(KGTV) — A 53-year-old cyclist remains on life support after a hit-and-run crash in Ramona.Michelle Scott was biking to work Wednesday morning on State Route 67 when California Highway Patrol says a driver swerved onto the shoulder and hit her. They've since learned the vehicle had stolen license plates.CHP says the driver sped off from the crash site with Michelle's bicycle still lodged in the front grill, but Don isn't letting anger seep in."Anger is not going to help the recovery process," he said. "I'm actually most focused on the recovery of my wife."Both he and Michelle are Community Emergency Response Team volunteers through FEMA and the Ramona Fire Department, with training to respond to disasters."It's hard to accept the different stages of grieving when you already know them but you're the one that's going through the grieving," he said.Michelle was sent flying into the roadway after the crash. Several bystanders, including a nurse, stopped to help."I was just informed today by the doctors that had it not been for the people stopping, the Good Samaritans, the outcome could have been even worse than it already is," Scott said.Both the family and CHP are hoping a tip from the public will provide a break in the case. (AP) — A Kentucky couple who refused to sign a self-isolation order when one tested positive for the coronavirus said they were placed under house arrest.Elizabeth Linscott of Radcliff told news outlets she was tested July 11 for COVID-19 because she wanted to visit her grandparents and received a positive result the next day. Linscott said the health department emailed her a form to sign that said she would check in daily, self isolate and let officials know if she has to be treated at the hospital.The form said the isolation order is to “prevent the introduction, transmission and spread of the 2019 novel coronavirus in this state.”Linscott said she declined to sign because of one sentence: “I will not travel by any public, commercial or health care conveyance such as ambulance, bus, taxi, airplane, train or boat without the prior approval of the Department of Public Health.”“I could not comply to having to call the public health department prior if I had an emergency or I had to go pick something up for my child or myself as a necessity and could not wait,” Linscott said.When she declined to sign the form she said she was told the case would be escalated and on July 16, Linscott said she and her husband were placed under house arrest with ankle monitors.Hardin County Sheriff John Ward said his office was on hand to execute court documents from a Hardin County Circuit Court judge. RANCHO CORDOVA, Calif. (AP) — Gov. Gavin Newsom says he wants a Southern California county to reimpose stay-home orders amid a surge in positive coronavirus tests there and through much of the state. Imperial County, with a population of 175,000 people on the state’s border with Mexico, has been the slowest in the state to reopen. "Some counties, like Imperial, haven't been able to move into that attestation process, because they can't meet that criteria," Newsom said of the county's struggle to reopen. "We reserve the right to toggle back if we don't see movement at the local level."Newsom said the state is working with the county to send additional resources to help local officials address coronavirus cases. Despite this, the governor said interventions are not making enough of an impact, leading to reinstituting the stay-at-home order.The county's positivity rate has averaged 23% in the last week, compared with 5.7 % percent statewide. Newsom said there is also a need to decompress the county's hospital system, which other counties have helped do by accepting patients."I just sent 76 ventilators down to Imperial County. We are in the midst of the first wave of this pandemic. We are not out of the first wave. This disease does not take a summer vacation," Newsom said.
