SAN DIEGO (KGTV) - A judge decided Friday to place a sexually violent predator in the East County community of Boulevard. Michael Joseph Martinez, 64 has multiple previous convictions including child molestation and lewd and lascivious acts upon a child under 14, according to County Supervisor Dianne Jacob’s office.The judge added Friday that the sheriff’s department will be extra vigilant and security will be heightened.The judge decided to place Martinez at the Department of State Hospitals recommended location of 2135 McCain Valley Road. The schools closest to the address include Clover Flats Elementary School and Jacumba Elementary School, according to the San Diego County Sheriff's Department.A mother of one of the victims from 25 years ago spoke at the hearing saying, “I know that you can’t change the order and I’m glad that there’s going to be very strict ordering, but I hope this doesn’t happen to another child or family.”RELATED: Dianne Jacob slams proposed placement of predatorJacob said the placement would put public safety at risk. She adds that several sexually violent predators have been placed in East County in recent years and in some cases, the convicts ended up violating the conditions of their placement.In a letter to Judge David M. Gill, Jacob recommended that Martinez be placed in a state mental hospital or, if necessary, released to a trailer next to Donovan State Prison in Otay Mesa.Jacob represents San Diego County’s District 2, covering most of the eastern two-thirds of the county.San Diego County is home to approximately 4,000 registered sex offenders. SAN DIEGO (KGTV) - A man accused of sexually assaulting women at knife-point across San Diego will face trial.On Tuesday, Judge Maureen F. Hallahan bound over eight felony counts against 19-year-old Seth Roberts.Three of his alleged victims gave testimony on Tuesday, describing their encounters with him.The first was an 18-year-old woman who said she had dated Roberts for about two months last year. They had been living in Oklahoma but both decided to hitchhike to California in October. RELATED: Former pro skateboarder convicted of rape and murder granted paroleThe woman, whose name was not released, said they stayed in Los Angeles for a week before coming down to San Diego where they were staying in a tent at a campground.She told the judge Roberts forcibly raped her one morning, holding her hands above her head.“I was telling him it was wrong, saying it was rape,” she said.After, she said Roberts left to go to work and she called a Lyft car which drove her all the way to Arizona where she called police and reported the alleged rape.The second victim said she met Roberts while walking near the beach in Pacific Beach in November of 2018.“He seemed like a very nice person,” she said through an interpreter.RELATED: Police searching for additional victims in sex assault caseThe woman said she is from Brazil but had been living in Washington, DC working as an au pair for a family.She traveled with them to San Diego for vacation and bumped into Roberts on her day off.She said he began making small talk and told her his roommate had a Brazilian girlfriend. He convinced her to walk with him towards his apartment to meet her.But she said before they made it there, he directed her to an area on the side of a home and pulled out a knife.She told the court that Roberts put his hand down her pants and inserted his finger into her anus while holding a knife to her throat.“I thought of my family. I thought of my dreams, how much I wanted to come here,” she said. “I could have never imagined this would happen to me.”A third woman also testified, saying Roberts raped her in her home at knife-point after she refused his advances.Roberts is being held on ,000,000 bail. According to officials with the base, the individual is currently in quarantine in accordance with the CDC guidelines at his home. SAN DIEGO (KGTV) - A photographer who recorded a security guard's exchange in Lemon Grove with a woman about immigration is explaining the situation.Sonia Sorrano says she is still shaken by the heated confrontation she stopped to record while shopping with her 9-year-old daughter."How am I supposed to tell my daughter she can trust a person in a uniform and badge?" SAN DIEGO (KGTV) - A San Diego elementary school teacher was arrested this week and accused of distributing child pornography.Authorities arrested 59-year-old David Weaks, a fifth-grade teacher at Rosa Parks Elementary School in City Heights, Thursday and charged with distributing child pornography of young girls, including a toddler, according to a complaint filed by the U.S. District Court, Southern District of California.According to documents, a U.S. Department of Homeland Security special agent was able to download two child pornography videos of young females from Weaks computer through peer-to-peer software.The IP address associated with the download was tracked to a residence in San Diego and a subscriber with the last name of Weaks, the complaint says.Authorities say a search of Weaks' residence and his computer revealed numerous files featuring child pornography.The complaint said Weaks admitted to obtaining and distributing child pornography through the file-sharing software over the internet. He also admitted to possessing similar materials on an external hard drive.Weaks is scheduled for a detention hearing on April 24. The government has requested he be held without bond on the grounds that he "is a danger to the community and a flight risk."He faces a maximum of 20 years in prison and 0,000 fine if convicted. 1421
