There was a rare sight at San Diego City Hall on Tuesday.A local developer pitched a massive mixed-use complex with hundreds of homes to the council, in front of mostly empty seats. "Our focus has always been on creating a sense of place for the entire neighborhood," said builder Gary Levitt, of Sea Breeze Properties.Sea Breeze Properties plans to transform a 72-acre site just south of the 56 into hundreds of homes, plus offices, retail, and even a hotel and movie theater. The project, Merge 56, didn't get a single 'no' vote from multiple community planning groups.Some nearby residents even came to the meeting to support the project. But even with that backing, it still took five years just to get the council's unanimous vote of approval Tuesday.Levitt said the delays come from regulations, including environmental impact reports, and cost his company an extra million - about 15 percent of that in city processing fees.Councilman Scott Sherman said that is one reason we're in housing crisis. "At the end of the day all the prices get passed along to the consumer and the price of housing," Sherman said. Levitt said ideally it would take two years for a project to get approved. "It's a very expensive process and at the end of the day you're just playing with paper," he said. The project includes 242 new homes, condos, and apartments. Additionally, 47 of them will be affordable units. Two environmentalists did raise concerns about local impacts but the council didn't acknowledge them in their deliberation. Levitt's work, however, isn't done. He still has a number of permits to obtain. They're administrative, but he estimates it'll be about four months before he breaks ground. 1771

"So we think we are half Italian, quarter Czechoslovakian and a quarter polish."She agreed to help put these DNA tests, to the test. Makos gave saliva samples three times, one for Ancestry DNA, 23 and Me and MyHeritage. We sealed them up and sent them off and waited about 6 weeks.We got her results back and here's what Makos thought of them."It's shocking. It is really shocking. I can't imagine what technology they employ to get these results," she said.It's shocking because her results were all over the place. When it comes to Eastern Europe, Ancestry said she was 49 percent Eastern European, but 23 and me and MyHeritage only put the percentage in the high 20s. "When we look at it for example, it says the Balkans here… one says 34 percent and one says 18 percent. A bit of a discrepancy there."Makos thought for sure she is 50 percent Italian. 23 and me and MyHeritage says she's closer to 30 percent. She even had some North African DNA."I would love to know," Makos said about having North African DNA. "I know I get really tan in the summer but I didn't know I got that tan… who knows."The companies don't claim to be perfectly accurate, and use different algorithms. MyHeritage told us in a Skype interview, it maps more parts of the globe that other companies."MyHeritage DNA has 42 ethnic regions with percentages and that's the most on the market, Rafi Mendelsohn, spokesperson for MyHeritage said."Mendelsohn encourages you to read the fine print including what companies might do with your DNA profile after testing."Personal information provided to MyHeritage is never sold, licensed or shared with any third parties, he said." Both Ancestry DNA and 23 and Me say your DNA could be used for medical research by its "partners" after your name has been stripped out. Peter Pitts, a former FDA associate commissioner said, watch out."Companies will tell you that they may sell the information but nobody can find you," Pitts said. "And that's not true. There's been studies done at Harvard for example where a couple of professors got genetic information that was supposedly anonymous and was able to figure out who the people were through very easy mechanisms."He says the results shouldn't be taken as gospel and companies say don't use the findings to make medical decisions. "People need to understand that what they're getting back is an interesting snapshot not necessarily accurate or clinically relevant," Pitts said. It will happen through September 8.Delta and Southwest are blocking middle seats through the end of September. But other major airlines, including United and American, say they'll be filling flights.An MIT professor Arnold Barnett is laying out what your risk is of catching the coronavirus if the middle seat is filled.Barnett looked at research on the transmission of the virus and the number of cases. He assumed everyone would have a mask and that the mask is 82% effective. He found 1 in 4,300 is your risk of getting COVID-19 on a full plane. It's 1 in 7,700 if the airline keeps the middle seats open.“The takeaway is there is a difference,” said Barnett. “I think that it is statistically safer if the middle seat is kept open. The difference is measurable and perceptible, and the question then is if the risk is incredibly low, who cares if it gets cut in half. Then the issue is do people really think this level of risk is incredibly low and individuals will have to make that judgment.”The probabilities are based on numbers from late June. With more new cases, it’s likely there is a greater chance now.Barnett doesn't agree with airline arguments that even if they don't fill the middle seat, passengers still won't be 6 feet away from each other.“They seem to say, look if you're within 6 feet, it doesn't matter if it's 1 foot or 5 feet, you're the same level of risk,” said Barnett. “This bears no relationship to the literature or to physics. I mean the closer you are statistically, the greater is the risk.”Barnett is submitting his research this week to be peer reviewed, but says he wanted to make it available publicly before then, so people could have the information.Lawmakers, passengers and flight crew unions have called on the FAA to set policies for containing the virus.The government says it is advising the airlines that even if it's not passing new regulations.Airlines for America, which represents the major carriers, says mandates aren't necessary, because airlines have already taken extraordinary measures. 2148
