SAN DIEGO (KGTV) -- More victims have come forward, saying their financial advisor stole thousands of dollars in an alleged Ponzi scheme."He preyed on the elderly folks," said San Diego resident, Brian Taylor. Brian and his wife Sharon have been married for more than 50 years. Brian, a Navy veteran, said this is not how they planned to spend their retirement. "We enjoyed our lives. We don't enjoy our lives anymore," Brian said. Christopher Dougherty was their neighbor. Sharon said they knew their family well and often met for parties or gatherings over the years. They stated investing with Dougherty in the early 2000s. A few years ago, they moved money into his company C & N Wealth Management. The Taylors said Dougherty told them they were investing in tax-free municipal bonds. They learned later that was not true. "It was actually invested in heavy equipment," Brian said. "I couldn't believe it." They said it was all done without their knowledge. The couple learned about this just this past October. "He said, don't worry, you're getting your money back and we didn't know that was the day after he filed bankruptcy," Sharon said. The Taylors are the third couple Team 10 has interviewed regarding this alleged Ponzi scheme. Sharon and David Vega said Dougherty stole about ,000 from them. That money was meant to help their grandchildren when they go to college. "We have not received any funds back," Sharon Vega told Team 10.Diane and Jerry, who declined to use their last name, said Dougherty took more than million dollars from them, meant for their retirement. "We can't even afford a burial plot at this point," Jerry said. Late Tuesday afternoon, the Sheriff's Department confirmed a criminal investigation into Christopher Dougherty with at least 30 potential victims. Bankruptcy attorney Larissa Lazarus is with the Law Offices of Mark Miller. Their firm represents 11 people in the Dougherty bankruptcy case. "They are all just good, really kind people who unfortunately trusted someone who was a licensed financial advisor and wasn't actually looking out for their best interest." She said she could not say whether or not it was elder financial abuse, but Lazarus said Dougherty was "doing things he was not supposed to be doing as a licensed financial advisor." In 2011, Dougherty was charged with a felony for taking thousands of dollars from a youth sports league. He ended up pleading guilty to a misdemeanor and was sentenced to three years summary probation. Records from the Department of Insurance showed that Dougherty "took somewhere between ,000 and ,000 from the League's bank account" when he sered as volunteer treasurer. In a letter dated April 19, 2012, Dougherty wrote to the Department: ".. due to extreme financial hardship and personal issues, I suffered a lapse in judgment that was fortunately resolved within a short period of time due to my efforts." "If he gets away with it, he's going to continue doing it and we don't want anybody else to have to go through what we've gone through," Sharon Taylor said. 3085

SAN DIEGO (KGTV) - On Wednesday, the San Diego Police Department issued a press release in which the Chief reaffirmed his commitment to unbiased policing, months before the anticipated release of a new report about officers stopping people in the field. It comes amid community concern over a different report that suggests that minorities are stopped at higher rates.Over FaceTime on Wednesday, 10News spoke with Chris Burbank, a retired police chief from Utah who is now working with the Center for Policing Equity. It’s a nonprofit that looks at data surrounding police interactions with the community. “We try and reduce the disparity that exists in law enforcement today, throughout the country,” he adds.In September, his team partnered with SDPD to start analyzing the department’s stop data for a new report that should be released in about six months. Wednesday’s press release states in part, “Police Chief David Nisleit [reaffirms] his commitment to reviewing internal operations and making any necessary changes based on the report's findings."Last week, a separate ACLU-commissioned report was released that caused some community concern. According to the ACLU, records from SDPD and the San Diego County Sheriff's Department show a pattern of discriminatory policing against black people and people with disabilities. SDPD has not issued a formal comment on the ACLU-commissioned report. Last week, the San Diego County Sheriff’s Department sent 10News the following statement. “The San Diego Sheriff's Department is committed to providing the highest level of public safety in all the neighborhoods we serve. We expect all of our stops, detentions, arrests, and searches to be constitutional and within Sheriff's policy. We regularly meet with community groups which allow us to address concerns and continue to build trust with the citizens of San Diego County. We have just been made aware of a report evaluating policing in San Diego. It would be premature to speak about the findings prior to reading and evaluating the methodology used to reach the conclusions presented in the report. However, at a glance some of the statistics in the report do not correlate with our numbers. For example, the report seems to overstate the rate at which Blacks and Hispanics are stopped within Sheriff's jurisdictions. The numbers in the ACLU report do not appear to be consistent with our data. Once we have had ample time to review the report, we will provide a more comprehensive response.”10News reached out to the Sheriff’s Department again on Wednesday for any new comment. SAN DIEGO (KGTV) — Naval Base Point Loma was locked down Thursday over reports of a suspicious person.In a Facebook post, the base said "all personnel onboard the installation are directed to seek shelter in the nearest building and activate lock down procedure" and remain inside until told otherwise. The lockdown was lifted just before 2 p.m. and Harbor Drive was reopened to traffic. The base told 10News that it appeared the caller believed to have seen a suspicious person, but the person in question was not believed to be a threat.The base added the Gateway Youth Center and Patrick Wade CDC had been taken off lockdown and parents allowed to pick up their children.10News is monitoring this breaking news. 722

  

SAN DIEGO (KGTV) -- Police have arrested the man they say tried to sexually assault a woman at gunpoint inside a restroom at the Hilton in Old Town Tuesday.According to police, Jason Lee Jones, 31, was arrested and booked into jail for one count of assault with intent to commit a sexual offense.Jones was also arrested for an active parole warrant. According to police, the attempted sexual assault happened around 12:26 p.m. Monday at the Hilton on the 4200 block of Taylor Street.RELATED: Gun wielding man threatens woman in Hilton bathroomPolice say Jones went into the women’s restroom and attempted to sexually assault the victim with the use of a weapon.The woman was able to run out of the restroom and call police. SAN DIEGO (KGTV) -- Proposition 25 is a measure that would end the money bail system, replacing it with an assessment for public safety and flight risk. If approved, it would allow SB 10 –signed into law in 2018—to take effect.Team 10 spoke to a San Diego mother against Proposition 25. She did not want to be identified because her daughter has an open case. She said she was recently able to get her out of jail by paying bail.“It would be devastating not to have that available,” she told Team 10 over the phone. “Unfortunately, she is caught up in a very unhealthy relationship and she actually was the victim in this.”She said her daughter has mental health issues and is worried that her daughter would have unfairly stayed in jail longer.“Not having [bail] available, I wouldn't have been able to get her out especially with this whole pandemic going on. There [are] delays in the courts. Courts are not open.”While many civil rights groups have worked to reform the current system, some do not believe this proposal is better. The No on 25 ad features the President of the California NAACP.In the ad, Alice Huffman says “Prop. 25 ends our right to put up bail for anyone, even though they may have been racially profiled. Prop. 25 replaces bail with computer algorithms.”Backers of the measure believe Proposition 25 is a fairer system. Opponents believe it is a “new discriminatory system of computer-generated profiling,” according to the argument against Prop. 25 in the official voter guide.Legal analyst Michael Crowley said while parts of the ad are factual, there are misleading statements.“It is factually correct that this proposition will replace the cash bail [and] bail bondsman with algorithms. They say algorithms like it's a dirty word, but we live with algorithms every day,” Crowley said. “In fact, they're using some algorithms in the court system as we speak.”In reference the term “black boxes” used in the ad, Crowley said that it is a “term in the industry that is just used to talk about algorithms that they keep them proprietary.”The American Bail Coalition is a major backer of the No campaign. The Legislative Analyst's Office said if approved, it could increase state and local costs by the mid hundreds of millions of dollars a year. It could also decrease county jail costs in the high tens of millions of dollars.“In the criminal defense community, there are people on both sides on it,” Crowley said. “The civil rights groups have kind of split on it.” 2500
