spring Valley's Cali-Comfort Barbecue, a gathering place for sports fans, owner Shawn Walchef says he's not offering indoor or outdoor dining.“We believe that the coronavirus is the antithesis of hospitality. Everything we do in our blood is to take care of people,” Walchef said. “Social distancing doesn’t work in our business. SAN DIEGO (KGTV) — America's Finest City is also considered America's friendliest city, according to a recent survey by OfferUp.San Diego ranked first on the list of friendliest U.S. cities with 80% of users of the mobile marketplace app, OfferUp's 2019 Good Neighbor Report said. The national average of users rated friendly by another user was 75% in comparison.Between Sept. 12-16, the site surveyed more than 2,000 people who use the marketplace app in their communities. SAN DIEGO (KGTV) — A San Diego prison worker has tested positive for coronavirus, as California prepares to release 3,500 non-violent offenders.CoreCivic, the private company that runs the Otay Mesa Detention Center, confirmed to 10News that an employee who works at the facility has tested positive for COVID-19.The company discovered the positive test on March 30. The employee was last at work on March 21. That individual is currently resting at home in isolation.RELATED: Brother of ICE detainee worried 'he'll die in there'"Efforts are currently underway to notify other employees or contractors who may have been in contact with the individual who tested positive," a CoreCivic spokesperson said. The confirmation comes the same day California officials announced the state would grant an early release to 3,500 non-violent offenders who are due to be released in the next 60 days. Some stores are even closing until further notice. The shopping frenzy continues as residents prepare to hunker down for weeks at a time. Many not being able to get essentials they so desperately need. "All the toilet papers were gone, and they were limiting the number to one per client," shopper Midori Kato said. Some said they found a way to bypass the chaotic crowds. "Because I live close, like 300 feet from Ralphs, I finally figured out to go at 11:30 or midnight," one man told 10News. But not anymore. Many grocery stores announced they are shortening their operating hours. Von's supermarkets are now open from 7 am to 9 pm. Ralph's parent company, Kroger, announced nationwide, that they will only be open from 8 am to 8 pm to focus on deep cleaning and restocking shelves. Trader Joe's stores began limiting the number of shoppers in their stores. Starting Monday, they will only be open from 9 am to 7 pm. Some shoppers said, instead of rushing into stores and hoarding up supplies, we need to work together.
