SAN DIEGO (KGTV) - Court services are being drastically reduced due to the Covid-19 pandemic, which affects both civil and criminal proceedings. The closure will last until April 3rd.“My fear is that we’re going to have situations where individuals are going to stay in custody longer than what the law permits,” said David P. Shapiro, a criminal defense attorney. “What happens to the individuals who are in custody who have a future court date?”By law, you should have your first court appearance within 48 hours after your arrest. That excludes weekends and holidays, according to a spokesperson with the District Attorney’s Office.“We are in constant meetings with the court and the Public Defender and the Sheriff, our law enforcement partners,” said District Attorney Summer Stephan.Stephan said they have dealt with closures, such as during our past major wildfires. They are working on a system to review criminal cases to see who is suitable for community release.“This is an evolving process, but what we’re trying to do is to maintain due process in the time of crisis,” Stephan said.A Sheriff’s Department spokesperson told 10News they are “working with the District Attorney’s Office and evaluating the impact” the court closures might have.“I was personally hoping they would have an emergency department available through all this just for arraignments, just for in-custody arraignments. Then we can at least address individuals who have been arrested,” Shapiro said.The court will still be available for restraining orders, emergency conservatorship, and search warrants. SAN DIEGO (KGTV) - Concerns continue to grow after the Del Mar coastline collapses three times in a matter of weeks.Large parts of the cliffs, between 8th and 11th streets, have come tumbling down to the shore. “Parts of the cliffs are still unstable but it’s difficult to tell when exactly that failure, or additional failures, may occur,” says Adam Young.Young is a Project Scientist with Scripps Institution of Oceanography. He says the timing of the collapses is unusual.“We see this activity in the winter time when we have a lot of rain. you can get a lot of land sliding but to have something in the summer time is quite unusual.”Scripps is continuing to monitor the coastline. In a statement from Del Mar City Councilman Terry Sinnott it says in part:“First, we working with SANDAG on a project called Del Mar Bluff #4 that will be built in early 2019 that will improve the drainage coming off the developed properties to the East. Second, there is a long-term solution which is to move the train tracks off the bluffs."Young also advises beach goers to be aware of their surroundings near the cliffs and to adhere to signs that say do not enter.Following a recent bluff collapse, the Del Mar bluffs have been three dimensionally mapped. SAN DIEGO (KGTV) -- County Supervisor Jim Desmond said Friday that more businesses throughout San Diego County can reopen pending approval from health officials.Those businesses include nail salons, massages, and tattoo parlors.Supervisor tweeted out the statement Friday, saying: "Pending County Health Official's approval, next Friday personal services (nail salons, massages, tattoo parlors, etc.) will be able to open in San Diego County!"The news comes after county health officials allowed gyms, hotels, and bars, among other businesses to reopen beginning June 12.RELATED: San Diego County gyms, bars, movie theaters reopening June 12Those businesses, according to the county, were required to complete a "Safe Reopening Plan" and share it with their employees and display it where customers and patrons can see it.Businesses are also required to follow public health guidelines, including the use of face coverings, increased sanitation, and rotocals for social distancing. 989

  

SAN DIEGO (KGTV) - Charles Schwab is the latest large investment firm to offer fractional stocks as a way to get more people to invest.The move puts more high-dollar, blue chip stocks within reach for younger customers."It's a big win to consumers in general," says Steven Fox, the owner of Next Gen Financial Planning. "That's particularly helpful for younger investors because they typically tend to have smaller accounts."A recent report says that 66% of millennials say they're afraid of the stock market. Fox thinks it's because that generation watched their parents go through multiple downturns and were turned off by its volatility.But, Fox says fractional stocks, and other new ideas from large companies are enticing more people to invest. He says many firms are starting to offer perks like zero-commission trades, fractional stocks, and on-line based accounts to help people save money and invest more."It may only be 1%, but for a lot of people over a long period of time, as you account grows more and more, that 1% can mean a difference of tens or hundreds of thousands of dollars that you would have available to pull out later in life."Fox says it also helps people keep a more diverse portfolio. He says this is the start of a shift to more direct indexing, where investors will be able to use fractional stocks to create their own groups of investments, rather than buying pre-set mutual funds or indexes."You're gonna see more technology come out that makes it easy to do direct indexing and consumers are going to see more and more options here," says Fox. 1585
