SAN DIEGO (KGTV) - A man from El Salvador has been granted asylum in the United States after having been sent back to Mexico to await his trial.According to his attorney, Narciso Cruz, the man is only the second person to receive asylum who had been sent back to Mexico due to the Trump administration’s Migrant Protection Protocol (MPP.)“This individual is a bit of a rarity,” said Cruz, referring to his client’s success in court.But his story is not a rarity.Marcos fled violence in El Salvador and did no want to use his full name for this story, still fearing the gang he fled in El Salvador.“They’re a terrorist group,” said Marcos.He became targeted earlier this year after he tried to help his cousin who was being recruited by the gang. After he interfered, he started receiving death threats.“They will kill you and your entire family,” he said.He traveled to the United States, crossing the border on June 25 somewhere near Tecate.He said he wandered in the desert for five days before he was eventually picked up by Border Patrol agents and taken to a holding facility. Within a day he said he was sent back across the border to Mexico where he would wait for his case to be heard.The Trump Administration implemented the MPP in January. Despite some pushback from the courts, the policy, also called “remain in Mexico,” was allowed to go forward.As of September 1, the U.S government has sent 42,000 asylum seekers to Mexico, according to the Department of Homeland Security.As for Marcos, his case is not officially done yet. The government reserved its right to appeal the court’s decision. They have until October 25 to file an appeal. 1659

SAN DIEGO (KGTV) -- A San Diego biotech is developing a device that could change how people get routine blood tests.Truvian, which moved into its new UTC area headquarters Thursday, is developing a product that could deliver 40 routine results within 20 minutes, requiring just five drops of blood. The company's chief executive says it should cost less than . "We're going to give you those results in 20 minutes, and it will cost you or your insurance a fraction of what you're paying today," said Jeff Hawkins, CEO of Truvian. Hawkins said the idea is to get the product into retail clinics like at CVS, Walgreen's and Walmart, plus private and corporate clinics. Kim Kamdar, a co-founder, said it will allow patients to get their clinical chemistry, immunoassays and hematology, which cover the range of routine blood work. Truvian's announcement comes about a year after Theranos shut down in disgrace. Theranos promised hundreds of results from a single drop of blood, but investigations uncovered fraudulent claims. Now, its founder Elizabeth Holmes and former president Ramesh "Sunny" Balwani face criminal charges. Hawkins said Truvian is different because it knows its limits. SAN DIEGO (KGTV) - A new study by the Wounded Warrior Project shows nearly 87% of injured veterans struggle with their weight once they return home.That's up from both 2015 & 2016.Programs in San Diego hope to reverse that trend, helping vets shed pounds and get their lives back."I had to be reminded that I could do it again," said Marlene Krpata.While serving as an Army Captain in Iraq in 2006, a mortar blast badly injured her leg. After three years trying to save it, she decided to have it amputated."The first couple months we’re laying in a bed and not moving at all," she said.Krpata battled PTSD and depression after the blast. She says prescription drugs also slowed her down. So did her diet. She kept eating like she was on active duty, without the active lifestyle is provides."I gained 130 pounds," said Krpata.Krpata got in touch with the Challenged Athletes Foundation, who helped her get a prosthetic leg. Then friends helped her get back into sports.Now, she plays soccer, softball, boxes and runs."I’m not a Paralympian by any sport," she said. "But I stepped on the field and I made it work. I felt a little embarrassed at first, but I’m glad I did it now because it allowed me to progress up to where I was. And it’s fun again."The Wounded Warrior Project also has a wide selection of Health and Wellness Programs. They're designed to teach injured vets about nutrition and exercise. They also help form support groups to deal with depression and anxiety over starting to work out again.In San Diego, there's also the Wounded Warrior Tennis Program. It holds free tennis clinics every Tuesday at Balboa Park for injured vets. It also runs a week-long camp once a year to help jump start veterans who may need extra help.For Krpata, it's been a life-saver. She's lost nearly 60 pounds. But more than that, she feels like herself again."I’m super confident now, enjoying my sports, enjoying myself again as a soldier and leaning down," said Krpata. 1996

SAN DIEGO (KGTV) — A pillar in San Diego's art community says it's being forced out of the neighborhood by high rent.La Bodega Gallery and Studios announced Tuesday it's closing its doors after six years following failed lease negotiations. SAN DIEGO (KGTV) - A North Park woman is wondering what went wrong after she quickly paid off a fine for a parking ticket, and then got hit with a big late fee.On the second Tuesday in November, Stacy parked her car on Meade Avenue near her home in the morning. When she got off work later that day, she found something unexpected on her windshield."I didn't read the sign correctly. Parked in a spot that said 'No Parking' and got a ticket," said Stacy, who asked 10news not to use her last name.For parking in a street sweeping zone, she received a ticket for .50."Wrote the check the next day and sent it in the mail the following day," said Stacy.Stacy says she included the ticket in her payment and put the citation number on the check."At that point, I thought everything was fine," said Stacy.A few weeks later, she got a notice from the city saying the citation hasn't been paid, and she had a few weeks to pay it. Stacy wrote another check for .50 and sent it in the mail. She stopped payment on her initial check. Fast forward to late December, when she got another notice. Her payment had been received, but she now owed a late fee of ."How I felt was frustration. I felt a lot of frustration, because I felt like I had done what I was supposed to do," said Stacy.Stacy ended up paying the late fee online. She's not alone. After posting details of her ordeal on the Nextdoor app, another driver responded with a similar story. He reported that his check wasn't processed until after the late deadline."My concern is other people aren't able to afford late fee," said Stacy.Stacy won't be mailing any more checks when dealing with the city. "If checks aren't the way to do things, and they can't get to the volume ... we just need to know about it," said Stacy.Stacy says her initial payment didn't get lost in the mail, because the city tried to cash it - weeks after the late deadline.A city spokesperson released the following statement:"Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments. Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ... (Stacy) put a stop payment on her original check payment. When stop payments are initiated on checks, it triggers an automatic process that rolls back the original payment. When this occurs, the bank will assess a stop payment fee that is added to the balance due. Late fees were automatically assessed. Her original payment was timely.
