SAN DIEGO (KGTV) — San Diego County District Attorney's office published an updated 25-year officer-involved shooting analysis Thursday. The study is said to be one of the most comprehensive of its kind released in the country.10News spoke to District Attorney, Summer Stephan at her office in Downtown San Diego. Her office is responsible for investigating all officer-involved shootings in the county. "We look at those reports with an eye as to whether there is criminal liability," Stephan said. Some notable statistics of the newly released study include:-Between 1993 - 2017, there were 451 officer-involved shootings in San Diego County (55% were fatal)-64% of shootings happened within 5 minutes of an officer arriving at the scene-79% of shootings involved a person who had drugs/alcohol in their system or had mental health issues-92% of subjects were armed with a weapon-There are an average of 18 officer-involved shootings per year-Most shootings occurred after traffic stops and domestic violence incidents-Most shootings happened at an alley/street-Most frequent time of day for a deadly encounter was the midnight hour on FridaysArmed with these new stats, Stephan's office is working with local agencies to reduce these shootings. She said it begins with re-training officers and dispatchers, but also teaching citizens how to call 911."What information is dispatch getting, to tell the officers about the individual's mental health condition, their delusions or history of violence or substance abuse?" Stephan said.The DA's office has already started to pass out 911 cards at community events. The card has a mental evaluation checklist when for when citizens call for help.They are also re-training dispatchers to recognize certain situations and ask the right questions so that they can relay accurate information to field officers. Officers are also getting additional crisis management and de-escalating tools to help them reduce the speed in which they react, or use non-lethal force.The idea: Knowledge is power. SAN DIEGO (KGTV) -- San Diego Police are searching for two men believed to be involved in a robbery at San Diego State University Monday night. The robbery happened at 6:42 p.m. near the intersection of Lindeo Paseo and College Avenue. At this point it is unclear if the victim was a student or a community member. The victim told police they were pushed by one of the suspects while walking on the sidewalk. That same suspect then took their cell phone. Both men were last seen walking southbound on College Avenue. The victim described the suspects as follows:  601

SAN DIEGO (KGTV) — San Diego Police have identified the man killed in an officer-involved shooting this week in Mountain View.Police said 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Monday over reports of a violent disturbance involving a weapon.According to SDPD, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.RELATED: San Diego Police shoot, kill vandalism suspect in Mountain ViewWhen police arrived, they saw Castro-Gutierrez in the front window and could hear him breaking objects and yelling inside.SDPD says officers gave directions in English and Spanish to try and communicate with Castro-Gutierrez but got no response. Eventually, Castro-Gutierrez crawled out of a broken window and made his way to the front of the property where officers were.Police said Castro-Gutierrez began to run at full speed toward them with the metal pole, prompting three officers to fire their weapons at him: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Castro-Gutierrez was hit by at least one round and fell to the ground. Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital.The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.SDPD's homicide unit is currently investigating the shooting, after which the San Diego County District Attorney's Office will review the case to determine if the officers bear any criminal liability. SAN DIEGO (KGTV) -- San Diego County is no longer abnormally dry, according to a new report from the U.S. Drought Monitor. The report shows a large swath of Southern California having no drought. Most of California, however, remains abnormally dry, according to the report. According to the National Weather Service, the San Diego International Airport measured nearly four inches of rain since October 1st. SAN DIEGO (KGTV) – San Diego authorities are investigating a string of robberies involving thieves wielding hammers.San Diego police and sheriff’s department officials confirmed four incidents are being investigated, and they are trying to determine if the robberies are connected.At around 9:30 p.m. Tuesday, police were called to a Circle K store on Tierrasanta Boulevard due to a robbery carried out by multiple males armed with hammers. It is unknown what the thieves took in the robbery.About an hour later, a man told police that several men with hammers confronted him at a convenience store near Black Mountain Road and ransacked his car before fleeing.Several minutes later, police responded to a 911 call from a driver who reported being flagged down on Maya Linda Road by a man who said he was robbed by a group of people with hammers.A fourth robbery involving a group armed with hammers was reported at a 7-Eleven in Mira Mesa, authorities said.No injuries were reported in any of the incidents, ABC 10News learned.Authorities do not have detailed descriptions of the assailants. 1100
