SAN DIEGO (KGTV) -- The man accused of opening fire into a Hillcrest business has been found incompetent to stand trial. Stefano Markell Parker, 29, was facing attempted murder charges in San Diego in connection with the shooting at Golden Dragon Asian Bistro in February of 2019. Witnesses in the area that night described a man they say stood outside the restaurant armed with a rifle and opened fire. No one was shot. Witnesses say the gunman then changed clothes, providing a description. Police arrested Parker in the area later in the night. A spokesperson at the Jefferson County Jail in Alabama previously confirmed to 10News that Parker was in custody in recent years. In 2016, he was arrested in Alabama for possession of marijuana and drug trafficking charges. In 2017, he faced charges of distributing methamphetamine and possession of marijuana. Court records also show that Parker faced capital murder charges when he was a teenager in connection with a shooting from a vehicle. SAN DIEGO (KGTV) — The man accused of driving into a bicyclist and taking off will have to face a jury. The Oct. 2 crash on State route 67 in Ramona left the victim, Michelle Scott, on life support. Police say the man behind the wheel was Chase Richards, who allegedly kept driving for two miles with the bike lodged in his car. Prosecutors say he dismantled and disguised parts of his car to conceal the evidence. "Her condition has not really improved greatly in any way. However, its very, very small changes and we’re continuing to be hopeful and provide the best care that we can." SAN DIEGO (KGTV) -- The fight over short-term rentals in San Diego is about to get even worse. Less than a week after the city council added new regulations to those rentals, Airbnb, and two other companies are fighting back. Airbnb is teaming up with Share San Diego and HomeAway to collect signatures for a referendum to put the issue on the ballot for voters to decide. The group has 30 days to collect roughly 35,000 signatures and crews are already on the ground gathering signatures. The three companies have already donated 0,000 for these efforts. If all of the signatures are collected, the issue would go on the 2020 ballot. We reached out to the city for comment, but so far haven't heard back. 737
SAN DIEGO (KGTV) -- The National Weather Service is warning beachgoers ahead of the July 4 holiday about elevated surf and strong rip currents. A beach hazards statement will remain in effect until Friday at 3 a.m. According to the National Weather Service, waves will reach three to six feet accompanied by dangerous rip currents. “Remember to swim near a lifeguard if going out in the ocean,” said 10News meteorologist Megan Parry. SAN DIEGO (KGTV) - The California Highway Patrol said a person arrested at gunpoint on Interstate 15 in San Diego Thursday was suspected of driving illegally in the HOV lane and leading an officer on a pursuit.The chase happened on southbound I-15 just south of Aero Dr. at 5:30 p.m.Officers said the driver was in the high-occupancy vehicle lane and failed to pull over, leading to the brief pursuit.There are no reports of any injuries or a reason why the driver did not yield for the traffic stop.10News is monitoring developments in the story. 555
