SAN DIEGO (KGTV) — In preparation for high heat expected this month, the county will close six parks.Officials close the parks every August as a safety measure for the typically high temperatures recorded at the sites.The following parks will be closed through Aug. 31:El Capitan Preserve, LakesideHellhole Canyon Preserve, Valley Center Mount Gower Preserve, Ramona Wilderness Gardens, PalaIn addition to the four parks, two more parks will continue to be closed throughout the summer until Labor Day weekend:Agua Caliente Regional Park, Anza BorregoVallecito County Park, JulianThe closures also give Department of Parks and Recreation staff time to perform much needed maintenance at the parks.There are still more than 100 other trails throughout the county to explore during the summer. Officials, however, warn hikers to be smart wherever they hike this summer. SAN DIEGO (KGTV) -- In an effort to help San Diego's homeless population, the City of San Diego is proposing a third storage facility the homeless can use to store their belongings. The city organized a town hall in July to gather input for the facility that would be placed on 54th and Lea Street.According to the San Diego Housing Commission, the facilities provide a "safe place for individuals who are experiencing homelessness to keep their belongings as they look for work, attend classes, or meet with a service provider or doctor."One of the centers, located on the 200 block of 16th Street, provides bins for more than 400 homeless individuals. Although the centers provide a service to San Diego's homeless population, some residents have made their opposition clear. Before one of the facilities opened in Sherman Heights, residents voiced their concerns. Neighbors told 10News they worried the facility would increase illegal activity and pose safety concerns in the area. To address concerns, security was placed inside the building as well as patrols sent out into the neighborhood. SAN DIEGO (KGTV) — Local activists are accusing the city of San Diego of slow-playing their proposal to create an independent commission on police practices - to the point that it died.The measure would have created a board with subpoena power. And the ability to launch its own investigations.The board, which would have been called the Independent Commission Police Practices, would have addressed several of the concerns raised by the County Grand Jury about the city's Community Review Board.Those concerns include a lack of subpoena power, access to only some complaints, and an appearance some find too closely linked to the San Diego Police Department. Women Occupy San Diego's proposed an independent board that would have subpoena power."We would have independent investigators who would talk to the witnesses, who would look at all the documents, who would do the same things that (Internal Affairs) does," said Kate Yavenditti, a local attorney and one of the group's members.Women Occupy San Diego filed the measure in March, but earlier this month the City Attorney's said the San Diego Police Officers Association and the Municipal Employees Association needed to be consulted before it could go to the November ballot, due to a law called the Meyers Milias Brown Act.A city attorney memo said the the organizations needed to be conferred with because the measure could impact their working conditions.Yavenditti said she learned of this at a rules committee meeting on July 11, and the City Council didn't docket the issue until Monday, just less than two weeks before the Registrar of Voters deadline for the November ballot.It was too close, so the council voted not to move it forward."At this point, there's nothing we can do about it except talk about what we believe was a deliberate delay," Yavenditti said. A city spokeswoman said this measure was treated the same as all the others that were vying for the November ballot. Jack Schaeffer, president of the San Diego Police Officers Association, said he stood by the current Community Review Board. He noted it has trained experts doing investigations, they pick apart all the evidence and come to appropriate conclusions."It's almost like a big audit of what we’ve done as investigators," he said. "If you look nationwide, a few different ways to do police oversight and not one of them is really any better the other."Yavenditti said her group is now eyeing the proposal for the 2020 ballot. 2489

  

SAN DIEGO (KGTV) — Locals and visitors in San Diego's mountains Friday awoke to a winter wonderland of snowfall.A Thanksgiving storm brought a fresh coating of snowfall to the county's higher elevations, including areas of Julian, Descanso, Palomar Mountain, Pine Valley, and Mt. Laguna. A winter storm warning will continue through 10 p.m. Friday.San Diego mountains can expect to see about 10 to 18 inches of snow above 5,500', 10News meteorologist Megan Parry reports. Areas between 3,000 and 4,000 feet will see trace amounts to 2 inches of snow, and areas 4,000 and 4,500' can expect about 3 to 8 inches.
