Cigna wants to buy Express Scripts for billion.Cigna is one of the country's largest health insurers, and Express Scripts is one of America's biggest pharmacy benefits managers, which administer drug plans for more than 266 million Americans with employer and government health insurance. If the deal clears regulators, it would be the latest merger to disrupt the health care industry, which has been under heavy pressure in recent years as the federal government, employers and others attempt to control soaring health care costs. Drug prices, in particular, are a target, and pharmacy benefits managers are key players in that arena since they negotiate rebates from drug manufacturers and discounts from drugstores. The merger could give Cigna more control over drug prices, which is a major issue for insurers. Rival insurer Anthem said last year that it would partner with CVS to start its own prescription drug plan manager. And UnitedHealth already has its own drug benefits manager, OptumRX.Related: UnitedHealthcare will pass along drug discounts to some customersLast December, CVS agreed to buy health insurer Aetna for billion. Albertsons announced plans last month to scoop up what's left of Rite Aid. Walgreens bought the other half of Rite Aid last year for .4 billion.Cigna has been trying to strike a major deal for several years. It called off a billion merger with Anthem last year after a federal judge blocked the deal on antitrust grounds.A federal judge also put a stop last year to Aetna and Humana merging in a billion transaction last year. The Justice Department sued to block both deals.Other players are also looking to enter the health care sector in an effort to rein in costs. In January, Amazon announced it is partnering with Warren Buffett's Berkshire Hathaway and JPMorgan Chase to form a company aimed at saving themselves and their workers money on health insurance.The-CNN-Wire? & ? 2018 Cable News Network, Inc., a Time Warner Company. CHULA VISTA, Calif. (KGTV) -- While most students in San Diego County are distance learning, there are some schools that are doing a combination of virtual and in-person learning. One school in the South Bay is working with a hybrid system that makes sure all students get the same learning opportunities.St. Rose of Lima Catholic School in Chula Vista welcomed students back on campus a month ago. To keep class sizes small and following state guidelines, they split the older graders into separate classrooms. But not everyone returned to campus, as dozens of families chose to stay at home and do distance learning. So, the school put together a hybrid system that allows all students to participate in real time teaching no matter where they are. With the use of technology, the teacher can see the students at home and the students that are in both classrooms.Sixth-grade teacher Michael Hart said with the help of Zoom, a camera, and classroom speakers, he can engage all students in daily lessons.“I have a Logitech camera that tracks me so it will follow me around the classroom or if I’m behind my desk. It’s just a simple remote,” Hart said.He also uses an app that makes sure every student is called upon equally, so they can all participate in class discussions.Sixth-grader Zachary Lastrella told ABC 10News, “If Mr. Hart asks us a question either in here or in the Zoom or in the other room, then we can answer the question.”As for tests, all of the students complete those using their laptops via Google Forms.Hart added, “It’s able to randomize the questions, whether it’s multiple choice or fill in the blanks or an essay response, and it does come down to academic honesty.”Students say physically their “classrooms” may be different now, but the important elements are still there.Devraaj Jani, a sixth grade students, said, “We’re still in one class, and we’re still together as one.” 1908

CHULA VISTA, Calif. (KGTV) - A Chula Vista man is recovering after a painful encounter with a rattlesnake sent him to a hospital for several days.It happened in a quiet Eastlake neighborhood near a canyon. A week ago, along White Pine Ct., just before. 9 p.m., Lino Ayon was visiting a neighbor, inside a garage, when the neighbor pressed the remote. The door went up."As I stepped out, I felt like a pinch in my ankle area. Then I heard a rattle and by the time I said, 'Oh, that's a snake,' it bit me again," said Ayon. His neighbor tracked it down and killed it: a 3-and-a-half-foot rattlesnake. Meanwhile, Ayon quickly started feel the effects of the bites."My body started getting numb, my face and my chin," said Ayon. His left ankle -- where he had been bitten twice -- started to swell with pain. His speech was slurred."In my mind I knew what I wanted to say, but it wasn't coming out right," said Ayon.He was brought to the ER, eventually receiving two doses of antivenin. He was released from the hospital two days later."Very scary, never in a million years did I think I was going to be bitten by a snake," said Ayon. While rattlesnake bites for humans are fairly rare, experts say be on the lookout this time of year. It's birthing season, so there are more rattlers slithering about.Local snake wrangler Tom Mingha tells ABC 10News when the temperatures heat up, rattlesnakes become active at night, when it's cooler. That is when Ayon had his encounter. From now on, he plans to use a flashlight when walking around at night."Just be more cautious, more careful, and watch your surroundings," said Ayon. 1623
