Gov. Newsom and the county paved the way for restaurants across San Diego County to serve tables indoors at 25 percent capacity, after two months of outdoor only. Still, it’s unclear whether the increased restaurant capacity will lead to more jobs- as tens of thousands of displaced workers wait for the call.In July 2019, more than 130,000 San Diegans worked in county restaurants, according to the state Employment Development Department. Last month - with restaurants at outdoor only - that number was just 103,000, a nearly 21 percent drop.Alan Gin, an economist at the University of San Diego, said restaurants will be cautious when it comes to adding staff.“If they can get by without additional staff I think they're going to try to do that,” Gin said. “But if they're strained, if they're already at capacity and to add those 25 percent they're going to need to bring more people back, I think that's what they'll do.Engman says Breakfast Republic will be hiring with the increased capacity, but it’s too early to know the number. He says, however, that he is concerned about winter weather amid still mostly outdoor dining in the coming months.Engman says what would help spur hiring - another round of government stimulus Paycheck Protection Program loans. 1887

-SAN CLEMENTE ISLAND (CNS) - The remains of seven U.S. Marines and a Navy sailor were recovered Friday after going missing near San Clemente Island when their amphibious vehicle sank during a training mission last month.The remains were recovered during underwater salvage operations, the 1st Marine Expeditionary Force announced Friday evening. The remains will be transferred to Dover Air Force Base in Delaware to be prepared for burial."Our hearts and thoughts of the 15th Marine Expeditionary Unit are with the families of our recovered Marines and Sailor," said Col. Christopher Bronzi, commanding officer of the 15th Marine Expeditionary Unit. "We hope the successful recovery of our fallen warriors brings some measure of comfort."The U.S. military announced Tuesday it had located the amphibious assault vehicle that sank last week off the coast of San Diego County, killing nine young servicemen, and confirmed the presence of human remains where the vessel came to rest on the sea floor.The naval Undersea Rescue Command made the discovery near San Clemente Island on Monday using video systems remotely operated aboard the HOS Dominator, a merchant vessel whose crew specializes in undersea search and rescue.The amphibious troop-transport vehicle was en route to a waiting ship during a maritime training mission about 80 miles west of Encinitas when it foundered for unknown reasons about 5:45 p.m. July 30, according to Lt. Gen. Joseph Osterman, commanding general of I MEF.The 26-ton vessel went down roughly 1,600 yards from a beach on the northwest side of the island in water nearly 400 feet deep.Seven members of the Camp Pendleton-based crew survived the accident. Medics took two of them to Scripps Memorial Hospital La Jolla, where both were admitted in critical status. One was upgraded to stable condition as of Sunday night.The other five rescued Marines received clean bills of health and returned to their units.Pronounced dead at the scene of the accident was Lance Cpl. Guillermo S. Perez of New Braunfels, Texas. Perez, 20, was a rifleman with Bravo Company, Battalion Landing Team 1/4, 15th Marine Expeditionary Unit.The 15th MEU, I MEF and Makin Island Amphibious Ready Group searched in vain for nearly two days for more survivors or their bodies, finally concluding the operation Saturday after 40 hours of scanning some 1,325 square miles of water by sea and air.The other lost service members have been identified as:-- Pfc. SAN DIEGO (CNS) - A former biologist at the San Diego Zoo was sentenced Wednesday to six months in federal prison for embezzling hundreds of thousands of dollars by cashing payments for false invoices he created.Matthew John Anderson, 50, of Ramona, pleaded guilty earlier this year to a theft charge for taking more than 6,000 from the zoo over the course of eight years. The U.S. Attorney's Office said that as a citizen of the United Kingdom, Anderson will likely face deportation once his sentence is completed.He has paid the full restitution amount back to the zoo, the U.S. Attorney's Office said."For years, this defendant took advantage of the trust of one of our city's most beloved institutions," said U.S. Attorney Robert Brewer. "His theft compromised the San Diego Zoo's world-renowned conservation work, made possible by government grants, charitable donations and the work of thousands of unpaid volunteers."Prosecutors said Anderson created dozens of fake invoices -- often using the name of fictitious vendors -- then submitted the invoices to the zoo for payment for products that were never purchased or received. Additionally, he submitted invoices for his personal expenses.The zoo sent payments to accounts he controlled or to other third parties, who sent the bulk of the payments to Anderson, prosecutors said.Anderson worked at the zoo for more than 17 years and served as the director of behavioral biology for the zoo's Institute for Conservation Research. He was fired in late 2017, according to the U.S. Attorney's Office. 1563

  

SAN DIEGO (CNS) - A 16-year-old girl and 11 women were recovered during a two-day human trafficking operation in San Diego County that also resulted in the arrests of five men and a woman on a variety of charges, authorities announced."Operation Home for the Holidays" was conducted Monday and Tuesday and aimed at recovering juvenile victims and involved detectives from the San Diego County Sheriff's Department working undercover as sex buyers looking for online ads of suspected juveniles, according to a statement from the department.Child Welfare Services and a juvenile advocate assisted with the recovery of the teenager and the women were offered resources, the statement said.Deputies arrested five men for suspected prostitution-related violations, including one who was in possession of a gun at the time of his arrest. A woman was arrested for trafficking of a minor, the department said. It was unclear if the minor recovered was the one being trafficked by the woman."I'm proud of the great work being done by the San Diego County Human Trafficking Task Force," Sheriff Bill Gore said. "The cooperation between the sheriff's department and our local, state and federal law enforcement partners is sending a clear message that human trafficking will not be tolerated in San Diego County."The operation was a cooperative effort of the San Diego County Human Trafficking Task Force involving the California Department of Justice, California Highway Patrol, Federal Bureau of Investigation, Homeland Security Investigations, National City Police Department, San Diego City Attorney's Office, San Diego County District Attorney's Office, San Diego County Probation Department, San Diego County Sheriff's Department, San Diego Police Department and the United States Attorney's Office, Southern District of California. 1835

  

SAN DIEGO (AP) — The U.S. Marine Corps says two Marines were shot during a live-fire training exercise at a Southern California base involving hundreds of troops.The military says both were airlifted Sunday from the Marine Corps Air Ground Combat Center at the Twentynine Palms base east of San Diego to an unnamed California hospital.2nd Lt. Samuel Banks says one Marine was later released and the other remains hospitalized in serious condition.He says the Marines are stationed at Twentynine Palms. The Marine Corps says in a press release that officials are investigating the circumstances of the accident.Banks says the military is not releasing any details at this time. 684
