SAN DIEGO (KGTV) -- About 40 demonstrators aired grievances Tuesday at the last San Diego City Council meeting of 2019, although not explicitly in the spirit of Festivus.The protesters, largely from the Racial Justice Coalition of San Diego, highlighted a range of concerns including homelessness, affordable housing, police tactics, smart street lights, racial bias and more. Much of the demonstrators’ criticism was aimed directly at Mayor Kevin Faulconer, who is entering his final year in office and was not in council chambers Tuesday morning. The city's plan also adopts three-year goals to halve San Diego's unsheltered homeless population and eliminate homelessness among youth and military veterans. 1925

SAN DIEGO (KGTV) - Albertsons Companies confirmed Saturday an employee of an Escondido grocery store tested positive for COVID-19.The company said the store will remain open, and "will continue to follow an enhanced cleaning and disinfection process in every department."Public Affairs Director Melissa Hill said that the employee is receiving care and has not worked at the store since March 24. Hill said the Escondido store has been through multiple sanitizing and disinfecting cycles, and used third-party expert service.Hill said the store is monitoring other staff for symptoms."Following CDC guidelines, our Crisis Response Team may recommend that additional members of the store team self-quarantine. These employees will be eligible to receive up to 14 days of quarantine pay," said Hill.The United Food and Commercial Workers Local 135 President Todd Walters said they have been working with companies to get higher safety measures into the workplaces of members.He said three members of the union tested positive as of Saturday. He said they were all at different locations in San Diego County."We're encouraging and asking the members to 1. Make sure they get their social distance. 2. We want them to get time every 30 minutes to stop, wash their hands and clean their work stations," he said.Walters said Plexiglas has been installed at check out stands to protect workers at Albertsons and Vons, and next week Ralphs and Food For Less will see the same installation.He said employees are tired from the long shifts and urged the public to realize supplies aren't going anywhere. "Please don't shop unless you have to, there's no need to horde. If you see these retail workers, not just grocery, but our drug store members, or other retail entities, give them space. If they're trying to work and you need something, call out to them. SAN DIEGO (KGTV) -- A woman was killed and two men were injured following a shooting at a Church's Chicken in Otay Mesa West Wednesday night. According to San Diego Police, the shooting of the three employees was reported at the restaurant in the 3700 block of Del Sol Boulevard just after 5:30 p.m. Police say a man in his 30s walked into the restaurant early in the evening. "The suspect got into a verbal argument with employees and left the restaurant. He returned minutes later armed with a handgun and shot at three employees," police said.RELATED: Witness saves victim of Church's Chicken shooting in Otay MesaAccording to police, the same man tried to buy food at the same location earlier in the day using a counterfeit 0 bill. Surveillance video from a business across the street shows the suspect parking and re-parking his car several times between 4:40 p.m. and 5:22 p.m. At 4:53 p.m., video shows the suspect walking into the establishment before going back to his car at 5:08 p.m. The man re-parked his car at 5:22 p.m. before walking into the restaurant a final time at 5:27, when the shooting took place. At 5: 30 p.m., video shows the suspect walking to his car before driving away with his lights off. Minutes later, at 5:34 p.m., a San Diego Police vehicle arrived at the Church's Chicken. Customers were in the restaurant, but no gunfire was directed at them.Friends identified the woman who died as Maribel Merino-Iba?ez, a "loving daughter, sister, and aunt" according to a GoFundMe account started in her name.RELATED: Victim's family makes plea for justice following deadly Church's Chicken shootingThe condition of the two surviving victims is stable, police say.The suspect drove off from the scene in a blue sedan which a mechanic told 10News was a Dodge Charger. SAN DIEGO (KGTV) - A Serra Mesa family expecting nearly ,000 in stimulus funds in April is still waiting.Mark Perry, who is married with four children, says his family was expecting a big stimulus check. Both he and his wife still have their jobs, but the check will come in handy."Really looking forward to getting the check. I was looking at a check coming fairly quickly, a direct deposit coming of 00," said Perry.Quickly, because Perry had the same bank account for the last 18 years, his IRS refund received via direct deposit every year, including one in April. Taxpayers like Perry should have received their checks during the week of April 13th, a week which came and went for Perry."Halfway through May, I realized something is really up here," said Perry.That's when Perry started logging onto the IRS 'Check My Payment' link, over and over. Hundreds of times."I probably tried a dozen times just last night. The result is always the same," said Perry.That result was this."Got an error message. Either can't verify or don't qualify. None of those things are correct," said Perry.Perry says when he called the number designated by the IRS for 'Economic Impact Payment' questions, he got nowhere."You end up in the same loop, back in the same place where you started from. There's no one you can actually speak to," said Perry.He's written politicians, and every day, he logs onto the IRS site. And he's not alone."I know of two other people in the exact same position I am. I'm frustrated mostly with the IRS website platform, which seems broken to me," said Perry.According to the IRS, 159 million Americans have received their stimulus payments with paper checks still being mailed out in June.An IRS spokesperson told 10news they are asking for patience from the public and continue to working on getting "up to speed" with the online platform. SAN DIEGO (KGTV) — A woman involved in a fiery multi-vehicle crash in the College Area on Wednesday died several hours after being taken to the hospital.Casey Diane Hargis, 22, was pronounced dead at UCSD Medical Center on Thursday morning, after a vehicle slammed into the Ford Fusion she was in as it was stopped at an intersection the night before.Hargis and the driver, a 22-year-old woman, were both taken to the hospital suffering from second- and third-degree burns on more than 70% of their bodies, along with internal bleeding.RELATED: Several hurt in multi-vehicle crash at College Area intersectionHargis died of vascular injuries from pelvic fractures, according to the county medical examiner's report.The condition of the driver has not been officially released.Wednesday, a 63-year-old man was driving in his Mercedes when he suffered an unknown medical issue and slammed into the back of the Ford that Hargis was traveling in at 70th Street and El Cajon Blvd.The force of the crash pushed both vehicles into the opposite lanes of El Cajon Blvd, where they were struck by three other vehicles, causing the Ford to ignite and leaving the women trapped inside before witnesses could pull them from the vehicle.The Mercedes driver was taken to the hospital for treatment, but his condition wasn't immediately released. The other drivers involved were taken to the hospital for minor injuries. 1412
