MOSCOW, Jan. 21 (Xinhua) -- Russian and Chinese companies started construction of an iron ore dressing plant Friday in the Evreyskaya Autonomous Oblast to provide high-grade iron ore to the Asia Pacific region, including China.Yury Makarov, chief executive officer of IRC Ltd., told Xinhua the plant would reach its designed capacity in 2013 at 10 million tons of iron ore and 3.2 million tons of iron ore concentrates, which contain up to 65 percent iron.Makarov said that 20 percent of the iron ore concentrates, which are natural iron ore processed through crushing, grinding and dressing, would be used to meet demands of Russia's far east and the rest would go to the Asia-Pacific market. Currently, China imports large amounts of concentrates from Brazil, Australia and India."We are very open to interaction with various countries of the Asia-Pacific region, especially China. The volume of processed iron ore has been increasing every year. We will be happy to deliver iron ore to your companies as well as any other consumers who are willing to purchase our products," he said.The plant will draw its resources from the Kimkanskoye and Sutarskoye deposits and send its products through the Khabarovsk Krai and the Suifenhe port to China.The plant is only 7 km from the Trans-Siberian Railway. A railway bridge is being planned between Evreyskaya Oblast and Heilongjiang to further shorten the supply route.Total investment in the plant is 400 million U.S. dollars, with 340 million in loans from the ICBC (Industrial and Commercial Bank of China) in China. Interest under the facility will be charged at 2.8 percent above LIBOR per annum. The China National Electric Engineering Co, Ltd is tasked with the construction of the plant.Makarov said he was very optimistic about the future of the plant and the development of relations between the Russia's far east and China's northeastern region.IRC Ltd. is a metal unit of Russian gold miner Petropavlovsk PLC. It became the second Russian company to be listed on the HK stock exchange, when it started trading on Oct. 21.
BEIJING, March 6 (Xinhua) -- China aims to "basically eradicate poverty" by 2020 while greatly raise its poverty line, in order to help more people in need, Chinese Premier Wen Jiabao said here Sunday.The State Council is drafting a new ten-year poverty-reduction plan (2011-2020), in which the current poverty line of 1,196 yuan per year (about 0.5 U.S. dollars a day) will be greatly raised, Wen told a panel meeting of the ongoing session of the National People's Congress (NPC).The nation will intensify its poverty alleviation efforts through aids and development, focusing on large areas of destitute population, he said to a group of NPC deputies from Gansu, one of the poorest regions in China.According to the United Nations' standard of one dollar per person each day, China still has 150 million people under the poverty line.Wen said lack of water was the bottleneck for Gansu's social-economic development, urging the province to expand the use of water conservancy technology.Wen also urged the province to coordinate economic development with environmental protection, and reverse environmental degradation in Dunhuang, a historical city with world cultural heritage threatened by decertification.
LOS ANGELES, April 4 (Xinhua) -- A woman's breast milk cells may be used to predict cancer in future research, according to a study published by HealthDay News on Monday.In the study, researchers at the University of Massachusetts in Amherst collected breast milk from 271 women in the United States. All had either undergone a biopsy of the breast to check for cancer, or were scheduled for one.The researchers evaluated breast milk samples from the biopsied and non-biopsied breasts.The researchers first isolated potentially cancerous cells, known as epithelial cells, and then isolated DNA to look for signals that regulate tumor suppresser genes.In the next step, the researchers analyzed three genes among the many known to undergo a process called methylation in breast cancer. Methylation in a specific region of a gene can inhibit or suppress the expression of a gene.For one gene, SFRP1, the average methylation was higher in the biopsied breast, the study found.Among the women whose biopsies detected cancer, average methylation of the RASSF1 gene in the biopsied breast was considerably higher compared to the non-biopsied breast.Among the women whose biopsies detected cancer, average methylation of the RASSF1 gene in the biopsied breast was considerably higher compared to the non-biopsied breast."It looks as if we can use the cells from breast milk to assess breast cancer risk," said Dr. Kathleen Arcaro, an associate professor of veterinary and animal sciences at the university.It's too soon, however, to assess the cancer detection rate associated with breast milk cell examination, she said."We can't say at this point for two reasons," she said. "One is, we need long-term follow-up. LOS ANGELES, March 5 (Xinhua) -- Law enforcement agencies are now using smart phones to track and arrest graffiti vandals in Los Angeles, a newspaper report said on Saturday.The graffiti-tracking program, spearheaded by the Tracking and Automated Graffiti Removal System, or TAGRS, allows graffiti- cleaning crews equipped with smart phones to photograph the markings and upload them to a Los Angeles Police Department (LAPD) database, the Los Angeles Times said.The photos are used to gather evidence for prosecution and restitution, the paper quoted city officials as saying.Once the graffiti suspects' identities are discovered, the information is added to the TAGRS database and may eventually uncover incidents involving the same suspects, the paper said.The LAPD launched a pilot project in 2009 in Van Nuys near Los Angeles, modeling its version on one run by the Orange County Sheriff's Department, according to the report.The program is now anchored at four LAPD stations, Van Nuys, Hollenbeck, Central and Harbor, said Mayor Antonio Villaraigosa's spokeswoman Casey Hernandez.Los Angeles spends about 10 million dollars a year cleaning up graffiti, Hernandez said.
SAN FRANCISCO, May 10 (Xinhua) -- Google on Tuesday launched its long-awaited cloud-based music service Music Beta without any label licenses it originally wanted.The search giant introduced the digital music locker service at its annual I/O developer conference in San Francisco. So far, only U.S. users can access the service by requesting an invitation from Google while priorities will be given to those with the Verizon version of the Motorola Xoom tablet and attendees of the I/O conference.Since Google failed to come to a license agreement with major music labels, Music Beta is essentially a massive cloud hard drive. Users cannot share their Music Beta by Google tunes or purchase new songs. It allows users to upload 20,000 songs into the cloud, compared with Amazon Cloud Drive's 2,000 songs and 5 GB limit for free accounts.Any web-connected devices with a browser or supporting Flash can stream music from the digital locker, but the service is only for Android-powered devices.Music Beta also gets Instant Mix, a similar intelligent feature to Apple's Genius playlist creator, which creates new playlists based on a single song by analyzing its characteristics.Before unveiling the service, Google told U.S. media Monday night that the current Music Beta is not the service Google had wanted to offer and it will continue to seek licenses with major music labels.
