(KGTV) — Protests continue to move into the suburbs and other cities of San Diego County, including one Wednesday morning in Solana Beach along Highway 101.Mayor of Solana Beach Jewel Edson helped the two organizers put a rally together in the beach community in less than 24 hours. “We really wanted to this to be our city coming together,” said Edson. Roughly 100 people showed up with signs at Solana Beach City Hall. Susana Arnold, one of the two organizers, said "this is the passion that is existing in all of us, that is absolutely sick of the injustice. I think posting memes and sitting watching the news is not enough." The group, including many families with small children, took a knee at city hall before taking their march up the 101. Arnold and co-organizer Tina Zucker said they wanted their march to be local, peaceful and safe. Many cars driving by honked in support. "We are powerful once we say something," added Zucker. 970

Shannon Silver had planned to take her family on a trip from her home in Connecticut to visit relatives in Ohio just before the start of the school year for her two children.But she and her husband reversed course when people traveling from Ohio were added to a list of those who must quarantine for 14 days upon entering Connecticut. That requirement might have meant her 10-year-old son would miss the first day of sixth grade at St. Matthew School in Bristol.“We weren’t going to do that, especially at the beginning of the school year,” Silver said. “Plus, he really didn’t want to miss the last two weeks of summer by having to quarantine.”The family instead went to see other relatives in Colorado, which wasn’t on the list.As states around the country require visitors from areas with high rates of coronavirus infections to quarantine upon arrival, children taking end-of-summer vacations to hot spots are facing the possibility of being forced to skip the start of in-person learning at their schools.More than a dozen states have such travel advisories, including many in the Northeast along with Alaska, Kentucky and Ohio.More than 30 states are on the list issued by Connecticut, New York and New Jersey in an attempt to prevent another surge of COVID-19 in the region, which was among the hardest hit early in the pandemic. As schools in the Northeast prepare to open early next month, officials are urging parents to be mindful of that guidance while planning any Labor Day getaways.In Connecticut, where infection numbers are among the lowest in the country, more than half of schools are planning to open for in-person learning. Gov. Ned Lamont made it clear this month that neither students nor teachers would be exempt from quarantine if they visit a hot spot.“Don’t go to South Florida; don’t go to Phoenix, Arizona, and skip El Paso, Texas, and I would stay away from Southern California for a while too,” said Lamont, a Democrat. “I would stay close to home. New York has been stopping some out-of-state travelers at checkpoints to ensure they are abiding by the quarantine — a move that has come under criticism.Both New York and New Jersey also are holding out hope for many school districts to offer in-person learning this fall, although Murphy recently authorized the state’s more than 600 school districts to implement virtual options.New Jersey’s school reopening plan doesn’t directly address students who are in quarantine when the year begins.Some school districts, like Willingboro, have reminded families to quarantine if they’re returning from states listed on the advisory. Others, like the state’s largest in Newark, don’t directly mention the advisory in their return-to-school plans.Nancy Deering, the ombudsman for Newark’s public schools, said the plan is “fluid” and guidance could be added at some point. She pointed to the fact that teachers and staff must produce a negative test and undergo a symptom screening to return to school in person.But schools will simply have to trust that students who have traveled to hot spots are coming clean and following the rules.Walter Willett, the superintendent of schools in Tolland, Connecticut, said he fears that students might lie, so they can attend in-person classes. His schools are making sure that every class has an online learning option and will try to ensure kids don’t miss a beat if they need to quarantine.“We have to be vigilant in protecting each other and, please, if you are in one of these situations, know that you will be supported. It’s important for the families to know that we have remote learning, online learning for them and that it’s not a permanent thing,” Willett said.Many of the travel restrictions in place are moving targets, complicating planning for families. Last week, for instance, a handful of states were removed — including nearby Rhode Island and the Silvers’ destination of Ohio — and a few more added to the tristate area’s list.Erin McCall, of Avon, Connecticut, said she also was going to postpone a trip to Ohio, before it was removed from the list. She said she now plans to keep her son home this fall anyway because the safety line always seems to be moving.“Everything is put on hold, vacation, going back to school, because everything is changing so rapidly,” she said. “If I had more confidence in the school system and its ability to sterilize everything and make everything safe, then maybe I’d change my plans. Now, businesses are finding they also need to develop policies for face coverings."No pun intended but there’s no one size fits all here. Employers need to be looking at the state and local laws to determine whether masks are mandatory. I know that several states have mandatory mask requirements in public spaces, so of course they’ll want to look at those laws to make sure they're complying with them," says Amber Clayton, Knowledge Center Director for the Society for Human Resources Management.Clayton says employers will also need to consider employees who may not be able to wear a mask, whether it be for medical or other reasons."Employers may have to potentially provide a reasonable accommodation in those situations. That might look like allowing the person to work from home, taking leave or modifying their workspaces where they're working within an area that is maybe not as much public facing," says Clayton.For medical reasons, employers could require a doctor's note. Whether it's an employee handbook or company-wide email, employers should have some type of documentation so employees and any customers coming into the office are aware of expectations when it comes to wearing face coverings. Valerie Keels, who heads up her HR department at Gavi in Washington, DC, has developed a mask-wearing policy for her office."The building has imposed those restrictions, as well, in the common areas so when people come into the building they have to wear a mask. When they go into the elevator they have to wear a mask. So it's just consistent with what's going in the building," says Keels.Keels has what they call a "Code Red" which means people can come into the office if they register online. It helps them keep track of the number of people in the office space. Once they get to the office, their temperature is taken and they're given a mask to wear for when it's needed.When you're in an enclosed office space, you can take off your mask. "And even when you're at your own work space because we're also respecting social distancing," says Keels.As for enforcing a mask policy, some businesses could come across people who disagree with a face covering policy."Employers have the responsibility to keep the workplaces safe for their employees and if this is something that's required and the employee refused to wear it, then there needs to be something in place to address that - whether it's sending the employee home or providing leave, or making modifications to the worksite," says Clayton.It's important for employers to work with people and their individual situations before resorting to reprimands. That fixation on returning to normalcy may be rooted deeply in the kind of purpose most people find in routines."Normal is like this mirage on the horizon of what life was like before February in the United States," explained Mike Serazio, who serves as an associate professor of communication at Boston College.Just the word itself, Serazio says, brings a sense of certainty to people. With COVID-19 impacting nearly every facet of our lives, it's created a longing for the way things were, especially given how stressful life can seem right now."Part of what we seek in normalcy is something that is comfortable, familiar and sustainable. I think we’re all still in a daze in terms of how this has played out,” Serazio added. “The hopes this would be more temporary are not panning out.”Beyond the word itself, there's another reason the concept of normality sticks so profoundly in our subconscious. Nicholas Wagner, who studies psychological and brain sciences at Boston University, says structure and routine help humans navigate uncertainty."That sense of routine and security helps provide us the bandwidth to make advances in other areas of our lives," Wagner said.The loss of normality has deeply impacted kids. For them, patterns and routines are central to development and growth.Wagner's advice for parents who have kids who might be struggling right now is to establish some semblance of a routine. Either setting a specific bedtime or a time during the day when chores need to be done and then hanging a calendar on the fridge that kids can visually reference."That sense of security will establish a new sense of normal for kids." 1790
