The state of Tennessee came one step closer to allowing wine sales on Sunday after state Senators voted to approve a bill which had already passed through the House. The vote passed 17-11 on Wednesday morning. Final approval will now lie in the hands of Governor Bill Haslam who needs to sign the bill in order for it to become law.   The controversial plan will allow grocery stores to sell wine on Sunday beginning January 1, 2019.It will also permit liquor stores to immediately begin operating seven days a week. However, liquor store owners argue they are at a huge competitive disadvantage against major grocery store chains, who don't need to make any staffing changes in order to be open on Sundays.  House members approved a similar plan on Monday by a vote of 53 to 35.If approved by the Governor, wine and liquor sales would be allowed from 8 a.m. to 11p.m. Monday through Saturday and from 10a.m. to 11p.m. on Sunday.Tennessee first voted to allow grocery stores to sell wine back in 2016 after years of back and forth and under constant pressure from citizens and grocery store lobbyists.   1151

The Royal Oak Police Department has completed our internal investigation into the August 13 incident involving an African American man and the Royal Oak police.On behalf of the police department, I would like to apologize to Mr. Myers for how he was treated. What should have been a very short encounter was extended when the officer involved insisted on getting Mr. Myers' identification. The officer had no legal right to demand the identification and should have simply advised Mr. Myers why we were there and allowed him to go on his way. The officer involved is a new, probationary officer and he made a mistake. This officer will be provided with remedial training to address this issue.Early in this encounter, Mr. Myers requested a supervisor make the scene. Although the first officer did not call for a supervisor, the second officer on scene did.The responding supervisor did not handle this situation in a manner I expect Royal Oak supervisors to conduct themselves. He did quickly advise Mr. Myers that he was free to go; however, he did not effectively look into the situation or allow those present the opportunity to express their concerns.This is not the practice of the Royal Oak Police Department and it is not acceptable. The supervisor has been disciplined and every Royal Oak police supervisor has received additional training in procedural justice.This incident stemmed from a 911 call in which the caller reported she was uncomfortable because a male subject was circling her vehicle, staring at her from across the street, and was possibly taking pictures of her and her son. In total, Mr. Myers was verbally detained for approximately 19 minutes. A supervisor was called to the scene, per Mr. Myers request, about 6 minutes into the encounter and the supervisor arrived approximately 11 minutes later (17 minutes into the encounter). Mr. Myers was advised he was free to go 2 minutes after that.This is an unfortunate incident where the ROPD did not live up to our own standards.Corrective action has been taken and we will continue to hold all members of the ROPD to the highest standards. 2124

The storm-weary Carolinas are preparing for another round of strong winds and drenching rains -- this time from Hurricane Michael.Michael is speeding toward the Florida Panhandle as a Category 4 storm, and is expected to make landfall Wednesday afternoon.From there, it'll move into the Southeast and some areas in North and South Carolina, where it's expected to bring strong wind gusts and drop 3 to 5 inches of rain when it passes central parts of the states Thursday and Friday, CNN meteorologist Michael Guy said.While it doesn't sound like much compared to last month's record Florence rainfall of 30 inches or more in some areas, any amount of rainfall on already saturated grounds could lead to flooding.Northeast South Carolina, from Columbia toward Myrtle Beach, and southeast North Carolina, were among the areas hardest hit by Florence, and will get a drenching from the latest hurricane, Guy said. The world's No. 1 tennis player’s offer to upgrade a tennis center in Boca Raton was rejected by the public park system’s leadership Monday, and many in the community call it a win. The Greater Boca Raton Beach and Park District had been looking to upgrade Patch Reef Park since 2014.Tennis star Rafael Nadal wanted a tennis academy in his name, which would have included restaurants, dorms, indoor and outdoors courts.The district has been looking at renovating the tennis center at Patch Reef Park since 2014. Last summer, Rafael Nadal had reached out and offered to help build a new indoor facility. "It just wasn’t right. It was wrong. We’re happy to have Nadal here but build elsewhere. This place belongs to the people of Boca Raton," said Dina La Voe, an advocate of Patch Reef Park. Instead, the park will make a request for proposals and have more public input. It’s possible for Nadal to win a bid that way.At the beginning of the month, renderings of the facility were shared and the facility was called the “Rafael Nadal Academy.” The renderings showed indoor and outdoor tennis courts, dormitories, and restaurants.District executive director Arthur Koski said the district was not going to agree to what the Nadal group had offered. “We advised the Nadal group that an academy would not be something we would consider.” “Right now, we think the best first step is a step backwards,” said Koski.Some people in Boca Raton were not happy to hear about the proposed Nadal Academy. “It looks to me like they are tearing everything out of here,” said Dan Bianco. Koski said he would like to see different ideas about an indoor tennis center that would fit everyone's needs.  1745
