SAN DIEGO (KGTV) -- A man who led police on pursuit was arrested early Monday morning after spending 45 minutes on the roof of a Webster home.San Diego police officers attempted to stop a dark colored Kia shortly before 12:30 a.m. on 49th and Federal Blvd. after the driver was seen driving recklessly.The driver crashed into an embankment and pole on Marilou Road, and that's when police said the suspect jumped out and took off running.Police chased the man for several blocks, even jumping fences and running through backyards. The suspect then climb on top of a home, leaping across rooftops trying to get away, but was surrounded.The suspect sat on the rooftop on Brookline street and told officers he would not come down until they put their guns down.The suspect eventually surrendered 45 minutes later. Firefighters were called in to put a ladder up and help get him down.He's being evaluated for DUI and faces felony evading charges. 950

SAN DIEGO (KGTV) - A man was arrested after the mother of a three-year-old girl called the San Diego Police and said her daughter was kidnapped and inappropriately touched by her neighbor.Police say the ordeal happened just before 10 a.m. Saturday, on Maple Street near Oak Park Elementary School.Two uncles spoke with 10News off camera, saying they heard their cousin "making a fuss" about her window being broken into, the same bedroom where their niece was taking a nap."He snatched her from the window... Three minutes to ten minutes that she was in there," one uncle said.When the girl was back home, the uncles said she seemed upset and reserved. Once she started talking, and the family had an idea of what may have happened, emotions boiled over."My cousin just went in for the shine like the first shot he made him bleed like I think he cracked his nose," he said his sister pulled them apart, and the man ran off.Blood stains were visible on the concrete outside. "Something had to be wrong with him, for him to balls up and come through a window with like ten people in the house," he said. The family knew the neighbor was mentally ill but did not think to this extent.The toddler and her parents then went to the hospital to get "a rape kit, just make sure everything’s fine, and we don’t exactly know what happened to her she saying that she was touched."The incident happened right across the street from Oak Park Elementary School, where students will come back to class August 28th. The San Diego Police Sex Crimes Unit is investigating the incident. 1635

SAN DIEGO (KGTV) – A pursuit sparked an officer-involved shooting in Imperial Beach late Saturday night. According to police, officers tried to pull over a Ford F-150 that was reported stolen around 10:30 p.m. Saturday on the 1900 block of Dairy Mart Road. Police say the driver didn’t stop, instead driving into a cul-de-sac, making a u-turn and driving toward officers. “Believing his partner was going to be run over, one officer fired his service weapon to defend the other officer,” police said in a news release. At some point during the pursuit, the suspect threw a handgun out of the truck. RELATED: One shot, killed at Linda Vista recreation centerThe suspect eventually stopped on the 1200 block of Holly Avenue in Imperial Beach and ran away from the scene with a female passenger. The woman has since been located while police continue to search for the suspect. Homicide detectives have been called to investigate due to an officer firing his weapon, police say. It’s unclear whether or not the suspect was hit. Police say the officer who fired at the suspect is a three-year veteran of the department. No officers were injured. SAN DIEGO (KGTV) - A new report paints a grim picture of the housing supply in San Diego.According to numbers just released by the Southern California Real Estate Research Council, housing permits in San Diego County dropped by 43% through the first six months of 2019, compared to the same period in 2018.So far this year, there have been 2,037 units of housing permitted in San Diego."We are in deep trouble in housing production," says Borre Winckel, the President of the Building Industry Association of San Diego County. "We can't build the housing for the people that need it most."Winckel says decades of increased costs from state and local fees, regulations, labor costs and more have led to this point. He says it's too expensive for developers to build anything that the average San Diegan can afford. He says that's pushing the "workforce" population of teachers, first responders and military out of the market."There will be homelessness, and there will be more workforce displacement to Temecula and points beyond," says Winckel. "That's all because we have screwed up the regulatory environment that exists to build houses for the people that need them."The numbers show a steady decline in housing construction in San Diego.2015: 6,403 permits2016: 6,0362017: 5,2302018: 4,2862019: 2.037 (so far)Winckel says the only solution is to ease regulations and make it easier for companies to build.According to the report, Santa Barbara had a 40% decline, while Los Angeles and San Bernardino had declines in permits around 20%. 1547

  

SAN DIEGO (KGTV) - A New York-based pastor who was placed on a government watchlist after traveling to Tijuana to work with migrants is suing the federal government. Kaji Dousa is the senior pastor at Park Avenue Christian Church in New York and a member of the New Sanctuary Coalition, which works with immigrant communities.She had also been the senior pastor at the Table United Church of Christ in La Mesa for several years until 2016.According to a federal complaint, in November, Dousa started traveling to Tijuana as migrants from caravans continued filling the churches and shelters of the border city.“What I do is I go and meet and pray with people. I listen to them. I offer all the gifts of pastoral office,” said Dousa.She traveled multiple times across the border until January, when she was stopped by border agents and taken into a secondary screening area.According to the complaint, a Customs and Border Protection officer interrogated her, at one point asking “about Pastor Dousa’s assistance to asylum seekers and whether she encouraged them to lie in asylum applications.”Dousa denied the claims, but explained “that sometimes during her ministry she assisted asylum seekers, many of whom speak no English, in explaining what caused them to flee their homes,” according to the complaint. 1316
