SAN DIEGO (KGTV) - A new option for bike lanes along 30th Street in North Park looks like a compromise between cyclists and business owners.The new proposal, called Option A+, would build dedicated, protected bike lanes along a 2.4 mile stretch of 30th Street, stretching from Juniper to Adams Avenue. That's longer than initially planned.In return, business owners will get to keep some of their parking. That stretch has around 550 parking spots. The original plan removed all of them. SAN DIEGO (KGTV) - A local business owner is warning others about a phony debt restructuring company that he said cost him thousands of dollars.Hugh Herrera owns Pacific Beach Vinyl."What we're selling is music, which is one of the uplifting things of life," Herrera said.A couple years ago, Herrera needed help managing his debt with the business. After a situation with a lender, he eventually turned to what he thought was a legitimate debt restructuring company. He received a solicitation in the mail and gave the company a call."It sounded like something viable to me," Herrera said.He started working with Corporate Restructure, Inc. He said he paid about 0 a week."In the end, the net result, we'd pay about half of whatever we owed through making weekly payments to this firm," Herrera said.  Instead, Herrera said Corporate Restructure took about ,000 and ran."They just disappeared. Couldn't get a hold of them," Herrera said.According to news releases from the Department of Justice in New York, the men behind Corporate restructure faced dozens of charges related to bank and mail fraud. The news release dated late last year said there were approximately 200 victims that lost a total of .2 million."Somebody should really look out for predatory-type people, obviously, because that's what happened to us," Herrera said.He is now working to pay off his existing debt after he learned an expensive lesson."Things are looking better. He has hopes of getting some of his money back after the criminal proceedings in his case are finished.The Federal Trade Commission recommends people to contact creditors directly for assistance with debt. SAN DIEGO (KGTV) — A new program promises to help San Diegans get high-paying tech jobs without the crippling student loan debt.It's through a partnership between the San Diego Workforce Partnership and UC San Diego Extension, offering students what's called an income share agreement (ISA). With the ISA, tuition is covered and students agree to pay a small proportion of their income for a set period of time after graduating.“If the program doesn’t work for you and you don’t get a high paying job, you pay nothing. If it works, you pay a small percentage of your income back into the fund. And that fund, you pay it forward to the next cohort of people coming behind you," said Andy Hall, Chief Operating Officer of the San Diego Workforce Partnership.RELATED: Realtors expect busy spring for buyers and sellersThe programs include front-end web development, Java programming, business intelligence, or digital marketing; each costs ,500.“The ranges are you pay nothing if you’re making under ,000, if you're making over that, you'll pay between 5 and 8 percent of your income, and then you'll never pay more than about 1.6 to 1.8 of what was initially financed for you," said Hall.The program is possible thanks to million in grant funding, with Strada Education Network providing an initial .2 million. Strada granted the money to the Workforce to increase access and diversity in tech through ISAs.Dr. Josh Shapiro, UC San Diego Extension Assistant Dean of Research Affairs, says the university wants to extend its reach into the community.“Assuring everyone has access to a world-class education, regardless of where they live, their means, their socioeconomic status," said Shapiro. He says the ISA model is one which could be used for undergraduate programs in the UC System down the line. SAN DIEGO (KGTV) - A jury deadlocked Friday on two key charges regarding a drunk driving crash that killed a Lyft driver on SR-94.Steven Quintero was charged with six counts including murder and gross vehicular manslaughter in the Oct. 1 death of 41-year-old Henry Reyes of Escondido.The jury reached verdicts on four counts, finding Quintero guilty of DUI causing injury, DUI, hit and run with death, and driving on a suspended license. The judge declared a mistrial on the murder and gross vehicular manslaughter charges.RELATED: Testimony in Lyft?driver's death continuesReyes was taking three women home from a night downtown when the crash happened. One of the women became ill and Reyes pulled over on the shoulder of SR-94 near 28th St. to give her some water.Minutes later, the Lyft car was hit from behind by Quintero’s car. Reyes, an aspiring dentist and the father of a 2-year-old child, was killed as he walked around the car to get back in."I was hit so hard I didn't know where I was," said passenger Kelly Hoffman, who was on the phone in the backseat when the collision occurred. Hoffman testified that she had a broken bone of the top of her foot, whiplash of the neck, and a concussion.Passenger Sarah Smith, who had cuts to her chin, a neck injury and a bruised spine, said she has no memory of the crash.At Quintero's arraignment, Deputy District Attorney Cally Bright said the murder count was warranted because a previous charge of driving under the influence was filed against the defendant in November 2015, and because he allegedly left the scene of the fatal crash. 1604
