LAS VEGAS, Nevada — A poem about the Oct. 1, 2017 mass shooting penned by a Las Vegas Metropolitan Police Department captain was unveiled at police headquarters on Thursday. LVMPD Captain Harry Fagel is a lifelong poet. His poem "The Route" about the 1 October shooting was unveiled at police headquarters, marking the end of a series of 1 October remembrance events. After Fagel wrote the poem, art collector and Nevada School of the Arts president and CEO Patrick Duffy commissioned to have it transcribed onto a scroll by a calligrapher."In our community, there is a much-needed component of healing," said Duffy. "That's what this scroll and poem are essential and we hope is that it will help bring solace to others."The executive director of the LVMPD Foundation said he felt Fagel's words were a reminder of a kind of collective healing that's taken place in the year since the shooting."It was simply mind-blowing that someone could take such an awful tragedy and turn it into such a powerful reminder of the good that exists and the good that responded to that awful event," said Tom Kovach. (KGTV) -- Local cannabis shops are sounding the alarm, saying higher state tax rates set to take effect next year will drive more customers to the black market.Starting January 1, the state will change the way it calculates the excise tax on all marijuana products, effectively raising the rate by 12.5 percent. The state will also adjust a fee charged to growers by the rate of inflation, raising it to .65 per ounce of flower from .25 per ounce.Marijuana is also subject to sales tax and local taxes, which at the Reserve dispensary in La Mesa is an extra 8.5 percent and 4 percent respectively.RELATED: Exclusive: Police raid illegal Chula Vista pot shop, as prosecution efforts ramp up“What we have here is a clean, safe product, but those extra taxes push people away because they don’t want to spend the extra money,” said Reserve budtender Owen Horsman. “And when that happens, they go and find their product at an unlicensed or illegal spot.”Industry analysts estimate the illegal market still overshadows California’s legal industry, capturing dollars for every spent at a licensed shop.Reserve owner Gregg Holda said the higher taxes will only widen the price gap between the two markets, and further incentivize customers to buy unlicensed cannabis products, which may be counterfeit or untested.“Unfortunately you could be consuming pesticides, molds, stuff that’s really bad,” he said.RELATED: 6 arrested at Chula Vista pot dispensaryIn a statement, the California Department of Tax and Fee Administration said the changes were required by the language of Proposition 64. The CDTFA is required to analyze cannabis transactions and set the tax rate every six months. The agency said the changes are designed to capture the appropriate amount of tax revenue that voters approved.The explanation has not reassured marijuana industry leaders.“We believe that the CDTFA’s decision to increase tax burdens on compliant operators is counter to developing a safe industry,” said the California Cannabis Industry in a statement. 2246
LA MESA, CA (KGTV) — Parents of children in an East County school district were looking forward to their kids returning to campus at the end of this month, but that might not happen.Students in the La Mesa-Spring Valley District are scheduled to return Nov. 30, but if San Diego County's COVID-19 cases push the county back to the most restrictive purple tier, that will not happen.Meg Jacobsen is the executive director of the district's education services. Her seven-year-old daughter is also a student in the district."My daughter loves to go to virtual school, but being on a zoom all day can be hard for students, especially little ones," said Jacobsen.Under the state's health mandate, schools that are already open in some capacity would not be affected by moving back a tier, but schools that are closed would not be able to open."If schools have opened for in-person learning, then they can continue with what they are doing. At some schools, where they may have opened several grade levels, say they opened K-3, and they planned to continue adding grade levels, those schools would be able to continue doing that," said Bob Mueller, program specialist at the San Diego County Office of Education.The mandate applies to individual school sites."In other places, where you might have one school in a school district opened and other schools not, those schools would be frozen," said Mueller.Jacobsen is hoping the county's number of COVID-19 cases goes down."This has been a rocky road the past six months for us. Our teachers have been just absolutely amazing," said Jacobsen.The district initially planned to open in mid-October but pushed back the date partly because of the outbreak of cases at nearby San Diego State."Like so many things in 2020, we've had to, I think the word is, pivot, make plans A, B, C and then when we find something new, we are prepared, but we have to be prepared and adjust the way we go," said Jacobsen.San Diego Unified is still planning to bring more students back on campus in January. Oceanside's school district is bringing back elementary students on Nov. 9, middle, and high school students are scheduled to return in January.Schools impacted by the purple tier would not be able to open until mid-December."Schools that haven't reopened in any capacity would essentially be frozen there for a minimum of five weeks," said Mueller."It's a waiting game at this point," said Jacobsen. (KGTV) - Three weeks after violence ripped through La Mesa, small businesses continue supporting one another, working toward recovery."It broke our heart when a lot of the glass was busted," Mike Miller said. He recently moved to La Mesa with his wife, Neng, charmed by the small town feel.The looting and destruction the night of May 30th after a rally against injustice sent a shockwave through the community.Leslie Thomas said she watched the horror from her balcony, just a couple blocks away. "We could see the flames and everything coming up, and we didn't sleep much that night but the next morning we got up and we said, 'you know what? We live here, what can we do to fix everything?'"That mantra reflected by hundreds who showed up that Sunday morning to help.As Leslie walked with her husband down the street they noticed "the liquor store on the corner down there, we walked by and we were like, 'Your windows aren't blown out!' and he was like, 'Everyone who knows me, who knows that I'm part of this neighborhood came out and protected my windows and I told them to go home and they wouldn't.' But he was out there giving water to everybody [Sunday] and he didn't question why he was doing it. People were giving out free coffee."A showing of sheer humanity.La Mesa neighbors aren't surprised to hear that generosity is still being extended weeks later.La Mesa Glass replaced the windows at Play It Again Sports June 11th and Bohemian House Saturday for free.The owners of Bohemian House said they were incredibly grateful for their gift, helping them get back to business.10News reached out to La Mesa Glass to ask how many businesses they have supported during this time and have not heard back yet.Neighbors said even the artwork painted over plywood boards standing guard in front of many La Mesa businesses were uplifting. Words and images of hope reminded them how strong and close their community is."I don't think this is going to change us in any way, I actually think it's going to make us a stronger neighborhood," Thomas said, defining La Mesa Strong.Some of the boards have come down but there are still more than a dozen businesses with plywood protecting their broken windows. 2229
