SAN DIEGO (KGTV) -- Many drivers around San Diego say they’re worried about being cited after seeing what some people call “smog checkpoints.”Motorists recently came across one of the mobile smog checks on Nimitz in Point Loma. A roadside team was inspecting cars to gather data in hopes of improving air quality.The mobile unit is set up to look like a DUI checkpoint, but stopping is voluntary. "I look ahead, and I see lights. It's obviously police action, and I'm thinking maybe there's a car accident,” said Nanci Washburn.Washburn said the activity created traffic backup, making her late for a meeting. "Here is a CHP car. Two officers, there's a whole blue tented area here with chairs. Once I got past that, here is a lift to put a car on."Washburn says the first thought that went through her head was that authorities were targeting older vehicles due to emission problems.10News spoke to the California Highway Patrol and the agency behind the smog checks, the Bureau of Automotive Repair. Those agencies say it’s not a checkpoint and no one is being impounded, rather, it’s a voluntary survey to help the state meet air quality standards.The agencies involved claim drivers aren’t penalized for not participating. "There's no fines and no penalties if they pass or fail, it's just informational. And we use this information to help us manage and evaluate the California Smog Check Program,” said Michael Lafferty.Essentially, the state is policing their program, officials claim. It's the highest since Memorial Day 2014 when the average hit .65 a gallon, according to AAA.In California — one of 14 states above a gallon — drivers will have it the worst in the U.S. with an average of .71 a gallon.GAS PRICE MAP: Find the cheapest gasoline near you and around San DiegoSan Diego's local prices mimic the state's trend. A year ago the average for a gallon of gas in the county was about .03, compared to about .73 a gallon today.For the week ending on May 11, the Energy Information Administration (EIA) reported gas stocks fell by about 200,000 barrels to 29.7 million barrels.However, inventory levels are 600,000 stronger than this time last year. SAN DIEGO (KGTV) - Just days after her 97th birthday, a San Diego woman was honored for being a trailblazer in the Marine Corps. Sgt. Maj. Grace Carle's love for her country is apparent in her impressive resume. The retired Marine served during WWII, the Korean War, and Vietnam."She's always been a strong woman. She did what she was told to do, and she did it with honor. She wanted to be proud of what she did," said Jennie Larsen, Carle's niece. Carle was one of nine siblings and joined the Marine Corps when she was 20. She's now the last living Sergeant Major of the U.S. Marine Corps Women's Reserve and was one of only six women to hold the position. "When she went in she worked hard to get all of her advancements, and it's things like giving the women a chance to do jobs that the men had been doing and showing that the women were capable of holding these same positions and doing the same type of work," said Larsen.Carle was recently admitted to Somerset Subacute and Care, where social worker Lisa Abbott met the retired Marine. "When they told me she was a big deal in the Marines, I started googling her!" Abbott said.Carle will soon be entering hospice care, so Abbott decided they needed to honor her. "Somebody like Ms. Carle who's done so much for our country, and for America, and for women in general, this is going to be probably our last chance to thank her and honor her. While she's with us, we're going to take that opportunity," said Abbott. They held a ceremony for Carle at the facility, which included taps by Bugles Across America."The Marine life was her life, and she was very proud to serve this country, you couldn't have asked for a better person," said Larsen.Larsen says her aunt served in the Marine Corps for over 30 years. UPDATE: Grace Carle passed away peacefully in her sleep on September 9, 2019. She was at home in the Monte Vista Village Senior Living Community. 1921
