SAN DIEGO (KGTV) -- The city is backing state legislation that would change when police can use lethal force. The bill would authorize officers to use deadly force only when it is necessary to prevent imminent and serious bodily injury or death. Currently, police can shoot to kill when an objectively reasonable officer would do the same.Democratic Assemblywoman Shirley Weber, who represents the South Bay, co-authored the legislation."The current standard hits communities of color especially hard," she said. "Young black men are 20 times as likely to be killed by police as their white peers." More than 100 people spoke in favor of the bill Tuesday as dozens of officers looked on.San Diego Police Chief David Nisleit called the bill well-intentioned but based on flawed data. He noted while officers killed 172 people in 2017 and only half had guns, more than 90 percent had other potentially lethal weapons. "Officers must make the best call they can with the information available to them at a critical time, and sometimes factors like human limitations in processing information will cause them to make decisions that turn out to be wrong," he said. The bill's now in the assembly.The council voted 6-2, with Scott Sherman and Mark Kersey opposed. Councilman Chris Cate abstained. 1299

SAN DIEGO (KGTV) -- The man accused of killing his stepmother and burying her body in the backyard of a Tijuana home pleaded guilty to unrelated drug charges Tuesday. Aaron Seth Juarez, 20, pleaded guilty to possession of heroin for sale and agreed to a two-year state prison sentence. Juarez was taken into custody in San Diego earlier this month for probation violations. SAN DIEGO (KGTV) — The city of San Diego may turn to homeowners to help chip away at the housing crisis.On Wednesday, the San Diego Housing Commission floated the idea of offering loans to homeowners in the city to build backyard granny flats to be rented out as affordable housing. The plan could help homeowners pay their mortgage while also providing more low-income units to those who qualify. Councilmembers on the committee appeared to be in support of the idea. The idea comes about a month after Poway Mayor Steve Vaus floated a plan for his city to pay to build granny flats in backyards to be rented as affordable homes. The city would take a cut of the rent for about ten years before the homeowner gets it outright. SAN DIEGO (KGTV) -- The County of San Diego has spent nearly million to support migrants after the federal government ended the Safe Release Program, according to county officials.Flights carrying between 120 to 135 people are now flying from Texas to San Diego to relieve the processing backlog in the Rio Grande Valley sector in Texas. That sector is 200 percent over capacity, according to acting San Diego Border Patrol Chief Doug Harrison. So far, 10News has confirmed at least two flights have arrived in San Diego. It is not clear how many migrants, if any, will ultimately need county support. This latest round of migrants from Texas are first processed through Border Patrol before Immigration and Customs Enforcement takes over the processing. ICE told Team 10 custody is determined on a "case-by-case basis."Organizations like the San Diego County Rapid Response Network along with the County have stepped in since the end of the Safe Release Program. The program provided asylum seekers resources like transportation until their scheduled immigration court appearance. In a federal lawsuit filed in April, the County blamed the federal government saying "the County has suffered" and the move has "unfairly shifted the... burdens to the County and its residents."RELATED: Border officials say migrants from Texas being transferred to San DiegoProjected county costs for supporting migrant services totaled more than .65 million. Immigration is clearly the responsibility of the federal government, but now it’s sticking San Diego County with the bill. Since the opening of an emergency shelter downtown in October, the county has had to spend nearly million to screen and process some 14,000 asylum seekers.
